State government likely to approve Kochi light tram feasibility study soon

Close on the heels of Kochi Metro Rail Limited (KMRL) forwarding a proposal to the Ministry of Housing and Urban Affairs to conduct a feasibility study to operate light trams in the 6.20-km M.G. Road-Menaka-Park Avenue Road-Jos Junction-M.G. Road-Thevara loop-line corridor, the long-overdue approval of the State government is expected in a week's time for the proposal, it is learnt.
Light trams are an improvised version of the bus rapid transport (BRT) system. This was mulled as a loop line of Kochi metro in April last year following a meeting that was held here between Kochi metro officials and their counterparts from HESS Green Mobility, which implemented the light tram services in Brisbane and many other parts of the world.
The State's approval is critical for the final nod from the Centre, especially since the Centre is expected to bear the cost of the feasibility study for the first such project in India to operate light trams through a largely-elevated corridor. The State sought details like project estimates, which KMRL provided. Even as the State's approval is awaited, the metro agency has done a bulk of the groundworks to save on time. It is estimated that the mass rapid transport system (MRTS) can be readied at one fourth the cost of the conventional metro rail system, with negligible land acquisition, reliable sources said. The proposal comes at a time when the completion of Kochi metro's 11.20-km-long Kakkanad extension is caught in uncertainty primarily due to the inordinate delay in getting the approximately ₹1200-crore loan that was awaited from the Asian Infrastructure Investment Bank (AIIB). KMRL had earlier said that the metro's Thripunithura terminal station could be linked with the proposed terminal station of the Kakkanad extension at Infopark by way of a tram network considering the minimal investment in capital and also for land acquisition.
KMRL managing director Loknath Behera said that the metro agency had sent a letter to the State government, citing the need for the State's approval in order to get the Centre's nod.
'The State's approval is critical for the Centre to approve and also fund the feasibility study for the light tram service in Kochi. As for a tram service between the metro's terminal stations at Thripunithura and Infopark, it ought to be read with the demand for a conventional metro system in the corridor,' he added.
The conclusion of a feasibility study to operate light trams in the 6.2-km MG Road-Menaka-Park Avenue Road-Jos Junction-MG Road-Thevara loop-line corridor is expected to be followed by the preparation of a detailed project report (DPR) for the purpose, it is learnt.
Apart from improving patronage in Kochi metro, this would benefit people from Thevara and the densely populated West Kochi region. It would also help link the metro's M.G. Road Station with the Water Metro's High Court terminal.
As per estimate, a three-coach electric hybrid light tram having 25-metre length can carry up to 240 passengers. They can be fully recharged in six minutes, while such An MRTS can be readied at less than one-fourth the cost of the conventional metro rail system if its coaches are manufactured in India.

New Delhi: Vacant affordable homes built under a flagship government scheme has prompted the Centre to propose a temporary halt on new projects in some cities. Inadequate infrastructure including water, sanitation, sewerage, electricity and roads is seen as the key reason for people staying away from homes built under the Pradhan Mantri Awas Yojana's (PMAY) Affordable Housing in Partnership (AHP) vertical. Also read | Affordable housing financiers become market darlings after RBI rate cut The housing and urban affairs ministry (MoHUA) in a recent meeting with several states including Karnataka, Uttar Pradesh, Maharashtra and Andhra Pradesh discussed the issue that is affecting the government scheme to provide all-weather pucca houses to all eligible beneficiaries. Low occupancy According to data provided by the ministry to Parliament in March, out of the 118 million houses sanctioned under PMAY, about 90 million have been completed and 87.5 million occupied. "The occupancy of completed AHP houses under PMAY-U is very low particularly in Andhra Pradesh, Gujarat, Karnataka, Telangana, Tamil Nadu, Maharashtra and Uttar Pradesh. States and union territories need to expedite the completion of houses, infrastructure work and allotment of completed AHP houses to the beneficiaries. MoHUA has raised concerns with states and noted that unoccupancy continues due to inadequate infrastructure in several states," said a person in the know of the developments. Also read | How affordable housing in India has become unaffordable Another person said that states have also been directed to ensure occupancy of completed houses under the Affordable Housing in Partnership (AHP) vertical in a city before starting work on new projects under PMAY-2 in the same city. The Centre has been advising states to "identify and attach" beneficiaries under the AHP vertical in the initial phase of approval to avoid unoccupancy later stage. In order to ensure better occupancy under the PMAY (Urban)-2, the government has asked states to ensure that projects under the scheme should come with basic civic amenities like water, sanitation, roads and electricity, said the first person mentioned above. The Union cabinet in August last year approved PMAY-U 2.0, under which financial assistance is committed for 10 million urban poor and middle-class families through state government and union territories to build, buy or rent a house at an affordable cost in urban areas in five years. Four verticals The central government will provide assistance of up to ₹2.50 lakh per house under the scheme. PMAY-U, launched in June 2015, was revamped and launched as PMAY-U 2.0. The scheme has four verticals through which beneficiaries are supported -- 'Affordable Housing in Partnership' (AHP), Beneficiary-Led Construction (BLC), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). Under AHP, financial assistance is provided to beneficiaries from the economically weaker section for owning houses being built with different partnerships by states, union territories, public or private agencies, while under BLC, financial assistance is provided to individual eligible families to construct new houses on their own vacant land, or land provided by the government. "Centre has stressed the need for a case-by-case approach for addressing the occupancy challenges and reasons may differ for different projects and cities. States have also been told to ensure sufficient budgetary allocations to expedite completion of non-started houses under PMAY-U," said the first person mentioned above. The ministry has suggested geo-tagging all sanctioned houses in a time-bound manner to monitor progress. The Centre has also suggested that old central or state government-funded houses that are unoccupied are allotted to eligible PMAY-U 2.0 beneficiaries.

