Universities defend hiring of foreign staff

Claims by politicians that South African universities are hiring more foreigners than locals for posts are stoking
In parliament earlier this month,
Reports of this sparked outrage on social media, with some users accusing institutions including the University of Fort Hare, University of the Free State, the University of Pretoria and the University of the Witwatersrand of being biased against local academics.
Some posted lists of the names of foreigners they claimed had been hired.
'If a narrative such as this begins to take hold, if it becomes something that people believe to be true, then my concern is that that would generate a hostile environment — for international academics, specifically for African international academics — which can make life and work in South Africa profoundly difficult,' said Alf Nielsen, a Norwegian professor and director of the Centre for Asian Studies in Africa at the University of Pretoria.
'It's important to note that it's already quite challenging for most of us to be international academics, in terms of the difficulties that we experience with renewing our work permits, where rejection is more of a rule and an exception, despite the fact that you've worked at an institution in South Africa for quite a long time.'
One list which was posted on social media was of academics at the University of Pretoria's Centre for Human Rights.
The director of the Department of Institutional Advancement at the university, Rikus Delport, said it 'unequivocally rejects the false and misinformed commentary circulating regarding the staff composition of the Centre for Human Rights'.
'All academic staff are South Africans or permanent residents of the country and bring invaluable continental expertise that enhances the quality and relevance of the centre's academic and advocacy work,' Delport told the Mail & Guardian.
'The diversity of the centre's academic team is not incidental — it is essential. It directly reflects the centre's mandate to engage with human rights issues across Africa with depth, credibility and authenticity,' he said.
He added that, overall, the university's law faculty exceeded the government's employment equity target.
Parliament's portfolio committee on higher education said it was concerned about the University of the Free State's employment of 141 foreign academics and 26 foreign support staff and in March visited institutions of higher learning in the province to assess whether transformation, legislation and employment equity policies were being implemented.

Chairperson Walter Tebogo Letsie told the M&G that the committee 'observed non-adherence legislation as some institutions employed foreign nationals in non-scarce skills positions, despite South Africans having qualifications, skills and competencies to execute the duties of such positions'.

Asked about reports of his committee requesting information from universities on the number and qualifications of the international staff they employed, Letsie said it would seek to 'ensure that their appointments adhere to the policy'.
He said that universities must take responsibility 'where there is evidence of transgression' of the Employment Service Act.
Responding to the xenophobic comments circulating on social media, Letsie said the portfolio committee sought to ensure that foreign academics, who are welcome in the country, 'meet all the legal requirements, have qualifications and that they have skills that South Africans do not'.
Senior journalism and media studies lecturer at Wits University, Zimbabwean-born Collen Chambwera, said that while the nature of social media was generally 'anarchic' he was more concerned about false claims coming from political figures.
'Politicians are supposed to be more responsible than social media, you would think, and officialising something like listing names of foreign nationals who are employed by universities — I think it's reckless,' he said.
The Free State's Central University of Technology did not respond to questions from the M&G.

DA leader John Steenhuisen threatened to table a motion of no confidence against Ramaphosa, citing alleged failure to act against corruption-accused ANC ministers, after the recent removal of DA's former deputy trade and industry minister Andrew Whitfield. In an interview with Newzroom Afrika, Kunene said the motion would not succeed. 'The DA does not hold any cards whatsoever,' he said. 'As the PA we will defend the president, we will make sure that we mobilise that this motion of no confidence does not succeed. That must be condemned in the strongest of terms.' Whitfield was fired after he allegedly took an unauthorised trip to the US. Kunene supported this decision, saying Ramaphosa acted correctly in his capacity as the president. 'Ramaphosa has acted within his constitutional powers and mandate. He cannot be undermined in the way that Whitfield undermined him. As the president he had to act. The president has done nothing wrong; it is the DA that should've spoken to their deputy minister and made him aware of the importance to abide by the law when it comes to travelling and other matters that govern ministers and deputy ministers.' The DA had given Ramaphosa an ultimatum to act against corruption in his own ranks. After the ultimatum expired, DA leader John Steenhuisen announced his party's withdrawal from the national dialogue. The DA also plans to vote against the upcoming departmental budget votes for departments headed by corruption-accused ANC ministers. Kunene said he expected the DA to walk away from the GNU. 'We were surprised by the waste of time by the DA. When you give an ultimatum, the expectation is that you walk away from the marriage. They're still there because they have tasted power.'

Despite the challenges, the department has seen notable progress in victim-offender dialogues and mediation programmes. In the 2024/25 period so far, 4,544 offenders, parolees and probationers and 13,559 victims participated in the initiatives. The department said the programmes aim to repair harm and foster accountability, reflecting a broader commitment to reducing recidivism through offender-centred rehabilitation and reintegration strategies. The minister said they would require greater resources, stronger partnerships and consistent programme delivery. In response to a parliamentary question by Rise Mzansi MP Makashule Gana, Groenewald revealed that 362 lifers were released on parole in the 2022/2023 financial year, with the figure rising to 703 in 2023/2024. Some of these releases were later revoked. Seventeen parolees had their parole cancelled in 2022/2023, and 19 in 2023/2024. In the 2024/2025 financial year, six cancellations occurred in the second quarter and 12 in the third quarter. Thirteen cases are under review for possible parole cancellation. Among the most high-profile parole cancellations were those of Frans du Toit and Theuns Kruger, who brutally attacked and left for dead Alison Botha in 1994. The two men had been sentenced to life imprisonment but were granted parole in July 2023 after serving 29 years. Groenewald, who had committed to reviewing the decision, cancelled their parole earlier this year after legal consultation and evaluation of the circumstances. The two are back in custody. The minister also faced criticism over the 2022 parole of Janusz Waluś, the convicted assassin of SA Communist Party leader Chris Hani. Groenewald defended the decision, noting it was ordered by the Constitutional Court using the Van Vuuren precedent. The Correctional Services Act authorises the minister to grant parole to lifers. EFF leader Julius Malema has called on the DA to leave the government of national unity (GNU) if it is not serving the party's interest. This comes after the DA's withdrawal from the national dialogue and threats to table a motion of no confidence against President Cyril Ramaphosa in parliament after the removal of DA's former deputy minister Andrew Whitfield. The DA also plans to vote against upcoming departmental budget votes for departments headed by corruption-accused ANC ministers. Speaking to the media at the weekend, Malema said the DA shouldn't have entered the GNU if it did not want to take Ramaphosa's orders. 'They have no reason to complain,' Malema said. 'They went into a marriage knowing very well that they are going with the ANC corrupt government into a marriage. These are unnecessary threats. If the DA was anti-corruption, the DA was pro-poor, the DA was to ensure that they will restore the dignity of our people, they should have allowed the ANC to govern as a minority party. 'There was nothing forcing them to go into government. They should have stood outside and allowed the ANC to constitute its own government and continue to oppose the ANC if they wanted to do so.' Ramaphosa fired Whitfield after an unauthorised visit to the US. Ramaphosa said Whitfield's actions were a deliberate disregard for the protocols that required the president's permission for all international travel by members of the executive. Malema said the DA must respect Ramaphosa's decisions. 'You cannot oppose the government you are part of. They are in government, whatever decision Ramaphosa takes they are part of it because they decided to be part of this mess. They just want to run it like a government of their own. There's a president here and they have to respect him and respect the government protocols. If they don't want that they must step out and let the ANC do its own mess.' Malema also criticised Whitfield's conduct. 'How do you become a part of government and travel overseas without the permission of the president? That is anarchy.
