Gandhinagar: Aimed at increasing the state police's ability to combat crime, chief minister Bhupendra Patel on Wednesday launched two portals —

and the
Cyber Crime Refund portal
'Tera Tujhko Arpan'. In addition, the govt also launched an application to reactivate bank accounts frozen due to financial cybercrime complaints.An official govt statement said the portals were launched to improve citizen-centric services, build public trust in govt offices, and maximise the use of technology.
Citizens will now have access to online services, reducing the need for in-person visits to police stations.Under the eGujCop system, forms are required to be filled at every stage of an investigation, such as during FIR registration, conducting a panchnama, arresting the accused, and filing the chargesheet. The statement said that a new feature was added to this system, where the complainant automatically receives a system-generated SMS whenever any of these four key stages are completed.The iPRAGATI system (Investigation Progress Report through Automatically Generated Accurate and Timely Information) was tested for the past year as a pilot project and has now been rolled out across the state.Under the 'Tera Tujhko Arpan' portal, online registration and real-time status tracking ensure a fast and easy refund process, the statement said. In addition, citizens can retrieve money lost in cybercrimes without the need for an FIR, making it a convenient and accessible option for the public.According to the data provided by the state govt, in the last three years (Nov 2020 to Oct 2023), the number of people who became victims of financial cybercrimes rose more than threefold, while the amount of money swindled increased more than eightfold. However, investigating agencies could recover only 21% of the total money swindled by cyber crooks, and the victims got back just 13% of their lost money.

Gujarat Chief Minister Bhupendra Patel on Saturday cautioned young police officers about the power their uniforms held, saying, 'Your presence and dignity should be such that people who seek to trample others are afraid of you, while the poor, the suffering, and the common man have faith and trust that you are on their side'. Patel was speaking at the medal-pinning ceremony of the Gujarat Police at the Police Training Academy in Karai, Gandhinagar, where 118 officers and personnel received the medals announced between 2022 and 2025. Five additional director generals of police, six inspector generals, two deputy inspector generals, and seven superintendents of police. 'Police are essential for the safety and security of society, and one cannot even imagine the chaos that would take place in their absence. Police means 'the protector of the people', and this message has become ingrained in society. The police must keep working with the trust of the people, and ensure that those trampling people under crimes are afraid of them. The fact that the police staff who have upheld these values have been awarded medals is a matter of pride for us,' Patel said. Saying that Saturday's medal distribution ceremony was different, Patel said that, unlike people getting sporting medals for the achievement of an aim, 'when a police person works, it is not for a medal but the security of society'. 'He works putting his life on the line. He works through day and night, heat and cold, through festivals, just for the peace and safety of the public. After years of service, when it is rewarded with a medal, that is not an individual victory, but the pride of the entire department,' he further said. Praising the police force for upholding their duties, Patel said that development has got a constant boost in the state due to the peaceful situation. 'Unrest and disharmony have reduced. In the last two decades, the law and order situation has improved to such an extent that violence and rioting have become a thing of the past,' he added. On more educated personnel being recruited into Gujarat Police, the chief minister said, 'With the rise in technology, catching criminals has become easier. The police department's new tech-savvy manpower has not just increased capacity but its power as well. In the last three recruitment drives, in various cadres, out of 24,000 officers and personnel, 60 per cent have a higher education degree. At least 12,000 have IT and engineering degrees.' CM Patel addressed the physical fitness of police officials and spoke about the role sports can play. 'Your work is stressful, and there is a lot of burden, which is why it may not be possible to remain physically fit. But sports can make you mentally and physically fit,' he said. Referring to the World Police and Fire Games taking place in Ahmedabad in 2029, Patel said, 'We hope that you will work towards the goal of having more players from our department to participate in these games.'

Gujarat HC upholds state's power to form Uniform Civil Code panel, dismisses plea over minority representation

The Gujarat High Court has said the setting up of a five-member committee on Uniform Civil Code (UCC) by the state government cannot be said to have caused prejudice to any class of people, and does not warrant its interference. A single bench of Justice Niral R Mehta on Tuesday rejected a plea challenging the constitution of the committee and seeking the court's direction for its reconstitution as there was no representation of minority communities. The selection of the committee members would be "within the absolute domain of the state government," the court said. On February 4 this year, Chief Minister Bhupendra Patel announced the formation of the committee to assess the necessity of the UCC and also to draft a bill for it. The panel is chaired by retired Supreme Court judge Ranjana Desai. Its members include retired IAS officer C L Meena, advocate R C Kodekar, former Vice Chancellor Dakshesh Thakar and social activist Geetaben Shroff. In the detailed judgment made available on the HC's website, the bench noted the constitution of the committee was purely an administrative court said it was of the firm opinion that once the UCC committee has been constituted purely by an executive order under Article 162 of the Constitution of India, selection of its particular members would be "within the absolute domain of the state government." It is "perfectly justified for the state authorities to select the members of the committee and for which, writ of mandamus cannot be issued," it said. "By constituting a committee, it cannot be said that prejudice is caused to any class of people when more particularly it is always open for any class of people to make representation espousing their views on the Uniform Civil Code to the committee so constituted," the court said in the absence of any statutory provisions, the authority cannot be expected or directed to act in a particular manner as it would be "unjustified and unwarranted interference in the purely administrative affairs of the state authorities," it said."Under the circumstances, I see no good reason to exercise extraordinary jurisdiction under Article 226 of the Constitution of India in a realm of administrative decisions taken under Article 162 of the Constitution of India by the State of Gujarat," the bench court, therefore, cannot direct the state to act in a particular manner as any direction and/ or order in that regard would be "unjustified and unwarranted interference in the purely administrative affairs of the state authorities," it said. The petitioner, Surat resident Abdul Vahab Sopariwala, had approached the HC seeking a direction to the state government to reconstitute the committee with fresh members with the knowledge and experience over the subject law, and adopt a consultative process involving all religious and cultural communities before any move to implement the UCC. His lawyer had argued that members of the present committee are not experts on the subject law and are interested parties, and therefore the selection of members is against the principles of fair when the committee was formed with the objective of implementation of the UCC, covering many personal laws and touching minorities, there was no representation of any minority communities in the panel, he committee should thus be reconstituted by including representation from the minority communities so that real purpose and object of the constitution of the committee can be achieved, he had said in his General Kamal Trivedi said in his submission that the constitution of the committee is purely an administrative action and has nothing to do with any statutory duty of the state is, therefore, no legal requirement prescribed by any statute for and how such committee can be constituted, he said. Accordingly, it cannot be said that the committee is in breach of any statutory or legal duties, for which the court would issue its prerogative writ of mandamus by exercising its extraordinary powers under Article 226 of the Constitution of India, he said.
