Fund reallocation for timely completion sought: World Bank backs govt, Wapda on T5HP extension

ISLAMABAD: The World Bank has reaffirmed its full financial support to the Government of Pakistan and WAPDA for the completion of the Tarbela Hydropower Project Extension-5 (T5HP), citing the need for fund reallocation to ensure timely completion.
In a letter addressed to Secretary Economic Affairs, Dr. Kazim Niaz, World Bank senior official Gailius J. Draugelis commended the hospitality extended by WAPDA and its project teams during the recent visit of the Bank's Executive Directors to the historic Tarbela Dam, the Tarbela Fourth Extension Hydropower Project (T4HP), and T5HP.
Tarbela Dam, the world's largest earth-fill dam, remains a key infrastructure landmark. The T4HP has added 1,410 megawatts (MW) to Pakistan's power grid since its commissioning in 2018, generating over 28,000 GWh of clean electricity and saving the country approximately $3.5 billion in foreign exchange. Additionally, the project has enhanced the long-term sustainability of the dam by protecting critical tunnels from sedimentation for the next 50 years.

The Bank expressed satisfaction with the progress of the hydropower component being implemented by WAPDA. It noted that both the Tarbela 5 Project Implementation Consultants (T5PIC) and the contractors—Power Construction Corporation of China (PCCCL) for civil works, and Harbin Electric International/Harbin Electric Company (HEVHEC) for electromechanical (E&M) works—have been performing well.
PCCCL has nearly completed the vertical shaft of the raised intake during this low-flow season and has opened the portal inside Tunnel 5, marking a critical milestone. The next phase involves connecting this portal with the vertical shaft through a connection tunnel. While overall progress on the powerhouse is satisfactory, the World Bank has asked WAPDA to closely monitor construction of the erection/loading bay, which is crucial for the upcoming E&M installations.
The Bank urged WAPDA and T5PIC to ensure that rehabilitation work on the bulkhead and service gates of Tunnel 5 begins no later than August 2025. According to the revised contract schedule, generation units in T5HP are expected to be commissioned by the end of 2026. The Bank emphasized that timely rehabilitation of the service gate is essential for smooth commissioning.
Electromechanical works are also progressing steadily. Installation activities will accelerate once the erection/loading bay is completed.
The Bank has asked WAPDA and T5PIC to (i) monitor the timely delivery of E&M equipment to ensure the majority is on-site by end-2025; and (ii) direct the contractor to finalize the schedule for completing the works at the T4 switchyard, including shifting transmission lines that affect construction of the T5 Transmission Line (T5TL) towers.
The World Bank acknowledged improvements in project oversight, noting that the Project Manager has significantly enhanced construction sequencing and physical progress through timely technical decisions. However, it also advised WAPDA to manage the T5PIC consultancy contract efficiently to ensure sufficient budget for continued supervision by key experts for the duration of the project.
The Bank highlighted the need to reallocate approximately $50 million from the E&M component to the civil works component under both the IBRD and AIIB loans, despite the project having an undisbursed balance of around $299 million. This reallocation is critical to prevent financing constraints in FY2026.
The World Bank reiterated its commitment to supporting WAPDA and the government in completing T5HP. It acknowledged the expected financing gap due to unforeseen geological conditions, gate rehabilitation costs, and price escalations.
Regarding the T5 Transmission Line (T5TL), which connects the T5HP switchyard to the Islamabad West Substation (IWS) and T1–T4 switchyard, the Bank noted that the contract—awarded to Netracon Technologies (Pvt.) Ltd.—is under implementation. The contractor has completed 148 tower foundations and erected 129 towers, and has pledged to deliver all remaining equipment by July 2025.
The Bank urged NTDC, T5PIC, and the contractor to finalize the remaining line route, tower quantities, and foundation designs, particularly near Gawari Sand Quarry and close to the IWS. It also asked NTDC to ensure immediate commencement of conductor stringing and full compliance with the Resettlement Action Plan as foundation and erection works progress.
