UAE Cabinet approves AI-powered legislative system

The UAE Cabinet has approved the launch of the country's first integrated regulatory intelligence ecosystem, a major step in smart governance.
The new ecosystem leverages advanced artificial intelligence to streamline legislative planning, making it more dynamic, data-driven and responsive.
It introduces a proactive model that enables the government to adapt rapidly to global geopolitical, economic and technological changes.
The system will include the largest national legislative database, integrating federal and local laws, judicial rulings, executive procedures and public services into one intelligent platform.
It will also monitor international legal developments in real time, identify gaps in the current legal framework, and suggest timely updates.
This transformation aims to reduce the legislative process time by up to 70 per cent.
As part of this initiative, the Cabinet also approved the establishment of the Regulatory Intelligence Office, which will operate under the General Secretariat of the Cabinet.
The office will lead the design, implementation and coordination of the ecosystem, working in close partnership with federal and local authorities as well as private sector stakeholders.

Other key approvals and reviews:
Energy Efficiency Global Alliance
The Cabinet approved the official launch of the Energy Efficiency Global Alliance, announced during COP28. The Alliance aims to double global energy efficiency rates by 2030 through international cooperation, policy development, and shared expertise.
Make it in the Emirates Forum
The Cabinet reviewed the outcomes of the 'Make it in the Emirates' Forum 2024, a national platform to boost local industrial investment and production.
Since its inception, the forum has hosted over 13,000 participants, conducted more than 200 specialized sessions, and generated billions in manufacturing and supply agreements.
In 2024, the industrial sector contributed AED 210 billion to the national GDP, a 59 per cent increase from 2020, with AED 197 billion in exports and national spending surpassing AED 110 billion.
Plant the Emirates Campaign
Significant progress was shared on the "Plant the Emirates" initiative. As of April 2025, 459,698 trees have been planted, alongside the distribution of over 593,000 seedlings and the scattering of more than 6.5 million seeds across natural habitats.
Over 5,000 students and 8,200 volunteers have taken part in the campaign, which included educational outreach to 1,349 schools and 109 agricultural workshops.
The Cabinet also approved the formation of the National Agricultural Centre Board, chaired by Dr. Amna bint Abdullah Al Dahak Al Shamsi, Minister of Climate Change and Environment.
Tax System Enhancements
The Cabinet reviewed updates on the development of the UAE's tax system, which continues to rank highly in global competitiveness.
According to the IMD World Competitiveness Report 2023, the UAE ranked second globally in the Index of Combating Tax Evasion, fourth in Consumption Tax Rate, and fifth in Tax Policy Efficiency.
Emirates Council for Balanced Development
The Cabinet approved a decision in the same meeting to restructure the Emirates Council for Balanced Development, chaired by His Highness Sheikh Theyab bin Mohamed bin Zayed Al Nahyan, Deputy Chairman of the Presidential Court for Development and Fallen Heroes' Affairs.
National Housing Programme
The Cabinet reviewed progress on the Sheikh Zayed Housing Programme. From 2022 to 2024, 9,468 housing loan decisions were issued—exceeding the target, with total approved financing reaching over AED 7.5 billion.
Cultural and Creative Industries
Updates were provided on the National Strategy for Cultural and Creative Industries, including the launch of the Emirates Culture and Creativity Medal, National Culture and Creativity Grant Programme, and the National Framework for Cultural Activities in Schools.
National Sports Strategy
The Cabinet reviewed outcomes of the National Sports Strategy, including the successful launch of the National University Games Project, which engaged over 1,700 students, fostering youth participation and national pride through sports.
Autism Policy Progress
The Cabinet was also briefed on the implementation of the National Autism Policy, which focuses on early detection, integrated services and national diagnostic guidelines to better support individuals with autism and their families.
Foreign Affairs
In international cooperation, the Cabinet approved the ratification of 12 international agreements and the launch of negotiations for 32 new international agreements and MoUs, further strengthening the UAE's global partnerships.

