Invest Qatar unveils $1 billion incentive programme to boost investment

Invest Qatar has officially launched a $1 billion incentives programme, aimed at strengthening Qatar's position as a leading global business hub.
Unveiled at the 5th edition of Qatar Economic Forum, the programme offers a comprehensive suite of incentive packages tailored for both local and international investors.The incentives provide financial support covering up to 40 percent of eligible local investment expenses over five years, including business setup costs, construction, office leases, equipment and employee-related expenses.
Targeting key growth sectors identified in the Third National Development Strategy (NDS3), namely advanced industries, logistics, IT and digital and financial services, the incentive program will be rolled out in phases. The first phase introduces four off-the-shelf incentive packages designed to support new investments, facilitate the expansion and digitization of existing facilities, create high-skilled employment opportunities, promote knowledge transfer and foster an innovative, tech-driven ecosystem.
Minister of Commerce and Industry and Chairman of the Advisory Council HE Sheikh Faisal bin Thani bin Faisal Al Thani said, 'This initiative is a renewed testament to our unwavering commitment to create a world-class investment environment that not only drives sustainable economic growth but also delivers long-term value to our partners. By aligning incentives with the Third National Development Strategy, we aim to attract and support investments that accelerate the development and growth of Qatar's strategic economic clusters.'page 8

After study they havelaunched a landmark policy brief titled 'Identifying Skills Needs in Qatar's Financial Sector – A QFC Perspective for Policymakers'. The brief was published on a globally recognised ILO platform, underscoring Qatar's commitment to future-ready workforce planning and inclusive labour policy. The policy brief offers data-driven insights into the current and emerging skills most in demand across QFC-licensed firms, covering areas such as digital finance, risk analysis, regulatory compliance, ESG awareness, data literacy, and human capital leadership. It also serves as a practical guide for policymakers, regulators, and industry stakeholders to align talent development strategies with the country's economic diversification goals and national workforce agenda. The brief reflects the Employment Standards Office's broader mandate to promote transparent and fair labour practices and a human-centred approach to enhancing business performance and productivity, in line with the Qatar National Vision (QNV) 2030, the Third National Development Strategy, the United Nations Sustainable Development Goals (UN SDGs) and the 'Social' element of the Environmental, Social, Governance (ESG) metrics. By promoting and monitoring regulatory compliance, the Employment Standards Office ensures that employment standards and policies not only uphold the rights of individuals but also strengthen the integrity of the QFC ecosystem. Emphasising QFC's ongoing commitment to advancing Qatar's long-term development goals, QFC CEO Yousuf Mohamed Al Jaida said, 'Multi-stakeholder collaborations are critical in designing workforce policies that not only support Qatar's economic ambitions but also advance the United Nations Sustainable Development Goals. By drawing on diverse perspectives and expertise, we can build more inclusive and resilient markets that deliver long-term value to both people and the economy.' QFC Commissioner of the Employment Standards Office Luigia Ingianni said, 'This study particularly reinforces our dedication to promoting and achieving SDG 5 (gender equality), SDG 8 (Decent Work and Economic Growth), and SDG 17 (partnership for the goals), and highlights the benefits of a collaborative approach to creating inclusive and sustainable employment practices in the financial sector.' Reflecting on the evolving role of the Employment Standards Office in supporting the State of Qatar in pursuing the Third National Development Strategy and its 'Future-Ready Workforce' objective, Maha Tawfik, Head of Monitoring and Labour Affairs at Employment Standards Office, QFC, remarked: 'Our responsibility is to ensure regulatory frameworks are informed by comprehensive and robust data, enabling targeted interventions that cultivate a resilient, adaptive, and inclusive financial sector workforce. For this reason, we have established the Labour Market Information System to collect and analyse labour market data and trends and define policies to address the gaps and make the workforce ready for the future of work. This alignment with both national priorities and international labour standards is essential to fostering sustainable growth and equitable opportunities in Qatar's fast-evolving economic landscape.' Since its establishment in 2015, the Employment Standards Office has championed ethical employment practices and regulatory excellence. The launch of this study and the subsequent publication of the policy brief mark a new phase in the Employment Standards Office's impact – supporting a resilient, inclusive, and future-focused workforce.

