Assam Congress writes to PM about alleged irregularities in dairy farming scheme, CM denies claims

The Assam Congress on Saturday wrote to Prime Minister Narendra Modi alleging 'serious irregularities' in a state government-supported dairy farming scheme.
Assam Congress chief Gaurav Gogoi, in the letter to Modi, expressed 'serious concerns' about the Assistance to Entrepreneur for Establishment of Commercial Dairy Farming scheme.
Under the scheme, individuals who want to set up commercial dairy farms or expand their existing farms are given assistance in securing bank loans, and are also given direct financial aid from the ruling Bharatiya Janata Party government in the state.
However, Gogoi alleged that several beneficiaries of the scheme appeared to be family members or associates of state ministers and MLAs.
He further claimed that 'long-standing dairy farmers, particularly in districts like Bongaigaon, have reportedly been overlooked despite having applied multiple times and fulfilling the eligibility requirements'.

The Congress leader added that the exclusion of experienced dairy entrepreneurs raised concerns about the fairness and transparency of the selection process.
'Equally alarming is the response from the Chief Minister of Assam [Himanta Biswa Sarma], who chose to justify the inclusion of minister's family members in the list of dairy scheme beneficiaries,' Gogoi said, adding that this 'open endorsement of political favouritism' had fulled public outrage.
Claiming that it reflected a 'serious breach of oath', the Congress leader added that the alleged irregularities cast doubt on the state government's adherence to ethical governance and the rule of law.
Gogoi, in the letter to the prime minister, also raised concerns about the Gorukhuti agricultural project.
The project, launched in 2021, was aimed at promoting agricultural development and self-reliance through modern farming techniques in 77,000 bighas of land in Sipajhar. The project also included the procurement of high-yield Gir cows from Gujarat.
Citing official records, Gogoi in his letter to Modi claimed that the cows were allocated to several elected representatives, including a firm owned by the wife of state minister Jayanta Mallabaruah, and sitting legislators Bhupen Pegu, Utpal Borah and Diganta Kalita, along with MP Dilip Saikia.
'The diversion of resources and livestock under a project supported by over Rs 5.5 crore in public funds compromises the very objective of government programmes designed to promote inclusive development,' he said. '…these actions go against the very principles of transparency, accountability, and equitable access.'
Gogoi urged the prime minister to direct an inquiry into the matter.
In September 2021, over 1,000 families, most of them Bengali-origin Muslims, had also been evicted from Dhalpur in Assam's Darrang district to make way for the Gorukhuti project. The evictions had led to protests from local residents, during which two persons were killed.
CM Himanta Biswa Sarma denies claims
In response to the allegations, Chief Minister Himanta Biswa Sarma dismissed any wrongdoing and claimed that the Gir cows had begun dying due to climate incompatibility, India Today NE reported.
BJP MLA Padma Hazarika, who was heading the project, had requested private persons to purchase the cattle due to a lack of buyers and fearing further losses, Sarma claimed. 'We should thank them for buying,' he said. 'Otherwise, there were no takers for these sick cattle.'
The chief minister also accused the media of sensationalising the issue and comparing the situation to a 'cattle auction', India Today NE reported. He claimed that media houses were ignoring more serious issues, including illegal cow smuggling and security threats.
Press bodies condemn state minister's remarks
Meanwhile, the Press Club of India, the Gauhati Press Club and the Media Association of Assam has demanded an apology from Mallabaruah for his 'insulting' remarks about a journalist during a press conference on Friday.
While responding to a question about the Gir cows asked by a journalist from the Sadin-Pratidin media group, the state minister reportedly referred to him as ' inferior,' Newslaundry reported.
'I will not speak to inferior people like you,' Newslaundry quoted Mallabaruah as saying. 'I will answer when your owner asks me a question.'
Targeting journalists for merely asking uncomfortable questions has become a routine phenomenon for politicians and others who are in power and accountable to the people. Such behaviour is against the spirit of a democratic nation.

The Media Association of Assam demanded an apology from the state minister for his remarks, Northeast News reported.
Media Association of Assam's President Hiren Chandra Kalita and Secretary-General Chandra Kumar Shaikia condemned the remarks and called on all journalists to boycott Mallabaruah until he apologises.
The Gauhati Press Club also condemned the recurring incidents of journalists facing backlash from political leaders when faced with uncomfortable questions.
'From MPs, MLAs to ministers and other office bearers of different parties, we have seen an alarming trend of targeting the journalist who poses a question that puts them in a difficult position,' Susmita Goswami, Gauhati Press Club chief, said on Friday.
On Saturday, the Press Club of India said that it endorsed the Gauhati Press Club statement and urged political leaders to refrain from such undignified behaviour.
'Targeting journalists for merely asking uncomfortable questions has become a routine phenomenon for politicians and others who are in power and accountable to the people,' it said in a statement.
On Sunday, Mallabaruah apologised for his remarks about the journalist amid the mounting backlash, The Assam Tribune reported.
'...I have not intentionally insulted any journalist," he claimed. "Yet, if my words have hurt someone's sentiments, I truly regret it."
Saying that he did not intend to belittle journalists as a whole, the minister acknowledged that his choice of words was inappropriate and hurtful. However, he claimed that his remarks were directed at a particular journalist from a specific news channel whom he accused of asking repetitive questions with an agenda driven by the owner of the channel.

