Crippling drug cartels: Recent police operations yield R70 million in drug seizures

Experts have applauded the police and Hawks, who they say are slowly crippling the international drug cartel network.
Large busts have taken place in Cape Town and around the country in recent weeks, totalling more than R70 million at various locations and warehouses.
The latest Cape Town case is that of R18 million worth of cocaine, which was allegedly found with a suspended Standard Bank manager, Raed Cupido, 40, apparently linked to international cartels.
A suspended senior banker is alleged to be a first receiver of the drugs from international drug cartels.

Another bust was made after a 25-year-old alleged drug trafficker was arrested on arrival from São Paulo (Brazil) via Doha (Qatar) on July 29.
According to police spokesperson, Amanda van Wyk, Crime Intelligence Counter Narcotics in Gauteng, OR Tambo International Airport's SAPS team, Border Management Authority and private security intercepted the Brazilian national.
'About 10kg of cocaine worth R4.2 million was found in the luggage. The suspect was taken for a medical exam to check for swallowed cocaine bullets. SAPS continues to dismantle transnational drug syndicates, over 25 traffickers arrested at this port of entry since the start of the year,' Van Wyk said.
Suspended Standard Bank manager Raed Cupido and co-accused Christopher Brice Carelse appeared in the Cape Town Magistrates Court on Friday.

