However, it postponed further discussion on the Petroleum (Amendment) Bill, 2025 to allow more time for a comprehensive review and informed recommendations.
The committee was held here under the chairmanship of Syed Mustafa Mehmood.
At the outset, the committee confirmed the minutes of its previous meeting held on April 29, 2025, and extended a warm welcome to the federal minister for petroleum division, members of the committee, and officials from various ministries, divisions, and departments for their presence. The committee also offered Fatiha Khwani for the martyrs of the suicide attack in Khuzdar, Balochistan that occurred a day earlier.
The chair congratulated the members and attendees in light of recent national developments, especially acknowledging the commendable efforts of Pakistan's Armed Forces in managing sensitive situations with India. He reiterated the committee's full support for the Armed Forces and expressed national pride in their professionalism and dedication to safeguarding the country's interests.
The Federal Minister for Petroleum Division gave a detailed briefing on the 'Off the Grid (Captive Power Plants) Levy Bill, 2025,' highlighting its significance as part of Pakistan's commitments under the International Monetary Fund (IMF) Extended Fund Facility.
He noted that while the phase-out of captive power generation had long been under consideration, its implementation had been delayed due to prolonged political and economic constraints.
The minister emphasised that transitioning industries from captive power systems to the national grid is intended to optimise surplus electricity generation, improve efficiency in the power sector, and relieve financial pressures on the economy. The minister informed the committee that a comprehensive consultation process had been completed in drafting the bill and acknowledged the instrumental role played by the speaker of the National Assembly in facilitating this process.
He assured the committee that the bill is aimed at serving public interest without disrupting industrial operations and that protections for the industrial sector have been incorporated. He also highlighted high electricity prices as a major concern and underscored the need to fulfill public demand through grid supply. The minister directed that the transition plan prepared by the Power Division be shared with the committee.
The committee also stressed that the ongoing consultation process must focus on quality and inclusivity.
The committee was informed that both the Power Division and Petroleum Division are coordinating closely under the prime minister's directions to ensure a smooth transition and to address the growing circular debt in the petroleum sector. A Circular Debt Management Unit has been established, and in-camera briefings will be held during the next meeting of the Committee to discuss sensitive aspects of the reform agenda.
Committee Members raised a range of important issues including the performance and reliability of K-Electric in Sindh, challenges being faced by small and medium enterprises (SMEs), the future of captive power generation facilities, and the procedures for converting gas meters used for industrial processing.
The meeting was attended by members of the National Assembly including Sardar Ghulam Abbas, Anwarul Haq Chaudhary, Malik Saiful Malook Khokhar, Mian Khan Bugti, Haji Jamal Shah Kakar, Syed Naveed Qamar, Asad Alam Niazi, Muhammad Moin Aamer Pirzada, and Gul Asghar Khan. Also present were Momin Agha, Secretary, Petroleum Division; Masroor Khan, Chairman OGRA; Jam Muhammad Aslam, Additional Draftsman/Joint Secretary, Ministry of Law and Justice; along with other senior officials.

Fatemi upset over missed Nepra chief-Korean team meeting
ISLAMABAD: Special Assistant to the Prime Minister on Foreign Affairs, Syed Tariq Fatemi, has expressed serious displeasure to the concerned authorities including Power Division for failing to arrange a scheduled meeting between the Chairman of NEPRA and a visiting Korean energy delegation despite ongoing efforts by Korea South-East Power Co. Ltd. (KOEN) to secure inclusion of its hydropower projects in the Indicative Generation Capacity Expansion Plan (IGCEP) 2025–35. Well-placed sources told Business Recorder that Fatemi, who also oversees foreign investment facilitation, formally conveyed his concerns after the delegation's high-level engagements with various federal institutions, including the Power Division, the Ministry of Foreign Affairs, and the Special Investment Facilitation Council (SIFC), ended without a crucial interaction with NEPRA's top official. The KOEN delegation emphasized its long-standing commitment to Pakistan's power sector and flagged continued regulatory delays as a key impediment to foreign direct investment. Its two major hydropower projects—229.4 MW Asrit-Kedam and 238 MW Kalam-Asrit—have been in limbo for over three years despite completing all policy and regulatory milestones under the Power Generation Policy 2015. Projects 'ineligible' under IGCEP: PD not ready to lend a helping hand to Korean firms Sources said the delegation raised particular concern about the prolonged non-determination of tariffs, even though NEPRA had admitted the petitions in 2022 and the projects were optimized in the IGCEP 2022–31. The uncertainty, they noted, makes it increasingly difficult to maintain a $1 billion investment commitment in the absence of regulatory clarity. As a show of flexibility, KOEN offered to adjust the commercial operation timelines for both projects in view of the country's current power overcapacity—on the condition that NEPRA fulfills its legal obligation to determine tariffs without further