With sanctions lifted, Syria looks to solar power as more than a patchwork fix to its energy crisis
Al-Jenan went thousands of dollars in debt to buy his solar panel in 2019. It was an expensive coping mechanism at the time, but without it, he couldn't charge his phone and run the refrigerator.
Syria has not had more than four hours of state electricity per day for years, as a result of the nearly 14-year civil war that ended with the ouster of former President Bashar Assad in December.
Syria's new leaders are hoping renewable energy will now become more than a patchwork solution. Investment is beginning to return to the country with the lifting of U.S. sanctions, and major energy projects are planned, including an industrial-scale solar farm that would secure about a tenth of the country's energy needs.
'The solution to the problem isn't putting solar panels on roofs,' Syria's interim Energy Minister Mohammad al-Bashir told The Associated Press. 'It's securing enough power for the families through our networks in Syria. This is what we're trying to do.'
Restoring the existing energy infrastructure
Some of the efforts focus on simply repairing infrastructure destroyed in the war. The World Bank recently announced a $146 million grant to help Syria repair damaged transmission lines and transformer substations. Al-Bashir said Syria's infrastructure that has been repaired can provide 5,000 megawatts, about half the country's needs, but fuel and gas shortages have hampered generation. With the sanctions lifted, that supply could come in soon.
More significantly, Syria recently signed a $7 billion energy deal with a consortium of Qatari, Turkish, and American companies. The program over the next three and a half years would develop four combined-cycle gas turbines with a total generating capacity estimated at approximately 4,000 megawatts and a 1,000-megawatt solar farm. This would 'broadly secure the needs' of Syrians, said Al-Bashir.
While Syria is initially focusing on fixing its existing fossil fuel infrastructure to improve quality of life, help make businesses functional again, and entice investors, the U.N. Development Program said in May that a renewable energy plan will be developed in the next year for the country.
The plan will look at Syria's projected energy demand and determine how much of it can come from renewable sources.
'Given the critical role of energy in Syria's recovery, we have to rapidly address energy poverty and progressively accelerate the access to renewable energy,' Sudipto Mukerjee, UNDP's resident representative in Syria, said in a statement announcing the plan.
Sanctions crippled the power grid
While the war caused significant damage to Syria's infrastructure, crippling Washington-led sanctions imposed during the Assad dynasty's decades of draconian rule made it impossible for Syria to secure fuel and spare parts to generate power.
'Many companies over the past period would tell us the sanctions impact matters like imports, implementing projects, transferring funds and so on,' al-Bashir said.
During a visit to Turkey in May, the minister said Syria could only secure about 1700 megawatts, a little less than 20%, of its energy needs.
A series of executive orders by U.S. President Donald Trump lifted many sanctions on Syria, aiming to end the country's isolation from the global banking system so that it can become viable again and rebuild itself.
The United Nations estimates the civil war caused hundreds of billions of dollars in damages and economic losses across the country. Some 90% of Syrians live in poverty. Buying solar panels, private generators or other means of producing their own energy has been out of reach for most of the population.
'Any kind of economic recovery needs a functional energy sector,' said Joseph Daher, Syrian-Swiss economist and researcher, who said that stop-gap measures like solar panels and private generators were luxuries only available to a few who could afford it. 'There is also a need to diminish the cost of electricity in Syria, which is one of the most expensive in the region.'
Prices for electricity in recent years surged as the country under its former rulers struggled with currency inflation and rolling back on subsidies. The new officials who inherited the situation say that lifting sanctions will help them rectify the country's financial and economic woes, and provide sufficient and affordable electricity as soon as they can.
'The executive order lifts most of the obstacles for political and economic investment with Syria,' said Qutaiba Idlibi, who leads the Americas section of the Foreign Ministry.
Syria has been under Washington-led sanctions for decades, but designations intensified during the war that started in 2011. Even with some waivers for humanitarian programs, it was difficult to bring in resources and materials to fix Syria's critical infrastructure — especially electricity — further compounding the woes of the vast majority of Syrians, who live in poverty.
The focus is economic recovery
The removal of sanctions signals to U.S. businesses that Trump is serious in his support for Syria's recovery, Idlibi said.
'Right now, we have a partnership with the United States as any normal country would do,' he said.
