KUWAIT: The Council of Ministers held its weekly meeting on the morning of Thursday, May 15, 2025, at Bayan Palace, chaired by the Acting Prime Minister and Minister of Interior, Sheikh Fahad Yousef Saud Al-Sabah. The session discussed two major developments: the launch of a comprehensive oversight platform for Kuwait's strategic reserves, and the formation of Governorate Councils across all six regions of the country.
Reserves oversight system
The Cabinet reviewed a presentation by Minister of Social Affairs and Minister of Family and Childhood Affairs Dr Amthal Al-Huwailah on a new integrated platform aimed at improving oversight of Kuwait's strategic reserves. The proposed system would track raw materials, food, medical supplies, and essential household items, while also monitoring local market demand and the flow of resources. It includes the development of a unified digital platform to support planning and emergency readiness. The initiative also focuses on Kuwait's cooperative societies, offering decision-makers access to a wide range of statistical data across all co-ops, along with detailed information on individual cooperatives to improve transparency and performance monitoring.
Governors' councils approved
The Cabinet also approved the formation of Governorate Councils in all six of Kuwait's governorates, as stipulated by Decree No 151 of 2024. Each council will support the respective governor in carrying out his duties. Ministers have nominated representatives from various government entities to serve on these councils. The next step will involve each governor issuing internal regulations to organize meetings and guide council operations.
According to Al-Anbaa, the councils will strengthen the role of governors to enable more direct engagement with citizens' concerns. Sources told the paper that the newly formed councils will meet regularly and operate along two main tracks: either addressing issues immediately—when the relevant ministry can offer prompt solutions—or issuing recommendations to amend existing laws or propose new legislation to close policy gaps.
Each council's primary role is to support the governor in managing the governorate's affairs, contribute to its economic and social development, and help improve service delivery across sectors, in line with national development plans. Key responsibilities include coordinating with relevant government entities on local projects, reviewing issues referred by the governor, and presenting initiatives, proposals, and ideas to advance the development of the governorate.
The council will be chaired by the governor and include representatives from key service ministries such as Interior, Health, Education, Public Works, Commerce, Endowments, Electricity and Water, and Housing. It will also include members from public-facing agencies like the Food and Nutrition Authority, the Environment Public Authority, and the Public Authority for Agriculture Affairs and Fish Resources. — Agencies

The authority previously confirmed that the decision is part of a comprehensive digital transformation program adopted by the State. It added that the new system provides a comprehensive electronic service available round the clock, including weekends, as the aim is to prevent the departure of employees without the knowledge of the employers, and to ensure the systematic documentation of travel cases. According to PAM, the new procedure requires every expatriate worker under Article 18 (private sector) to obtain a prior electronic travel permit approved by the employer through the 'Sahel Individuals' application, provided the request is approved by the authorized representative of the company or the sponsor through the 'Ashal' portal.

KUWAIT CITY, June 29: The implementation of Circular No. 2 of 2025, issued by First Deputy Prime Minister and Minister of Interior Sheikh Fahad Al-Yousef, will take effect on July 1. The new regulation mandates that expatriate workers in the private sector obtain an exit permit from their employers before leaving Kuwait. According to official sources at the Public Authority for Manpower, approximately 21,900 exit permits have been issued since the circular was announced on June 12, with numbers expected to double by the time the regulation formally comes into force in early July. The circular requires expatriate employees to secure employer approval registered in the company's official files before traveling abroad. Workers can apply for the permit via the authority's automated systems through the "Ashal - Companies" labor portal on the website or the government's "Sahel' mobile application. Authorities emphasized that the speed of obtaining the permit, particularly in emergency or urgent travel cases, depends heavily on how quickly the employer approves the application. It is therefore recommended that workers submit requests well in advance of their intended travel date and maintain direct communication with their employers in urgent situations to expedite approval. Once approved, the exit permit can be printed or presented digitally through the 'Sahel' app to port officials prior to departure. The Public Authority for Manpower also clarified that if an employer deliberately obstructs or refuses to grant the permit without valid reason, workers have the right to file a complaint with the labor relations unit corresponding to their company's file. Legal procedures will then follow to address the grievance. Furthermore, there is no limit to the number of exit permits an expatriate worker may obtain annually, as long as each request receives the employer's approval. The new system operates without numerical restrictions, allowing for flexible travel permissions aligned with the employer's consent.