The Bank emphasized its intent to support Pakistan's long-term transmission expansion through a proposed multi-phase program to boost energy security. With IWS set to receive 1,530 MW from T5HP and 2,160 MW from Dasu Hydropower Stage-I in the coming years, the Bank has advised NTDC to plan the power evacuation accordingly, including evaluating the expansion of the 765kV transmission system to Lahore, Faisalabad, and other major load centres.
The sources said, the issue of reallocation of funds will also be discussed at a meeting between the World Bank and Government's line Ministries on Friday (today).

ISLAMABAD: The government is planning to resolve the matter of abeyance of Indus Waters Treaty (IWT) by India through Permanent Indus Commissioners of the two signatories, Pakistan and India, but If there is no substantial outcome, then Pakistan would consider approaching the Permanent Court of Arbitration. This was stated by Attorney-General for Pakistan Mansoor Usman Awan while speaking to Business Recorder. The process involves Pakistan approaching the World Bank, the broker of IWT, for constitution of Court of Arbitration (CoA), after Indian government's unilateral decision of putting the IWT in abeyance subsequent to the 23 April 2025 terrorist attack near Pahalgam in Illegal Occupied Held Kashmir citing national security concerns. IWT: PM hails arbitration court's ruling 'We are preparing our case to seek all legal remedies to stop New Delhi from blatant violation of the Treaty unilaterally which is still inforce as per the international law,' informed sources told Business Recorder. According to Article 9 of IWT, if a question arises on the applicability of the Treaty between the two signatory countries, and in case both do not agree on a resolution mechanism bilaterally or G2G then the affected party will approach the third party. In this instance, the third party is CoA as a neutral expert is limited to deal only with the design of a project. The remedy to approach CoA is the role of the World Bank, as no country as an aggrieved party can establish CoA itself and for this purpose agreement of both parties is not necessary. The sources said, when an aggrieved party approaches the World Bank for establishment of CoA, the Bank has to establish CoA and it is the duty of CoA to take a decision on the application of the aggrieved country as it cannot hold the application on the grounds of reaching a consensus between the parties. However, in case the World Bank does not forward Pakistan's application for establishment of CoA under influence of some 'powers' and puts it aside, even then it willbe to the benefit of Pakistan as it would have adopted a legal course in accordance with the law and in case of any other step the burden will be on India for not following the legal course. 'Pakistan has decided to adopt legal course. We will go to the Court of Arbitration which will give its verdict as per its mandate,' the sources said, adding that in case the World Bank does not establish CoA, it will be enough for the world powers to understand that whatever legal course was available Pakistan adopted it before taking any adverse action. If CoA gives its verdict in favour of Pakistan and India does not implement it, then Pakistan has legal justification for considering it an act of war. When the case is taken to the International Court of Justice (ICJ), both countries have to accept its jurisdiction. However, if the United Nations passes a resolution on the matter, then IJC is bound to hear an application/ petition of a party as an organ of UN like the World Bank. CoA is established under Indus Waters Treaty whereas IJC can hear any case. Currently, Pakistan is sharing water related data with India unilaterally which means if a question arises at any international fora if Pakistan has shared all the information with New Delhi, then Pakistan would be in the better position. Pakistan has also shared information about variation in inflows in Chenab river at Maralla through Ministry of Foreign Affairs but received no response. CoA recently delivered a supplemental award related to the Indus Waters Treaty (IWT) which was rejected by India, while Pakistan accepted it. The decision relates to a dispute concerning the construction of hydroelectric power plants on the Western rivers, specifically the Kishanganga (2013) and Ratle (2015) projects. The CoA's supplemental award appears to address outstanding issues or clarifications following its earlier rulings. In 25 January 2023, India issued a notice to Pakistan conveying its intent to amend the IWT within 90 days to guarantee that disputes would be handled between the two nations without any outside interference. The notice of negotiation was issued just two days before the COA, established at Pakistan's request under the IWT, was to commence which was boycotted by India. According to the Attorney General of Pakistan's (AGP) office, on April 5, 2023, Pakistan responded to the Indian notice in which it was stated that Pakistan was ready to listen to