DoT proposes changes in cyber security rules to curb frauds by misusing phone numbers

New Delhi: The
Department of Telecom
has proposed changes in
cyber security rules
to curb
fraudulent activities
that are carried out using mobile phone numbers.
The draft
cyber security
rules published on June 24 proposed to create a new platform for
phone number validation
and also includes those entities that use phone numbers to identify customers like banks using phone numbers for
UPI transactions
.
The new mechanism will involve a "
MNV platform
" that will enable validation by authorised entities and licensees to check whether a mobile number used by an enterprise or users are present in the database of an authorised entity or licensee.

The new cyber security rules have terms for entities that use phone numbers to identify customers or their transactions as "
telecommunication identifier user entity
" (TIUE).
The new rule recommends a price of Rs 1.5 per request for status validation of a mobile number in the database of telecom operated by an entity authorised by centre or state governments.

Any other entity will need to pay Rs 3 per request for mobile number validation after the new amendments are in place.
DoT has sought comments from interested parties on the draft within 30 days of its publication.
The new rules give more power to government authorised agencies or law enforcement agencies to collect details of transactions carried out by a person from non-telecom entities as well.
According to sources, a bank has already started a pilot project to test the new mechanism, where it can flag a number that has been involved in fraudulent transactions.
The flagged number will be deactivated for a period of 90 days. The history of the number will automatically get deleted after 90 days so that an individual who procures the same number after 90 days is not impacted. PTI

The report adds that cybercriminals are embedding hidden instructions in emails with the help of white text and zero font size. This text is invisible to the user but can be easily read by Gemini. Whenever a user clicks on 'summarise this email' option, Gemini may generate fake security alerts and prompt the user to share their sensitive information of make calls to fraudulent support numbers. How the scam works As per the report by The Sun, the hackers embed som indirect prompt injections into emails. The Google chatbot— Gemini, then read these hidden commands and display false warnings on the screen of the user. The users are then asked to click on malicious links or call some fake support lines. The AI cannot distinguish between user queries and embedded hacker prompts which leads to the user being scammed. What Google and experts recommend Cybersecurity experts are urging all Gmail users to remain vigilant and adopt robust security practices. The experts have urged the users to not trust Gemini summaries which claim that their account has been compromised. The experts also advise users to configure email clients to detect and neutralise hidden content. The users can also use post-processing filters which will help in scanning suspicious keywords, URL's or phone numbers. Bunker walls and roofs are being reinforced with alloy sheets and additional protective measures are being implemented at vulnerable posts. A BSF officer said the force is also working with defence and intelligence agencies to install counter-drone technology at key locations to intercept and neutralise rogue UAVs. According to PTI, sources confirmed that the new drone squadron will be stationed at BoPs spanning the more than 2,000-km India-Pakistan border across Jammu, Punjab, Rajasthan, and Gujarat. Each drone team will consist of 2-3 trained personnel. Some equipment has already been procured, and training is underway in batches. Union home minister Amit Shah recently said the BSF 'destroyed more than 118 Pakistani posts and completely dismantled their surveillance system' during Operation Sindoor, underlining the force's aggressive role in recent border operations. Meanwhile, Pakistan-based smugglers have stepped up attempts to push narcotics and arms across the border using drones.