Meanwhile, Al-Jenan is able to turn on both his fans on a hot summer day while he watches the afternoon news on TV, as the temperature rises to 35 degrees Celsius (95 F). He doesn't want to let go of his solar panel but hopes the lifting of sanctions will eventually bring sustainable state electricity across the country.
'We can at least know what's going on in the country and watch on TV,' he said. 'We really were cut off from the entire world.'

In the world of retail, investors will be keeping an eye on results from Levi Strauss (LEVI) to see how the jeans brand is navigating tariff uncertainty. Back in the UK, Vistry (VTY.L) will be in the spotlight, with investors hoping the housebuilder's troubles are behind it after issuing three profit warnings towards the end of last year. Given Jet2 (JET2.L) has already provided some guidance on performance for the year in a trading update, the focus will be on the travel company's outlook for the year ahead. However, oil prices have steadied in the wake of the truce, with investors now focused on an expected decision to increase supply when major producers meet this weekend. The Organisation of the Petroleum Exporting Countries and its allies, known as OPEC+, are widely expected to agree on a production increase of 411,000 barrels per day. The Anglo-Dutch energy major reported adjusted earnings of $5.58bn (£4.09bn) for the three months to March, down 28% from $7.73bn a year earlier but ahead of the $5.09bn forecast by analysts polled by London Stock Exchange Group (LSEG.L). Despite the fall in profits, Shell (SHEL.L) announced another $3.5bn in share buybacks with the release of the results in May, which marked its 14th consecutive quarter of repurchases of at least $3bn. Meanwhile, BP (BP.L) reported a significant drop in first-quarter profit. The company reported an underlying replacement cost profit — a key metric used as a proxy for net profit — of $1.38bn (£1bn), falling short of the $1.53bn forecast by analysts polled by LSEG (LSEG.L). BP's (BP.L) weaker performance has led to speculation that the oil major has become a takeover target, with reports that Shell (SHEL.L) was in talks to make a bid on its rival. However, Shell put paid to the rumours in a statement to markets at the end of June, saying it had "no intention of making an offer for BP". Attention will now turn to Shell's (SHEL.L) second quarter update release on Monday, which should give investors an idea as to how the oil major has been performing ahead of it publishing the full results on 31 July. TSMC's ( TSM) June sales data will also give a sense of how the chipmaker has performed in the first half of the year. For May, TSMC ( TSM) posted net revenue of TWD320.52bn (£8.11bn), which was down 8.3% on the previous month but up nearly 40% on the same month last year. The chipmaker has guided to net revenue of $28.4bn to $29.2bn for the second quarter, which would be up from $25.5bn for the first quarter. TSMC ( TSM) is due to release its full second quarter results on 17 July. "Monthly sales data so far this quarter shows continued strong revenues meaning over 2/3s of quarterly guidance has already been achieved," they said. "Thus we think TMSC ( TSM) can beat its guidance for revenues and we see scope for an upgrade to FY (full year). The analysts added: "The debate we think is on 2H and whether TSMC ( TSM) is able to deliver further sequential growth or if what we believe have been pull-in benefits limit quarterly growth from here. We increase our USD revenues for 2025 and now model +33% growth yoy, and if pull in activity has been limited then we think our estimates could be conservative." Year-to-date TSMC's ( TSM) Taipei-listed shares are less than 1% in the green, as tariff-related volatility has weighed on chip stocks more broadly. Despite beating expectations in the first quarter, shares in Levi Strauss & Co (LEVI) fell after it posted its results in April, which were released just days after Trump announced sweeping tariffs on "Liberation Day". Levi Strauss (LEVI) maintained its top and bottom line guidance for the year but said this excluded the impact from the tariff announcements but added that it anticipated minimal impact to its margins for the second quarter. Read more: Stocks that are trending today Speaking to Yahoo Finance at the time, Levi Strauss (LEVI) chief financial officer Harmit Singh said the company debated lifting its full-year guidance but felt it was "prudent" to maintain its outlook, given it was early in the year and in light of the tariff announcement. Levi Strauss (LEVI) posted net revenues of $1.5bn in the first quarter, which was up 9% on an organic basis on the same period last year. Adjusted earnings per share came in at $0.38, compared with $0.25 for the first quarter of 2024. For the year, the jeans maker has guided to 3.5% to 4.5% growth in organic net revenues, while earnings per share are expected to be between $1.20 and $1.25. Shares in Vistry Group (VTY.L) are up 8% year-to-date but have failed to recover from a sharp drop towards the end of last year on the back of profit warnings by the housebuilder. While revenue for the year rose 7% to £17.2bn ($23.5bn), final profit before tax was down 35% to £263.5m. Vistry (VTY.L) is due to share a trading update on Thursday, giving investors a glimpse into what to expect from its actual half-year results in September. AJ Bell's (AJB.L) investment experts Danni Hewson and Coatsworth said: "Analysts will look to chief executive Greg Fitzgerald for reassurance that last year's problems were limited to just two of the four regional operations in the south and that they are now in hand, after a major reorganisation of management there." The company's sales rate per site per week would be another area to keep an eye on, which came in at 0.59 in the first quarter. The outlook for the second half and how that is expected to contribute to full-year profits will also be in focus. Hewson and Coatsworth said current analyst consensus is looking for adjusted pre-tax profit of £270m this year. "Any sign of improved momentum in the order book and sales per outlet, as well as debt reduction, could be taken well, providing 2024's problems are indeed behind Vistry (VTY.L), and there are no more additional charges for cladding remediation, either," they said. "At least the shares are bumping around one times tangible net asset value (NAV), so value hunters have something to ponder there, given the huge derating from two times and more." Shares in Jet2 (JET2.L) surged after its full-year trading update at the end of April and have continued to climb since then, hitting an all-time high in June. For the year, Jet2 (JET2.L) said it expected profit before foreign exchange revaluation and tax to come in between £565m and £570m for the year. That excluded a £10m profit on disposal of assets primarily from our retired Boeing 757- 200 aircraft fleet. The travel company said that this would represent approximately 9% growth on profits for the previous year. Steve Heapy, CEO of Jet2 (JET2.L), said that the 2025 financial year "ended with another year of healthy profit growth, which underlines the resilience, flexibility and popularity of our product offering". "Although still very early in FY26, we are satisfied with progress for summer 2025 so far," he said. These ultra-thin bendy solar panels are so light you can wear them
As summer temperatures in Osaka, Japan, soar closer to 100 degrees Fahrenheit, staff at Expo 2025 are beating the heat with utility vests that are powered by the sun. Developed by Toyota Group company Toyoda Gosei, in collaboration with solar cell startup Enecoat Technologies and textile manufacturer Seiren, the utility vests are fitted with ultra-thin, flexible solar panels that weigh less than four grams each — lighter than a single sheet of paper — and power neck fans to keep the wearer cool. These solar 'films' aren't like the silicon panels installed on roofs or solar farms, which account for 98% of the solar energy market today. Instead, they're made of perovskites, a family of crystals that share the same characteristic structure. Perovskite solar cells are lighter, cheaper to produce, and can be tuned to absorb a broader range of light, including visible and near-infrared. They can even be charged 'under shade, in rainy and cloudy weather,' says Shinichiro Fuki, director of the Toyoda Gosei team behind the vest. In the lab, Enecoat's solar film has achieved 21.2% efficiency, meaning around a fifth of the solar energy is converted to electricity. Now, it is being tested in real-world conditions at the Expo. The team is gathering data daily on how it responds to different climate conditions, such as solar radiation and temperature, as well as the performance of the mobile battery that it connects to, which is expected to fully charge in five to 10 hours. According to Fuki, the project is a 'world-first initiative' to integrate perovskite solar cells into wearables. 'We hope people who work in an environment where they cannot easily obtain power without solar power will use and wear it,' he adds. Perovskites can be found in nature or made in a lab, and their use in solar cells was first demonstrated in 2009 by researchers in Japan. In lab settings, perovskites have achieved power conversion efficiencies of more than 26% — around the same as the best-performing silicon solar panels today, which have nearly hit their efficiency limit. One of the greatest advantages of perovskites is their ability to 'generate power indoors or in low-light environments,' says Tamotsu Horiuchi, director and chief technology officer at Enecoat Technologies. 'When indoors, instead of sunlight, the light of LEDs, fluorescent lights, or similar lights, will be used to produce power,' says Horiuchi. And because they are more flexible and lightweight than silicon panels, 'we can install solar panels even in places where it was impossible before,' he adds — such as roofs that can't support silicon solar panels, which can weigh up to around 50 pounds (23 kilograms). Related article Solar-charging backpacks are helping children to read after dark The vests aren't the only demonstration of perovskites at the Expo: Polish company Saule Technologies has deployed curved solar cells in 'smart poles' that power street lights, security cameras, digital signage and wireless charging, and Japanese company Sekisui Chemical is demonstrating its one-millimeter-thick solar film on the roof of the event's bus terminus. At the Panasonic Group pavilion, perovskite solar cells sandwiched between layers of glass to provide added durability have been transformed into an artistic facade to showcase the aesthetic potential of the technology. 