that are carried out using mobile phone numbers.
The draft
cyber security
rules published on June 24 proposed to create a new platform for
phone number validation
and also includes those entities that use phone numbers to identify customers like banks using phone numbers for
UPI transactions
.
The new mechanism will involve a "
MNV platform
" that will enable validation by authorised entities and licensees to check whether a mobile number used by an enterprise or users are present in the database of an authorised entity or licensee.

The new cyber security rules have terms for entities that use phone numbers to identify customers or their transactions as "
telecommunication identifier user entity
" (TIUE).
The new rule recommends a price of Rs 1.5 per request for status validation of a mobile number in the database of telecom operated by an entity authorised by centre or state governments.

Any other entity will need to pay Rs 3 per request for mobile number validation after the new amendments are in place.
DoT has sought comments from interested parties on the draft within 30 days of its publication.
The new rules give more power to government authorised agencies or law enforcement agencies to collect details of transactions carried out by a person from non-telecom entities as well.
According to sources, a bank has already started a pilot project to test the new mechanism, where it can flag a number that has been involved in fraudulent transactions.
The flagged number will be deactivated for a period of 90 days. The history of the number will automatically get deleted after 90 days so that an individual who procures the same number after 90 days is not impacted. PTI

"India fears such oversight could allow the committee to question or reverse crisis-time policy measures taken by it, which compromises a sovereign's decision-making powers," one of the sources said. The European Commission, in its report following the July round of negotiations in Brussels, said "good progress" had been made on capital movements, payments, and transfers, with discussions focused on remaining areas of divergence. India-EU trade talks have faced hurdles over the EU's push to cut import taxes on cars and dairy while seeking stricter climate and labour rules. Bengaluru bandh over GST notices to small vendors called off after CM Siddaramaiah meets trade bodies
Small vendors and traders in Bengaluru, who have been protesting the Goods and Services Tax (GST) notices issued by the state commercial tax department to those conducting transactions of over ₹ 40 lakh per annum through UPI, have called off their strike on Thursday following a meeting with Karnataka Chief Minister Siddaramaiah. 'Trade bodies confirmed they have not supported any bandhs and agreed to withdraw planned protests following the chief minister's assurances. The government reiterated its focus on empowering small traders and boosting purchasing power through various programmes,' the chief minister's office said after the meeting with trade bodies, including the Federation of Karnataka Chambers of Commerce and Industry (FKCCI), on Wednesday. The proposed GST on small vendors—such as bakeries, tea and coffee sellers, chaat vendors, etc.—had sparked concerns over the last fortnight. Many had stopped UPI transactions and sought cash following rumours that authorities were likely to retrospectively impose GST on their previous sales. At the meeting, trade representatives raised concerns over the confusion regarding GST for small traders, including loan amounts and personal transactions, and urged the state government to allow traders to directly resolve issues with the commercial tax department. The traders also sought a helpline, awareness programmes to clarify GST regulations, and a 'one-time waiver of old tax arrears'. Siddaramaiah clarified at the meeting that 'notices were issued only to traders with UPI transactions exceeding Rs 40 lakh' to trigger GST registrations and announced that old tax arrears would not be pursued if traders register under the GST and start paying the tax in the future. Siddaramaiah also told the trade bodies that 'no taxes would be collected from traders dealing in exempt goods like milk, vegetables, meat, and fruits, but those liable under the law must comply'. Wisconsin disappearance: 22-year-old woman goes missing after leaving a bar; found dead in Mississippi river
The body of 22-year-old Wisconsin graduate student Eliotte Heinz has been found in the Mississippi River, four days after she vanished following a night out with friends. Heinz, who studied at Viterbo University, was last seen in the early hours of Sunday after leaving the Bronco Bar in La Crosse. Her body was discovered just before 10:30 am. on Wednesday near Brownsville, Minnesota, more than 10 miles from where she was last spotted on security footage walking along the riverfront. 'This was not the outcome we had hoped for,' La Crosse police chief Shawn Kudron said. 'Our thoughts are with Eliotte's family, friends and all those who knew Eliotte. We are grateful for the outpouring of support from so many within the La Crosse community, the state of Wisconsin and nationally to locate Elliotte,' New York Post cited the officer. Heinz was reported missing by her loved ones on Sunday morning after repeated attempts to reach her failed. Security footage captured her walking alone near the Mississippi River about an hour after leaving the bar. Her phone was later found by friends near the riverbank. The disappearance sparked a large-scale search involving police and volunteers combing the waterfront and surrounding areas.
