Don't boycott courts for flimsy reasons, HC tells advocates

A division bench of justice S M Subramaniam and justice A D Maria Clete observed that lawyers are bound to protect the interest of the litigants and the majesty of the courts. Therefore, boycotting the courts frequently for flimsy reasons or based on certain individual grievances of any lawyer cannot be appreciated under any circumstance.
The court was hearing the petition filed by R Jim seeking a direction to the Bar Council of Tamil Nadu and Puducherry to initiate disciplinary action against the erring office bearers of the Tirunelveli Bar Association.
The petitioner also alleged that the members of the association are involved in boycotts for flimsy reasons, causing inconvenience to the people who are longing to secure justice in the court of law.
The judges observed that the petitioner could not establish any wrongdoing against the office bearers of the association. In the absence of any specific complaint regarding misconduct or illegality committed by the office bearers, the Bar Council of Tamil Nadu and Puducherry may not be in a position to initiate appropriate action.

The judges took note of the submission of the petitioner, who stated that he is willing to give a specific complaint against the lawyers who are indulged in such illegal activities or misconduct to the Bar Council. In the event of receiving any specific complaint from the petitioner against the office bearers of the association or any practising lawyers, the Bar Council shall initiate all appropriate actions, as contemplated under the Advocates Act, 1961, and the Rules framed thereunder, including the Bar Council of India Rules, the judges directed and disposed of the petition.

After 15 years, PU colleges get new principals through lucky draw
Patna: In an unprecedented move, five constituent colleges of Patna University (PU) on Wednesday got their new principals not on the basis of their merit or qualifications but through a lucky draw. The new incumbents posted in different colleges of PU through a lottery draw include Nagendra Prasad Verma, a history teacher of Jai Prakash University, Chapra at Magadh Mahila College; Anil Kumar, a chemistry teacher from a UP college at Patna College; Alaka Yadav of Mahila College, Hajipur at Patna Science College and Magadh Mahila College home science teacher Suheli Mehta at Vanijya Mahavidyalay. The fifth candidate, Yogendra Kumar Varma of Patna Law College was posted as principal of the same college. All the five incumbents were earlier selected as principals on the recommendation of the Bihar State University Service Commission (BSUSC) following consideration of their academic qualifications and interview. Ordinarily, the posting of a principal in a college is done by the vice-chancellor of the university concerned. In case of posting of principals in PU colleges, it was finalised by a three-member committee consisting of PU vice-chancellor Ajay Kumar Singh , registrar Shalini and chancellor's representative Rahmat Jahan. The notification of these postings would be issued in a day or two, said PU sources. Some senior academics, however, maintained that the posting of principals in single faculty colleges should not have been done arbitrarily through lottery. Otherwise, a teacher of home science would certainly face difficulties in managing an institution of commerce and how would a chemistry teacher administer an institution specialising in humanities and social sciences, they asked. India may soon have social security agreement with UK under free trade pact
India may soon have a social security pact with the UK as an in-built component of the free trade agreement (FTA) which has been finalised between the two countries, a source said on Wednesday. The source said that from now onwards, the social security agreement (SSA) will be an in-built component of all free trade agreements to be negotiated in future. The Indian employees posted abroad or on foreign assignment are required to obtain a certificate of coverage (CoC) from retirement fund body EPFO, which helps them avoid paying social security contribution in countries where they are posted. Live Events The Employees Provident Fund Organisation (EPFO) has been authorised to issue the Certificate of Coverage to employees posted in nations that have signed an agreement with India. Union Labour Minister Mansukh Mandaviya told reporters here that he has requested the commerce ministry to include the SSA in all FTA negotiations in future. He said, "We are doing so to promote social security for all." At present, India has SSAs with 22 countries including Canada, Japan, Australia, Germany, Sweden and Brazil. The citizen of all 22 nations with which India has inked SSAs get the same benefit if they are posted in India.