On July 13, during a search of a premises in Goodwood in Cape Town, a 32-year-old man from Tanzania and a 28-year-old from Burundi were found with 145kg of tik and 16kg of heroin, totalling R54.3million.
Willem Els, senior training coordinator on terrorism and explosives related incidents at the Transnational Threats and International Crimes Programme and of the Institute for Security Studies said cartels needed protection, and in some cases, politics were also at hand.
'South Africa is known as the 'Southern Route' for both heroin and synthetic drugs smuggled along the east coast of Africa, along the so-called Swahili coast, or also branded in an ISS Research paper, the 'Heroin Coast'. They make use of the existing trade route that has been in existence for around 1000 years,' he said.
'These drugs are smuggled on traditional boats or Dhows, entering the continent through southern Tanzania and Northern Mozambique. From there, they are smuggled over land to South Africa.
"Of late, several major clandestine drug labs have been discovered, with many arrests, and amongst them, Mexican citizens. The busts in the Durban harbour, with the recent revelations of Lieutenant General Mkhwanazi, shed some light on why we do not see many arrests of kingpins.
'South Africa, with its porous borders, became a haven for these cartels to operate, and porous borders do not only refer to understaffed and ill-equipped ports of entry, but also to compromised state-embedded actors.'
Els agreed, inroads and a dent was being made.
'We believe that the current shake-up within the law-and-order environment may lead to many more arrests and also the exposure of the state-embedded actors that facilitated and gained from this illicit trade,' he added. A report on all politically connected individuals, including Deputy Minister Sibiya and other officials, who may have benefited from the current contract cycle. The publication of beneficiary company lists, including directors, tax status, and CIPC registration confirmation. Mngadi said Sesiphambili Trading was registered by Sibiya in 2008 and is currently under the directorship of his wife, Simphiwe Sibiya. This places the deputy minister in the same boat as KZN Education MEC, Sipho Hlomuka. A company run by his family was also reportedly linked to the tender. 'Evidence now suggests that a company registered under the deputy minister's wife's name is among those irregularly appointed as KZN NSNP service providers. The information comes amid widespread reports of politically connected ANC cadres and individuals benefiting from inflated and irregular contracts - a clear sign of systemic and coordinated looting of a programme meant to feed our poorest learners,' said Mngadi. He further stated that this crisis can no longer be treated as an administrative mishap. It is organised corruption, and it is robbing hungry children of their constitutional right to basic nutrition, he added. 'We reiterate our call for the Provincial Treasury to upscale its investigation into this matter and release its findings for further forensic investigations.' He said the DA has also established that several companies shortlisted or scheduled for service under KZN's NSNP do not have MAA numbers - meaning they are incorrectly registered on the Central Supplier Database (CSD) and ineligible. Attempts to get a comment from Sibiya were unsuccessful, while Hlomuka's response is with the premier. Ntuli recently announced that he was analysing a response from Hlomuka about allegations against him and vowed to take appropriate action if need be. Image: File A Bishop Lavis young man has been sentenced to 75 years in prison for the brutal murders of three members of his own family, whose bodies were discovered bludgeoned to death in the backyard of their home. Cevyn Kemp, 20, appeared in the Parow Regional Court, where he was convicted on three counts of murder. He was sentenced to 25 years' imprisonment on each count, to run consecutively. Next Stay Close ✕ The killings took place on December 14, 2022, at 18 Marlin Lane in the quiet neighbourhood of Nooitgedacht, Bishop Lavis. Provincial detectives were called to the scene in the early hours of the morning, where they discovered the bodies of Kemp's 46-year-old mother, Elmoline Kemp, his 13-year-old brother, Peter Kemp, and his 54-year-old aunt, Shireen Isaacs. The victims were found in the backyard next to a blood-soaked mattress. The women were lying face down while the teenager was on his back. All had sustained massive blunt force injuries to the head and face. Kemp was the only surviving family member at the address and was taken into police custody. Forensic pathologists were called to the scene as no weapon was immediately recovered. They later concluded that the injuries were likely caused by a heavy object such as a brick or the back of an axe. Captain Zinele Ngqola led the investigation, assisted by constables Klerk and Sibusiso Manqindi. On December 16, two days after the incident, the investigating team contacted a police psychologist to assist in interviewing Kemp while he was in custody. The psychologist was taken to the crime scene before being allowed to engage with the suspect. During the interview, Kemp confessed to the killings. He told the police that an argument with his younger brother had escalated, leading him to strike the boy multiple times in the head with a brick. The court heard that when his mother, Elmoline, arrived home and discovered the body, Kemp said he panicked and assaulted her in the same manner. Later that day, his aunt entered the home, and he struck her as well using the same brick. A formal confession was obtained, and a pointing-out was conducted in which Kemp showed officers where he had hidden the murder weapon. He admitted to washing the brick with bleach and soap before concealing it among other bricks at the property. At the time of the murders, neighbours described being shocked by the violent deaths, which occurred just days before the holiday season. Police confirmed that all three victims had suffered fatal head injuries, and initial uncertainty about whether they had been assaulted or shot was later clarified through forensic examination. During court proceedings, Kemp did not dispute the charges. While initial reports suggested a possible bail application, he later abandoned this after stating that there was no one to post bail on his behalf. Family members later claimed they were prevented from entering the court that day and had intended to support him. Despite comments from relatives suggesting that Kemp may not have been in the right state of mind at the time of the incident, no psychiatric defence was formally raised during the trial. "I know he was not in the right state of mind," his aunt said during his first court appearance. He's a good boy, but the medication he is taking has changed him." The court found the evidence, including the confession and pointing out, compelling.

‘Time-wasting fee': Escort ‘extorts R70k' from man who refused her services
A KwaZulu-Natal man has allegedly been extorted of R70,000 by an escort after he declined her services. The man had made telephonic contact with the woman on Friday to inquire about her services. However, he had second thoughts, declined to make a booking and ended the conversation. He then started receiving threatening messages from the woman, who demanded money she called a 'time-wasting fee'. According to Reaction Unit SA (Rusa), whom the man contacted for help, the man initially refused to make the payment. 'The extortionist forwarded him pictures from his social media accounts and threatened to contact his family and inform them he attempted to solicit the services of an escort,' said Rusa spokesperson Prem Balram. 'The victim thereafter made three payments totalling R70,000 into three different bank accounts provided by the woman. The client [contacted] Rusa on Monday after he received demands for further payment of R25,000.' Balram said the man's bank accounts were depleted.
