
Dubai announces major new contracting law
Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, issued Law No. (7) of 2025 regulating contracting activities in the Emirate of Dubai.
The law, which represents a significant step forward in strengthening the legal and governance framework of the emirate's contracting sector, supports Dubai's vision to advance the development of vital industries in line with global best practices.

The new law sets out a unified regulatory framework for contractor classification, oversight, transparency and accountability, supporting Dubai's goals for sustainable growth.
It also aligns with the emirate's building codes, planning regulations, and long-term development strategy.
A key provision of the law is the establishment of the 'Contracting Activities Regulation and Development Committee', which will be formed by a decision of the Chairman of The Executive Council of Dubai.
The committee, chaired by a representative from Dubai Municipality, will include members from government authorities and entities concerned with contracting activities.
The committee will be responsible for:
Approving contracting activities in Dubai
Identifying entities responsible for supervising each activity
Overseeing the implementation of the law
Proposing new policies and legislation for the sector
Resolving any jurisdictional disputes that may arise between regulatory entities
The committee will also adopt a code of ethics for the sector, coordinate with both public and private stakeholders, and review and act upon recommendations submitted by the authorities.
The law applies to all contractors operating in Dubai, including those based in special development zones and free zones such as the Dubai International Financial Centre.
Contracting activities related to airports and their associated infrastructure, as well as any other activities exempted by a decision from the Chairman of The Executive Council based on the committee's recommendation, are excluded from the scope of the law.
Dubai Municipality has been assigned the responsibility of establishing, operating, and managing an integrated electronic system for all contracting activities in the emirate.
This new system will be linked to the 'Invest in Dubai' platform and serve as the central registry for contractors in the emirate.
Dubai Municipality is also tasked with preparing a code of conduct for the sector, classifying contractors engaged in construction, building, and demolition activities, and issuing professional competency certificates to technical personnel.
The law outlines rules for contractor registration. Contractors must comply with all relevant legislation and operate within their approved classification and capacity.
They are prohibited from exceeding their technical or financial limits or subcontracting without prior approval.
Penalties for violating the provisions of the law or any related decisions include fines ranging from AED1,000 ($272) to AED100,000 ($27,200).
Repeat violations within a year may result in doubled fines, up to a maximum of AED200,000 ($54,400).
Additional actions may include suspension from contracting activities for up to one year, downgrading of classification, removal from the registry, cancellation of commercial licenses, and suspension or de-registration of technical staff and revocation of their professional certificates.
All contractors operating in Dubai at the time the law comes into force are required to regularise their status within a year.
This period may be extended by the Committee for another year if necessary.
Contractors whose registration expires during this period will be allowed to renew it upon submitting a declaration pledging to comply with the law's provisions within the given timeframe.
Any existing legislation that conflicts with this law will be annulled. The law will be effective six months after its publication in the Official Gazette.

DP World has signed a landmark 30-year concession agreement with Syria's General Authority for Land and Sea Ports to develop and operate the Port of Tartus. The signing ceremony took place in the presence of Syrian President Ahmed Al-Sharaa. Under the deal, DP World will invest $800 million throughout the concession period to upgrade the port's infrastructure, aiming to transform it into a major regional trade hub. The enhanced Port of Tartus will serve as a key gateway linking Southern Europe, the Middle East, and North Africa, boosting connectivity and regional commerce. "This agreement marks an important step forward for the Port of Tartus and Syria's maritime sector," said Qutaiba Ahmed Badawi, chairman of Syria's General Authority for Land and Maritime Ports. "Partnering with DP World will allow us to modernise and strengthen the efficiency of our trade infrastructure as we continue to rebuild key trade lanes, support the national economy, and provide more opportunities for the Syrian people," he added. Meanwhile, Sultan Ahmed bin Sulayem, chairman and Group CEO of DP World, said that they see strong potential in Tartus to serve as a vital trade gateway. "(We) look forward to strengthening regional connectivity and economic opportunity through this investment. We believe in the power of trade to help drive long-term stability and prosperity for Syria and the region," said Sultan. The agreement follows a memorandum of understanding (MoU) signed on May 16 between the two sides after the lifting of US sanctions paved the way for the investment. The MoU outlined plans to develop, manage, and operate a multi-purpose terminal at Tartus, with cooperation on establishing industrial and free trade zones. DP World is a subsidiary of the UAE investment company Dubai World. Syria is seeking to attract foreign investments to boost its struggling economy, and the deal was signed in the same week that US President Donald Trump announced plans to lift of sanctions on Syria during a visit to Riyadh.

Saudi Arabia: UAE, GCC residents can now invest in main stock market
Saudi Arabia's Capital Market Authority (CMA) announced that residents of the UAE and other Gulf Cooperation Council (GCC) countries are now permitted to invest directly in the kingdom's main stock market. The regulatory update aims to enhance the appeal of Saudi Arabia's capital market to both regional and international investors. According to the CMA, this move is expected to boost investor protection, build market confidence, attract foreign investment, and increase market liquidity —ultimately contributing to the growth of the local economy. Under the revised regulations, GCC residents can now directly trade in the main market, Tadawul. Previously, their access was limited to the debt market, the parallel market (Nomu), investment funds, and the derivatives market. Their participation in the main market was restricted to swap agreements via capital market institutions, where investment decisions were made on their behalf. The amendments also allow individual foreign investors who previously resided in Saudi Arabia or other GCC countries to maintain their investment accounts and continue trading in listed shares on the main market—even after leaving the region—provided they had opened an investment account while residing in the Kingdom. Saudi Arabia hosts the largest stock market in the Gulf region. In the first half of 2025, it recorded a trading value of $183.5 billion. In comparison, Abu Dhabi posted $48.9 billion, Kuwait $41.1 billion, Dubai $22.8 billion, Qatar $14.6 billion, Muscat $2.4 billion, and Bahrain $1.24 billion.

Khazna, Eni join forces to develop 500MW AI data centre campus near Milan
13 July 2025 18:29 ROME (ALETIHAD)In a significant leap for Europe's digital infrastructure, Khazna Data Centers, a UAE-based hyperscale digital infrastructure leader, and Eni, the Italian global energy company, have signed a Head of Terms (HoT) agreement to establish a joint venture to develop a 500-megawatt AI data centre campus in Ferrera Erbognone, Lombardy, signing ceremony took place in Rome on Friday, in the presence of Her Excellency Reem Al Hashimy, UAE Minister of State for International Cooperation, and Adolfo Urso, Italy's Minister of Enterprises and Made in Italy, alongside other senior officials. The agreement was signed by Hassan Alnaqbi, CEO of Khazna Data Centers, and Guido Brusco, Eni's Chief Operating Officer for Global Natural strategic initiative marks a major milestone in the UAE-Italy cooperation framework, which was reinforced during the state visit of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, to Italy in February 2025. The visit laid the groundwork for a broader partnership in artificial intelligence, energy transition, and digital upcoming campus will feature state-of-the-art, energy-efficient infrastructure built specifically to support high-density AI and high-performance computing (HPC) workloads. It will be powered by Eni's proprietary 'Blue Power'—a low-carbon energy source generated by a high-efficiency Combined Cycle Gas Turbine (CCGT) power plant equipped with carbon capture capabilities. This integration of decarbonised energy with AI data infrastructure is a first-of-its-kind in Italy, symbolising a new era in sustainable digital project is the first phase of a larger programme that aims to install up to 1 gigawatt (GW) of total IT capacity across Italy.
