Centre flags ethanol levy as threat to green fuel mission, urges Punjab, Haryana, Himachal to reconsider fees

CHANDIGARH: The Union Ministry of Petroleum and Natural Gas has written to the governments of Punjab, Haryana and Himachal Pradesh, urging them to reconsider the fee levied on ethanol production in their respective excise policies, warning that the move may hamper the ethanol blending programme and escalate fuel prices.
The ministry, in its letters to these state governments, stated that the provision to levy a Regulatory Fee (Ethanol Permit/Pass) in their excise policies could restrict the free movement of ethanol within and outside the states. This, it noted, would ultimately increase the cost of ethanol-blended petrol.
The letters were addressed individually by Additional Secretary in the Union Ministry of Petroleum and Natural Gas, Parveen M Khanooja. The letter to Himachal Pradesh Chief Secretary Prabodh Saxena was sent on March 27, followed by a letter to Punjab Chief Secretary KAP Sinha on April 8, and another to Haryana Chief Secretary Anurag Rastogi on May 23. This newspaper has copies of all three letters.
Interestingly, of the three states, Punjab has an Aam Aadmi Party (AAP) government, Himachal Pradesh is governed by the Congress, while Haryana is ruled by the BJP.
'It has been brought to the ministry's notice by oil marketing companies (OMCs) that as per the excise policy 2025–27 of Haryana state, there is a substantial increase in the licence fee/annual renewal fee for distilleries. Also, the aforesaid policy has introduced a fee of Rs 1 per bulk litre (BL) for issuance of pass for ethanol for mixing in petrol for use as automobile fuel."
"Additionally, an import duty of Rs 1.20 per bulk litre has also been levied. Given that ethanol is already subject to Goods and Services Tax (GST), imposing an additional excise duty would constitute double taxation, which runs contrary to sound taxation principles and could be legally untenable, especially for a production crucial to a national programme like the ethanol blended petrol programme.
"Furthermore, the increased costs resulting from the proposed fees and duty in excise policy 2025–27 are likely to raise the price of ethanol-blended petrol. Haryana and Punjab appear to be the sole states where such levies on ethanol specifically meant for blending with petrol have been imposed,' states the letter written to Rastogi by Khanooja.

The Government of Andhra Pradesh has achieved a major fiscal milestone in July 2025 by recording highest-ever GST collections for the month since implementation of the Goods and Services Tax regime in 2017. Chief Commissioner of State Tax Babu A, in a press release on Friday, said the State's gross GST collections reached ₹3,803 crore, while net collections stood at ₹2,930 crore — marking a 12.12% year-on-year increase. This surge reflected strong economic activity, enhanced compliance, and improved enforcement mechanisms, he said. The SGST collections also showed robust growth at ₹1,226 crore, a 14.47% rise, signalling improved consumption patterns. For the fourth consecutive month (April to July), Andhra Pradesh reported record-breaking gross and net GST revenues, with July alone witnessing 14% month-on-month growth, the highest among southern States and third overall nationwide. Significantly, an IGST settlement of ₹1,704 crore — up 10.69% from July 2024 — boosted the State's revenue. A focused compliance drive, strategic deployment of high-performing officers, targeted audits, and robust analytics played key roles in reversing earlier fiscal slumps, he added. The government also successfully recovered ₹357 crore via IGST credit reversals, improved professional tax collections by 51%, and launched aggressive enforcement against defaulters. 'These achievements underscore the effectiveness of Andhra Pradesh's policy-driven approach and signal a stabilised fiscal trajectory for the State moving forward,' he added.

Vijayawada: The three power distribution companies (discoms) in the state have filed a petition before Andhra Pradesh Electricity Regulatory Commission (APERC), seeking permission to collect Rs 12,771 crore from consumers through true-up charges. The ERC released the notification asking the public to file their objections/suggestions on the petitions filed by the discoms. The Left parties have demanded that the govt immediately withdraw the proposal. According to the affidavit, SPDCL wants to collect Rs 3,046 crore through true-up charges to recover the actual costs of power supplied from 2019 to 2024. APEPDCL has urged the commission to allow it to collect Rs 7,790 crore, while APCPDCL wants to recover Rs 1,935 crore. The discoms have been collecting fuel and power purchase cost adjustment (FPPCA) charges for the past three years. Recently, the distribution companies filed a petition before APERC seeking ratification of its decision to collect 40 paise per unit, which has been continuing for the past six months. He blamed the previous YSRCP govt for the discoms' move to collect the true-up and FPPCA charges. "The mismanagement and irregularities during the YSRCP regime forced discoms to recover the true-up and FPPCA charges from the consumer. The discoms have filed petitions to collect the dues pertaining to the YSRCP regime," Gottipati claimed. Dismissing the minister's allegations, CPI-M leaders V Srinivasa Rao and Ch Baburao said blaming the previous regime is only a "cover-up act" by the TDP-led NDA govt, and warned of agitations across the state if the discoms did not withdraw the true-up charges notice.