New Delhi's concerns about the prevalent treaty at the level of the Permanent Commission of Indus Waters (PCIW). The decision about the parleys on changes to the Treaty will be taken once Pakistan hears India's concerns at the PCIW level. However, under Article XII, the existing Treaty will continue to reign unless the parties to the dispute, Pakistan and India, bilaterally introduce changes to the Pact. ISLAMABAD: Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb held a series of high-level bilateral meetings and strategic engagements on the sidelines of the Fourth International Conference on Financing for Development (FFD4), currently under way in Seville, Spain. These meetings were aimed at fostering deeper strategic cooperation with partner countries and institutions across areas such as development finance, trade, climate resilience, and institutional capacity-building, according to press release issued by the Finance Ministry here. The Minister is representing Pakistan at FFD4, as well as in various side events, policy dialogues, and multi-stakeholder round-table discussions. Aurangzeb urges global push to revive development cooperation at FfD4 As part of his bilateral meetings, the minister met with Eelco Heinen, Minister of Finance of the Netherlands, for a detailed bilateral exchange. The meeting focused on further strengthening the long-standing and cordial ties between the two countries, particularly in the domains of trade, development cooperation, climate resilience, and institutional capacity-building. Both sides shared perspectives on enhancing economic engagement, technical collaboration, and the potential for deepening partnerships in areas such as blended finance, climate finance, and digital transformation. The Pakistani side expressed keen interest in leveraging Dutch expertise in agri-tech, water management, and the digitization of public services. Aurangzeb appreciated the Netherlands' continued technical and financial support in diverse sectors, including public financial management, SME development, renewable energy, and climate-smart agriculture. The Dutch Finance Minister reaffirmed his country's support for Pakistan's structural reform agenda and emphasized the importance of policy continuity, transparency, and facilitation of investment flows. Finance Minister Senator Muhammad Aurangzeb also held a detailed meeting with Axel van Trotsenburg, Senior Managing Director of the World Bank, on the sidelines of the Fourth International Conference on Financing for Development. The Minister appreciated the World Bank's continued support for Pakistan's development agenda and shared updates on the successful review of the IMF EFF programme and ongoing reforms under the Resilience and Sustainability Facility (RSF). He also highlighted the launch of Pakistan's National Green Taxonomy, developed with World Bank support, which aims at guiding sustainable investments and is expected to be approved soon. The minister welcomed the World Bank's endorsement of the new 10-year Country Partnership Framework (CPF 2026–2035), which focuses on key areas including child stunting, learning poverty, climate resilience, fiscal space, decarbonization, and private investment. He reaffirmed Pakistan's commitment to closely working with the Bank to deliver on these priorities and achieve lasting development impact. In a separate meeting, he held in-depth discussions with Alvaro Lario, President of the International Fund for Agricultural Development (IFAD), a specialized UN agency focused on rural development and food system transformation. The two sides reviewed the long-standing collaboration between Pakistan and IFAD, which has seen the implementation of 29 projects to date, benefitting approximately 2.8 million rural households. The Minister also acknowledged IFAD's ongoing support through six active projects in Pakistan. The meeting covered a wide range of IFAD-supported initiatives in Pakistan, including policy support, vocational training, community infrastructure, access to finance, climate-smart agriculture, value chain development, and resilience against climate shocks. The Minister expressed Pakistan's appreciation for IFAD's efforts in supporting poverty reduction and sustainable rural development. Additionally, the minister met with John W H Denton AO, Secretary-General of the International Chamber of Commerce (ICC). The two sides discussed avenues for enhanced cooperation in trade facilitation, SME development, investment promotion, and the role of the ICC in supporting Pakistan's economic transformation. Particular emphasis was placed on private sector engagement, international best practices, and institutional capacity building to unlock new opportunities for sustainable growth and inclusive development in Pakistan. These bilateral interactions reflect Pakistan's commitment to expanding international partnerships, promoting development finance, and advancing its economic reform and resilience agenda in alignment with global sustainable development goals, the statement added.