'The current (silicone) solar panels are difficult to install in our living space,' says Yoshiteru Hara, technical director of the Panasonic pavilion at Expo 2025 Osaka. 'We need to make a balance between design and power generation efficiency.' Japan is investing heavily in perovskite technology to meet ambitious goals of generating 20 gigawatts of solar energy by 2040, the equivalent power produced by about typical 20 nuclear power plants. The nation is the world's second-largest producer of iodine, a key ingredient in perovskites, and the country's mountainous terrain limits the potential development of traditional solar farms, which require huge amounts of flat land. However, despite the advantages, perovskites degrade faster than silicon when exposed to heat, moisture or UV rays, losing efficiency in a few years, months or even weeks. 'Everybody right now is working on stability: that's the only thing that perovskites lack and still don't have in comparison to silicon,' says Dr Hashini Perera, a postgraduate research fellow at the University of Surrey's Advanced Technology Institute, where she studies perovskites. Researchers are exploring different ways to make perovskites more durable, such as adding 'stabilizing agents' or encasing the film in protective layers, such as glass, says Perera, whose recent research discovered a method that could increase the material's lifespan tenfold. Another challenge of perovskites is that they contain lead, which is toxic. Studies have shown that if damaged this could present an environmental risk, but Perera says that the potential for lead leakage is very low, particularly with robust encapsulation methods. While solar cells using just perovskite might still have a long road to commercialization, it's already improving existing panels: last year, Oxford PV, a company spun out of the University of Oxford physics department, launched the first commercial perovskite-on-silicon tandem panels in the US, delivering up to 20% more energy than standalone silicon cells. 'It's a massive step forward for perovskites,' says Perera. Perovskite's ability to bring energy generation into urban areas, closer to where it's used, will also make future cities more efficient, says Horiuchi, chief technology officer at Enecoat. 'It's more effective to use the electricity generated right there (on-site) to power the building itself,' says Horiuchi, adding: 'The same is true for clothing. I think the best way to use it is… on a smartwatch or your smartphone. I think it would be good to develop it in that way.' Additional reporting by Yumi Asada, CNN.

New turnpike director outlines goals for Maine's 'economic backbone'
Jul. 7—When Andre Briere became executive director of the Maine Turnpike Authority in April, he knew he was hired to fix it. After three months on the job, he's got a long to-do list and a two-year action plan that kicks off in August. It will focus on improving the 109-mile toll highway as "the main thing," he says, and avoid distractions from the authority's core mission, like the controversial Gorham Connector proposal that put the agency "through the wringer" last year. The list includes reviving transparency and trust in the authority, increasing digital technology, security and automation at toll plazas and improving service plazas with updated bathrooms, children's play areas and new dining options, which could include Chick-fil-A, Shake Shack and local chefs that would highlight Maine's farm-to-table restaurant scene. Getting rid of the turnpike authority — something opponents have espoused lately and the goal of several failed bills in the last legislative session — isn't on Briere's list for all the reasons he says the agency benefits the state and its residents. That includes where most of the $170 million in tolls, or 89% of the agency's revenue for a $192 million budget, came from last year. "Almost two-thirds of our toll revenue comes from out-of-staters," Briere said. "There's no cheaper way for Mainers to run the economic backbone of the state. It would be financially ruinous for the state of Maine if you changed that." Briere, 57, started at the authority one month after the board of directors dumped the Gorham Connector proposal, leaving it to the Maine Department of Transportation to solve commuter congestion west of Portland. The four-lane toll road would have run from the recently rebuilt turnpike Exit 45 in South Portland, through Westbrook and Scarborough, to the Gorham Bypass at Route 114 in Gorham. A survey conducted by the authority showed the tide of public opinion had ebbed against the connector and the agency itself after spending more than 20 years and $18 million planning and developing the $331 million project. Briere describes the connector proposal as a well-intentioned effort that the authority took on because the Department of Transportation couldn't afford it. While the authority maintains just 577 lane miles of Interstate 95 from Kittery to