However, the CBUAE found that Al Khazna failed to correct these deficiencies during that period. Regulatory scrutiny appears to have intensified since the Insurance Law came into effect, as authorities aim to bolster trust in financial markets. 'Companies that fail to meet minimum capital, solvency or operational standards risk losing their licences outright,' said an insurance consultant based in Dubai. The loss of licence bars Al Khazna from conducting any further insurance operations in the UAE unless formally reinstated under strict new terms. Under the Insurance Law, the CBUAE is mandated to revoke licences if, during suspension, firms fail to comply with corrective actions, including capital adequacy, governance, risk management and statutory reporting. 'All insurance firms must adhere fully to the legal and regulatory standards or face similar consequences.' Al Khazna's licence revocation now places it among a small but growing list of financial firms that have failed to align swiftly with enhanced regulatory norms. It remains unclear whether the firm will pursue a licence reinstatement by dissolving all compliance breaches or whether it will exit the market. Sources within the firm declined to provide comment on next steps. Following Al Khazna's licence revocation, the central bank may step up its inspection frequency across the sector. Regulators are expected to issue fresh guidance to insurers on enhancing risk management, capital planning and governance practices. Analysts believe this incident will encourage all players to accelerate internal audits and compliance enhancements. The CBUAE has also emphasised its openness to collaboration. Key contributions came from business divisions including Home Appliances, Power Tools, Mobility Aftermarket, Home Comfort, Bosch Engineering, and Bosch Global Software Solutions. Bosch remains focused on enhancing local expertise in these strategic areas to support sustained regional growth. Bosch's Home Comfort division saw growth driven by the expansion in the Food & Beverage and Hospitality sectors. This led to an increasing demand for energy- efficient products like Electric Steam and Hot Water Boilers, which meet the market's need to reduce fossil fuel usage and move towards an emission-free, green environment. Bosch Middle East expansion highlights 2024 In 2024, the company marked a major milestone with the successful opening of its new headquarters in the Kingdom of Saudi Arabia, a strategic step that highlights the company's long-term dedication to the region and aligns closely with the forward-looking objectives of Saudi Vision 2030. Bosch Mobility's solutions portfolio – from automotive components to advanced driver assistance systems and connected mobility – meets the evolving needs of Saudi Arabia and the UAE as they invest heavily in smart mobility infrastructure. Bosch's solutions enable safer, more efficient, and environmentally friendly transportation systems, which are integral to the region's goal of reducing carbon emissions and enhancing quality of life through intelligent mobility. Bosch Group: Outlook and strategic direction for 2025 The Bosch Group is continuing with its ambitious Strategy 2030 to strengthen its competitive position, even though the market environment was a significant brake on growth last year: at 90.3 billion euros, the supplier of technology and services generated 1.4 percent less sales revenue in 2024 than in the previous year, or 0.5 percent less after adjusting for exchange-rate effects. The EBIT margin from operations was 3.5 percent. 'In the 2024 fiscal year, we achieved important improvements in terms of costs, structures, and portfolio,' said Stefan Hartung, chairman of the board of management of Robert Bosch GmbH. With a normal inflation rate of between 2 and 3 percent, Bosch aims to achieve annual growth of between 6 and 8 percent on average until 2030. In the first quarter of the year, Bosch increased its sales revenue by 4 percent compared to the previous year. The Bosch Group is still aiming for a target margin of 7 percent in 2026, viewing this as extremely challenging given current market conditions. To remain successful amid changing markets and technologies, Bosch will continue to work intensively on costs and structures and focus on profitable business areas. 'As a global technology leader, we are fully committed to boldly playing to our strengths, such as our high level of innovativeness,' Hartung said. The company also sees its collaboration with startups as a major stimulus for growth. As one of Europe's biggest corporate venture-capital investors, the Bosch Group announced a new fund for venture capital: the subsidiary Bosch Ventures is providing around 250 million euros. Bosch expects developments in its core Mobility business sector, particularly in electromobility, hydrogen, and software-defined vehicles, to be a major stimulus for growth. In the Consumer Goods sector, Bosch sees significant growth opportunities arising from new customer requirements. The focus for power tools is on expanding the range of cordless devices, and BSH Hausgeräte is launching a fridge-freezer this year that is the first Matter-capable home appliance on the market. In its Industrial Technology business, Bosch expects order intake to stabilize and is still pursuing the goal of achieving sales revenue of around 1 billion euros by the beginning of the next decade with software and digital services such as the Hydraulic Hub. Additionally, factory automation is set to focus on growth areas such as battery, semiconductor, and consumer goods production. In the Energy and Building Technology sector, Bosch expects the planned acquisition of the heating, ventilation, and air-conditioning (HVAC) business of Johnson Controls and Hitachi to deliver significant growth. Despite all the global turbulence, climate action remains a core concern for Bosch. The company is underlining this with new scope 3 targets, which aim to bring down carbon emissions outside Bosch's direct sphere of influence, such as those from product use, even further by 2030. Irrespective of its growth targets, Bosch wants to double its corresponding CO2 reduction target by then from 15 to 30 percent compared to 2018. 'Climate change won't disappear just because the global economy currently has other challenges to deal with,' Hartung cautions. 'Sustainability remains a priority for Bosch.'