India, UK sign FTA with aim to enhance bilateral trade to $120 billion by 2030

Agencies London In a historic step, the India-UK free trade agreement (FTA) was signed in the presence of Indian Prime Minister Narendra Modi and UK Prime Minister Keir Starmer. The trade deal which was agreed upon in May this year, was signed on Thursday during PM Modi's visit to the United Kingdom. The agreement has been finalised with an aim to enhance bilateral trade to $120 billion by 2030, effectively doubling the current trade volume between both nations. The free trade agreement signed today will help in facilitating reduced tariffs on exports of labour-intensive goods including leather, footwear and clothing, whilst reducing import duties on British whisky and automobiles. The trade agreement was formalised with Indian Prime Minister Narendra Modi and British Prime Minister Keir Starmer in attendance, with Commerce and Industry Minister Piyush Goyal and British counterpart Jonathan Reynolds signing the document. The agreement requires the British Parliament's endorsement before implementation, a process anticipated to take approximately one year, according to a PTI report. The agreement ensures that 99 percent of exports from India would receive duty-free access to British markets. On a braid basis tariffs on UK's exports to India will come down from 15 percent to 3 percent, implying cheaper goods available for Indians. Such bilateral trade arrangements typically involve both doing away with or substantially lowering customs duties on the majority of traded goods. Additionally, they aim to simplify regulations in order to encourage service trade and mutual investments. India's agricultural industry is positioned to benefit in a big way. India's global agricultural exports stand at $36.63 billion, whilst the UK's total agricultural imports are $37.52 billion. However, UK's imports from India are merely $811 million. The British market presents lucrative opportunities for specialised Indian agricultural products, including tea, mangoes, grapes, spices and seafood items, amongst others. The India-UK FTA has sections addressing different aspects of trade; this includes goods, services, innovation, government procurement, and intellectual property rights. The FTA's key provisions include halving import duties on UK-produced whisky and gin from 150 percent to 75 percent to begin with, followed by a further decrease to 40 percent within a decade. Additionally, tariffs on automobiles will see a big reduction from over 100 percent to 10 percent. This is subject to quota restrictions. The agreement also aims to facilitate market access and cost-effective trade for businesses and Indian consumers via reduced import duties on various products. These include cosmetics, aerospace components, lamb, medical equipment, salmon, electrical machinery, soft drinks, chocolate and biscuits. The agreement will create export prospects for domestic sectors that employ substantial workforce, encompassing textiles, marine products, leather goods, footwear, sports equipment and toys, gems and jewellery, engineering products, automotive components and engines, alongside organic chemicals. The services component of the trade deal will facilitate the movement of diverse professionals, including independent professionals—such as yoga instructors, musicians, and chefs—business visitors, investors, contractual service suppliers, intra-corporate transferees, as well as their partners and dependent children who are granted the right to work. India and the UK have also finalised discussions on the Double Contribution Convention Agreement, which is also known as the social security agreement. This arrangement would mean that Indian professionals working temporarily in Britain will not have to make duplicate payments towards social security funds.

It also serves as a fundamental pillar in diversifying the national economy in line with the Third National Development Strategy and Qatar National Vision 2030. With its strategic advantages, Qatar is well-positioned to become a global logistics hub. In this context, GWC is proud to support the growth of the logistics sector, maintaining a leading position in the Qatari market by offering a comprehensive range of services that include warehousing, distribution, records management solutions, logistics hubs, freight forwarding, fine art logistics, transportation, air and sea freight, and customs clearance.' He said, 'We are steadily increasing our support for small and medium-sized enterprises (SMEs) through Al Wukair Logistics Park, which spans 1.5 million square meters and offers world-class infrastructure and a solid platform for business growth and expansion. At the same time, we are fully prepared to seize the opportunities presented by the North Field Expansion Project —the world's largest LNG project currently under construction—with the first phase set to begin production by mid-next year. In February, GWC launched a cutting-edge logistics hub in Ras Laffan, dedicated to serving Qatar's oil and gas industry.