Augusta, the department looks after 47,248 lane miles of roads across the state. "The DOT struggles to find funding to do projects," he said. "They turned to the turnpike authority to do the connector project and our existence was threatened in the Legislature as a result." It's a misfire Briere doesn't intend to repeat. He's committed to bolstering confidence and trust in the authority and emphasizing transparency and openness with the public, he said. He also wants to make sure the authority's 400 employees are empowered to do their best work after a report last year found that a climate of intimidation and favoritism had been fostered by former chief financial officer Doug Davidson, who left the agency in 2023. "You have to really listen to people, even opponents, and take in their input," he said. "I'm here to serve the people of Maine and make sure the turnpike is the most efficient, modern and innovative highway of its kind in the country." SEPARATE BUT WORKING TOGETHER Briere replaced Peter Mills, the longtime executive director who led the connector project before retiring in September. He took the reins as opponents of the 5-mile toll spur pitched legislation aimed taking control of the authority's spending and project planning powers and folding the agency into the Department of Transportation — something that's been tried unsuccessfully more than 25 times in the past. That's a bad idea, according to Briere, whose last job was deputy commissioner of the New Hampshire Department of Transportation, which operates a turnpike system stretching over 90 miles. Because New Hampshire's three turnpikes are funded by legislators through the state budget, Briere said the process of raising tolls and allocating revenue for highway projects is politicized, and elected officials do what they can to avoid upsetting taxpayers. Last spring, Republican Gov. Kelly Ayotte dismissed senators' calls to increase tolls for the first time in 15 years. As a result, "there's no money for capital spending in New Hampshire's turnpike budget for the coming year," Briere said. Without regular reinvestment in turnpike infrastructure — bridges, toll plazas, air conditioners — the viability of the system diminishes, Briere said, and if tolls don't cover turnpike needs, the system becomes increasingly dependent on taxes. That kind of uncertainty can lower a state's bond rating and increase the cost of borrowing, he said. The Maine Turnpike Authority is somewhat insulated from that process because it's a separate state agency created by the Legislature in 1941 to finance and build the turnpike through toll collection. When the initial bonds were paid off in 1982, the Legislature decided the authority should continue to operate and maintain the turnpike. While no federal or state tax dollars have ever been used on the turnpike, the authority has paid the Maine Department of Transportation $5.4 million to $9.5 million annually since 2011 for work on cooperative projects. They include the $42 million Saco interchange set to open this year, the Sarah Mildred Long and Piscataqua River bridge projects, and planned investments in public transit initiatives in Greater Portland. Briere said he's an advocate for public transit, but he believes it can only be successful if roads aren't mired in commuter gridlock. And he believes it's impossible to stop people from moving outside metropolitan areas, especially as developers continue to build housing and real estate values continue to rise. The authority's contribution the Department of Transportation represented at least 5% of turnpike toll revenue each year, Briere said, and he'll be looking for ways to increase collaboration on projects in the future. "We're better off being separate but working together," he said. BALANCING EFFECTIVENESS AND EFFICIENCY A Seattle native with New England roots, Briere is a 29-year Air Force veteran who retired as a colonel in 2019 with a breadth of international experience in transportation, logistics, emergency management and large-scale project leadership. He is married with two adult children. He admits his military experience likely will help fulfill his action plan for the authority, including digital upgrades in the wake of an E-ZPass shutdown for 12 hours in March that avoided a security breach. The plan calls for providing much smaller E-ZPass sticker tags instead of the current transponders within a year; offering a Maine Turnpike app so E-ZPass users can manage accounts more easily online within two years; and making it possible for drivers to pay tolls with credit cards. "We'll also operate with the general philosophy of keeping tolls low or flat for Maine E-ZPass users," Briere said, noting that those drivers received nearly $11 million in toll discounts in 2024. With the move toward greater automation, the authority may see a further reduction in toll plaza staffing, which has fallen from nearly 400 to about 175 in the last 20 years. However, given the problems that other turnpike systems have experienced when electronic toll systems go offline, Briere said he doesn't see a time when the Maine Turnpike is fully automated. "There's always a balance between effectiveness and efficiency," he said. Copy the Story Link