The Centre and states are close to agreeing on folding the GST compensation cess within the broader goods and services tax (GST), two people aware of discussions in the government said. The two sides are also close to reaching an agreement on how to utilize the surplus cess collected, likely by dividing between them. Without a decision on its future, the compensation cess levied on luxury goods and tobacco, which is expected to fetch ₹1.67 trillion this fiscal year, clocks out at the end of March next year after an eight-year run. However, there is no consensus yet on scrapping the 12% GST slab, one of the two people said. However, the Centre's view is that moving most goods in that slab to 5% will help widen the tax base, making up for the revenue loss in due course. The decision may involve some give-and-take between the Centre and states, the person said. 'Revenue collection should not be seen merely from the lens of tax rate. It is a function of the tax rate and the tax base. Widening of the tax base will likely improve revenue receipts despite lower rates," the person said on the condition of anonymity. The GST Council meets next in August end or September, after the monsoon session of Parliament. Queries emailed to the finance ministry and the GST Council Secretariat on 16 June seeking comments for the story remained unanswered. The compensation cess was introduced to compensate states for their revenue losses due to the transition to GST. Its original five-year period ended in 2022; however, it was extended till 2026 to help states. The cess ranges from 1% in the case of certain motor vehicles to 290% in the case of mixtures used in smoking pipes. On coal, it is ₹400 a tonne and on sports utility vehicles, it is 22%. The proposed move to scrap the 12% slab may have a short-term impact on revenue; however, subsuming the compensation cess into GST is expected to soften the blow. The Centre had borrowed ₹2.69 trillion during the pandemic outbreak to support struggling states. Compensation cess revenue was used to make the loan repayments, which conclude before the end of this year. After the repayment, the Centre would be left with a cess surplus about ₹40,000 crore, as per official calculations. Minister of state for finance Pankaj Chaudhary is leading a ministerial panel that will advise the Council about the future of the cess, especially, how to recharacterize it in a new avatar. Central and state GST authorities have been holding routine drives against fake entities claiming input tax credits and have been stepping up the reporting requirements under the tax system that makes it hard to evade taxes. Experts said the tax rate rationalization will deliver a stimulus to the economy. 'The government has been trying to boost private consumption, which was the objective behind the income tax relief offered to middle-income earners in this year's budget. The RBI has also been easing monetary policy to boost consumption demand and stimulate growth. Perhaps an immediate and direct way to achieve this is a GST rate reduction. GST compensation cess could offer a cushion against any short-term impact on inter-state distribution of revenue receipts due to the rate reduction," said Suranjali Tandon, associate professor, National Institute of Public Finance and Policy (NIPFP). At present, goods in the 12% slab include butter, cheese, packaged drinking water in 20 litre bottles, jams and marmalades, sausages and similar products, diabetic foods, glucometer and strips, bicycles, wooden furniture and solar power-based devices. Unlike the pre-GST tax regime, the new indirect tax system is transparent, making the total tax incidence on a product visible to the final consumer. This also puts pressure on policymakers to lower the tax rate. In this financial year, GST collection of the central government (CGST) is expected to grow at 11.3%, showing a tax buoyancy of 1.1, implying revenue growth faster than nominal economic growth.

Representational Image NEW DELHI: Govt is keeping a close watch on capex as private investment remains weak, some of which may be on account of the global uncertainty induced by the US President Donald Trump's tariff regime. During April-May, Centre's capital expenditure has been higher with ministries and departments spending 20% of their allocation for the year, compared with 13% in the first two months of the last fiscal year. Over the last five years, capex by the Centre has been a key policy tool to boost investment in the economy with the expectation that the multiplier effect will generate demand for inputs and create jobs and spur private investment. The private sector has, however, largely watched from the sidelines barring sectors such as cement and steel where companies are lining up investment to meet the demand created by public investment in roads & railways. There has been heightened activity in sectors such as electronics, induced by schemes such as PLI. But overall capacity utilisation is not seen at levels where companies would ramp up investment to set up new production lines. In sectors such as automobiles and energy, the shift towards greener technologies is resulting in some investments being held up, industry sources said. While acknowledging the weak private investment, govt sources said efforts are being made to understand the measures that may be needed to boost activity. Further, the sources said, some of the central projects may not have more absorptive capacity to step up capex and govt may explore newer segments of the economy to divert more public investment. These could include spaces such as urban infrastructure with the finance ministry and other wings of govt expected to hold discussions in the coming months. Given the needs of the economy and the growth expected in coming years, the focus on capex is going to remain, with private sector expected to take the baton sooner or later. For the current fiscal year, the Centre has budgeted for capex of Rs 11.4 lakh crore of which nearly half is allocated to roads and railways.