delay, in compliance with orders from the NEPRA Appellate Tribunal. In a letter to Deputy Prime Minister and Foreign Minister Ishaq Dar, KOEN's Branch Manager Park Changhark reaffirmed the company's desire to invest in Pakistan's clean energy future. He reiterated KOEN's focus on delivering 'reliable, cost-effective, and environmentally responsible' energy solutions aligned with the Government of Pakistan's development vision. KOEN, a state-owned entity, first entered the Pakistani market with the 102 MW Gulpur Hydropower Project, commissioned in 2015 at a cost of $350 million. The project remains a model of successful public-private energy collaboration. Inspired by Gulpur's success, KOEN launched the two larger hydropower initiatives in 2017–18, with a combined estimated investment of $1 billion. According to the company, nearly $20 million has already been spent on detailed feasibility studies, obtaining all required No Objection Certificates (NOCs), and securing generation licenses. Despite this, the projects have remained stalled since June 2022 due to inaction on tariff petitions. 'Our relentless efforts have not yet translated into progress, and we are seeking clarity on the regulatory delays,' said Park. Sources added that Fatemi, in his official capacity advising on foreign investment-related issues, has written to all relevant ministries and agencies involved in the delegation's visit to flag the lack of coordination and missed opportunity. PTI urges judiciary to 'rise above pressure'
Pakistan Tehreek-e-Insaf (PTI) on Sunday appealed to the Chief Justice of Pakistan (CJP) Yahya Afridi to ensure impartial and conscience-driven decisions in all pending political cases. Addressing a press conference, senior PTI leaders Sardar Latif Khosa and Intezar Hussain Panjutha accused the state of orchestrating baseless cases against the party leaders and workers following the May 9 events, and warned that suppressing the public mandate could push the country toward a political catastrophe reminiscent of 1971. Khosa said that the two-year anniversary of PTI founder Imran Khan's detention was approaching on August 5, adding that despite predictions he would not survive two days in jail, the incarcerated party supremo remains firm. "Even a child knows today who the real looters are," he said. "The authorities don't even allow Khan's sisters, wife, and children to meet him." He asserted that the Supreme Court had already declared Imran Khan's arrest unconstitutional but lamented that no action has been taken to this day. "False cases are being registered against PTI workers nationwide," he said. "May 9 is being exploited as a pretext for political victimisation." Khosa maintained that the people still see Imran as their prime minister. He warned that history will one day put current power holders in the dock. "You will be answerable for the humiliation and persecution you have inflicted. We urge the judiciary to decide according to their conscience. Those acting beyond their constitutional authority must be held accountable." Moreover, Khosa also condemned the treatment of PTI's Dr Yasmin Rashid, who was brought to court from hospital despite her poor health. "What difference would it have made if she stayed two more days in the hospital?" he asked. He warned that circumstances similar to 1971 are being created again by disregarding the public's electoral will. "An undeclared emergency has been in place for the last three years. From day one, the objective behind the May 9 cases was to dismantle PTI's government," he alleged. "On May 7, an orchestrated conspiracy involved an attack on a Corps Commander's residence and martyrs' memorials, but no PTI leader was physically present at the scene. Even the FIRs don't allege physical presence." He lamented the erosion of judicial independence. "With the 26th constitutional amendment, we subordinated the judiciary. We bled for their independence, but now verdicts are known in advance, even by the media." "We haven't learned from the 1971 tragedy, when power was denied to the winning Awami League. Today, someone who won 180 seats is in jail. This is tyranny. We will never allow our motherland to be harmed." Citing historical injustices, Khosa said, "Justice Mushtaq who sentenced [Zulfikar Ali] Bhutto has been judged by history. Judges must serve justice now."

BNP's Mengal off-loaded from Dubai flight
BNP chief Sardar Akhtar Mengal was off-loaded from a Dubai-bound flight on Sunday as his name was included in a no-fly list. Taking to his X handle, the BNP chief wrote that he was offloaded from the aircraft by immigration staff when traveling from Quetta to Dubai. He added that he was informed that his name had been put in provisional national identification list (PNIL). Mengal also shared a screenshot of his ticket, immigration counter and the PNIL notepad, which says, "Prevent from leaving abroad." Following the episode, people from different walks of life condemned the incident as Senator Sana Ullah Baloch stated, "We strongly condemn the arbitrary and politically motivated restriction imposed on Sardar Akhtar Jan Mengal, Member of National Assembly and former Chief Minister Balochistan, who was offloaded from his Dubai-bound flight at Quetta airport by immigration authorities." "According to Mr. Mengal, he was informed that his name has been placed on the Provisional National Identification List (PNIL)a deeply concerning act that undermines his constitutional right to freedom of movement guaranteed under Article 15 of the Constitution of Pakistan," he added. "Such measures not only violate the law and spirit of democratic values but also reflect the continued erosion of civil liberties."