HYDERABAD: Engineering students and those who passed Intermediate are facing enormous delays in receiving their certificates due to unresolved fee reimbursement issues, with private colleges withholding certificates despite state government orders. The government had instructed all private college managements not to retain certificates of students who completed their studies in the previous academic year on the grounds of pending reimbursements. An estimated Rs 800 crore in fee reimbursements is pending, covering professional, non-professional, and private junior colleges. Although Rs 200 crore worth of payment tokens have recently been issued, the actual funds are yet to be released. This is not the first time such hardship has occurred; last year too, many students faced similar difficulties in obtaining their certificates. Despite a government order issued two months ago to avert certificate withholding, they have failed to comply. In addition to the reimbursement issue, some private colleges in the city are reportedly demanding full fees up front from newly admitted undergraduate students, refusing admission otherwise. 'It's been three months since I completed my and I'm still struggling to obtain my certificates. I was recently shortlisted for an IT job but couldn't provide the required documents, as the college refused to give them until I paid the remaining fees,' said Sai Durga, a recent graduate. 'Due to delayed reimbursements, colleges are unable to manage their expenses, especially hostel maintenance. Basic amenities are being denied to students. Several representations have been submitted to higher education officials, but they have gone unheard,' said Aravelli Jagan, student union leader, JNTUH. Denying allegations of withholding certificates, Suryanarayana Reddy, State President of the Telangana State Private Degree and PG Colleges Management Association, said, 'We are not withholding certificates, but we are requesting students to pay pending fees. The state government has delayed the reimbursement for the past three years, with total dues reaching Rs 800 crore.'

The Bharatiya Janata Party (BJP) trained its guns on the ruling Trinamool Congress (TMC) government once again over the Kolkata law student rape case, by raising questions on the college admission of one of the accused. Four accused – identified as Manojit Mishra, 31, Zaib Ahmed, 19, Pramit Mukhopadhyay, 20, and Pinaki Banerjee, 55 – have been arrested in connection with the alleged rape of a 24-year-old law student from South Calcutta Law College in Kasba. A fresh controversy erupted after BJP IT Cell Chief Amit Malviya raised serious questions regarding the college admission of Zaib Ahmed, despite scoring a 'dismal" rank in the Calcutta University Law Entrance Test (CULET). 'Zaib Ahmed, one of the accused in the South Calcutta Law College Rape Case, was admitted to the same college—South Kolkata Law College under Calcutta University—despite securing a dismal 2634 rank in CULET-UG 2024!" he said on X. 'Meanwhile, meritorious and law-abiding students with far better ranks are being denied admission. Malviya further demanded to know why Zaib was given a seat in the prestigious law college and who was protecting him from prosecution. Zaib and others have been arrested and charged under multiple sections related to sexual assault and criminal conspiracy. They were accused of raping the law student after the girl rejected a marriage proposal from the prime accused, Manojit Mishra. On Sunday, people from diverse backgrounds united in solidarity, participating in protests against the gang rape of a law college student in Kolkata. Demonstrations took place outside South Calcutta Law College, the alleged crime scene, and Kasba Police Station, where the First Information Report (FIR) was filed. Protests spread to different parts of the city by evening, including Jadavpur, Rashbehari, and Harzra. Supporters of 'Abhaya Mancha" a group created after rape and murder of a trainee doctor at R.G. Kar Hospital and Medical College on August 9, 2024, participated in the protests, along with students and the elderly. The Kolkata Police has formed a five-member special investigation team (SIT) to probe into the alleged gang rape of the student. HYDERABAD: Reiterating that the Union government was committed to ending Naxalism by March 31, 2026, Union Home Minister Amit Shah on Sunday urged Maoists to surrender and join the mainstream. He categorically stated that the Centre would not hold talks with those who continue to bear arms. 'Our policy is no talks with those who have arms in their hands. Give up arms and surrender. If you do not surrender, we have decided to end Naxalism by March 31, 2026. Should we not end the Naxalites who have killed adivasis and police personnel?' Shah said. Addressing the gathering after inaugurating the National Turmeric Board headquarters in Nizamabad, the Union home minister said that while he 'feared that the Congress might provide shelter to Maoists, there was no cause for concern as Narendra Modi was in power at the Centre'. 'The Congress is asking for talks with Maoists. Our government's policy is clear — no talks with those who hold weapons. Surrender and join the mainstream,' he said. Shah noted that in the Northeast, 10,000 individuals had surrendered and joined the mainstream, with some contesting elections at district and Assembly levels. 'In the last one-and-a-half years, around 2,000 Maoists surrendered,' he added. 'From Telangana's soil, I want to ask those who speak of protecting Naxals: What answer will you give to the families of police personnel and adivasis who lost their lives in Naxal violence? Naxals have obstructed development in adivasi areas for decades. What is your answer?' he asked. Shah accused the BRS of indulging in massive corruption during its 10-year rule. He alleged irregularities in Dharani, Kaleshwaram, Singareni and other projects, and questioned whether Chief Minister A Revanth Reddy initiated even one case against those involved. Shah claimed that the family of former chief minister K Chandrasekhar Rao used Telangana as an 'ATM' and alleged that the state has now become an 'ATM for the Delhi Congress'.
