Part of the Christchurch City Council building will remain closed for months after an engineering report showed it was an earthquake risk.
The annex on the Worcester Boulevard side of the civic offices, which usually housed the council chamber and mayor's working space, was closed last month.
An engineering seismic assessment showed it only had a new building-standard (NBS) rating of 40 percent.
A building with an NBS rating of less than 34 percent was considered earthquake-prone, while a rating between 34 and 67 per cent was deemed "moderate risk".

Council chief executive Mary Richardson said the area would remain off-limits to staff as a precaution so strengthening work could be carried out.
"The likelihood of a large earthquake is considered low, however based on the potential consequences and the temporary mitigation measures available, we have determined that the council should continue to vacate the annex area," she said.
"Safety of council staff, elected members and visitors is paramount and after discussing the risks, mitigations and options with the council engineers and the executive leadership team, we're not willing to take any risks on that."
The work was expected to take six months.
The investigation and construction could happen promptly because the annex would be unoccupied during this period, Richardson said.
"Although, we are still working on logistics for how the remedial programme will run," she said.
"Due to the longer period of restricting occupancy of the annex, we will be looking at options to improve the working environment for staff and elected members, particularly those who have been relocated."

Environmental Protection Authority, police and specialist contractors needed more than two weeks to clean up waste dumped along the coast, which included 3.7 tonnes of scrap metal - bikes, whiteware and even a car. The clean-up was an urgent recommendation from the Environmental Protection Authority. "The overall cost came in at approximately $145,000, which is about $50,000 less than originally forecast," said South Wairarapa District Council chief executive Janice Smith. Photo: Supplied/SWDC Smith said people dumping this amount of rubbish was "enormously irresponsible and disappointing", as items like bikes and whiteware can be disposed of at transfer stations for no cost. The council said illegal dumping was a serious issue, as it could pose a serious health issue, when it contained harmful materials, such as glass, metal and hazardous matter. It said the clean-up process also ended up being expensive for both the council and ratepayers, and on the environment, with abandoned waste damaging ecosytems, polluting airways and harming wildlife. The site is now permanently blocked off, with security cameras in place to monitor it. Clutha council confident Mt Cooee Landfill won't run out of room
Mt Cooee Landfill. Photo: Facebook/Wasteco The Clutha District Council is confident a solution will be in place at a local landfill before it runs out of room. In February, the council reported the Mt Cooee Landfill area was critically close to capacity - it could need to stop accepting waste by August - and could cost an estimated $157,000 a month to ship waste elsewhere. Work has been underway to reduce, mitigate or eliminate that risk. That work included a 3D survey to figure out how much capacity was left and how long it would take to fill up and plans to build a general waste transfer pad so waste could be moved out of the district to another landfill until a decision was made about building a new landfill at Mt Cooee. The pad was expected to be finished by early September. "At this stage, council staff are working to define the detail designs required for the transfer station and then go out to tender for this urgent work," the council said. The council acknowledged it had not been smooth sailing as councillors expressed serious concern at the early advice. "Staff worked in the background on the risk and were successful in the various risk elimination measures," the council said. "Council is very confident that a solution will be in place before it is needed." The resource consent for the continued operation, expansion and progressive rehabilitation of the Mt Cooee Landfill was signed off by the Otago Regional Council in May. Work to enable an extension of the current landfill cell was nearly done, but existing cell had about 15 months of capacity left, the council said. The extension was expected to cost about $200,000. The total budget available for Mt Cooee upgrades was $7.1 million, which also included the transfer station and a possible resource centre. Building a new landfill cell was also a possible option. "Staff are intending to bring back to council a decision over the economics of operating Mt Cooee versus operating a transfer station as the long-term solution."
