Sustainability meets law: Sarawak pushes ESG leadership in Southeast Asia

KUCHING (July 4): Sarawak is steadily positioning itself as a regional thought leader in legal and policy frameworks amid Southeast Asia's intensifying focus on climate change, energy transition and environmental, social and governance (ESG) compliance.
State Deputy Minister for Energy and Environmental Sustainability Datuk Dr Hazland Abang Hipni said Sarawak is not only responding to global sustainability trends but also contributing to the definition of responsible development in the region.
'We do not see sustainability and economic growth as opposing forces. In Sarawak, they are two sides of the same coin — and we are building the policy ecosystem to prove it,' he said.
Dr Hazland made these remarks at the Arbitrating Sustainability in Southeast Asia forum organised by the Malaysian Bar Council, held in conjunction with the Kuala Lumpur Alternative Dispute Resolution (KL ADR) Week 2025.
The event brought together senior government officials and legal experts from across Asean to explore how arbitration and dispute resolution can support sustainable development.
A high-level regional panel featured representatives from the Solicitor General's Office of the Philippines, as well as leading arbitration practitioners from Thailand, Indonesia, Singapore and Malaysia — reflecting the cross-border urgency of ESG governance.
Dr Hazland emphasised that robust legal and regulatory infrastructure is critical in attracting green investment and promoting good governance.
'Regulatory certainty is key to attracting green investment. That is why Sarawak supports legal innovation — not just in legislation, but in dispute resolution,' he said.
Bar Council Arbitration and Construction Law Committee chair Abang Iwawan, in his opening remarks, highlighted the shifting legal landscape across Southeast Asia.
'Sustainability is no longer a buzzword — it is now a site of legal transformation. Governments are codifying climate responsibilities, investors are embedding ESG safeguards, and infrastructure projects are being shaped by carbon disclosure regimes and Indigenous rights.

RHB expect 2026 to be a more balanced year fundamentally, with lower year-on-year (YoY) crude palm oil (CPO) prices, but geopolitical risks will translate to more volatility. Spot CPO prices have moderated from MYR4,600-4,800/tonne in 1Q25 to a low of MYR3,780/tonne in May, only to bounce back to the current levels of MYR3,900-MYR4,100/tonne. The downward movement was mainly driven by geopolitics in the light of the US trade tariffs, wars, and crude oil prices falling, all of which pushed CPO prices in the same direction. Correlation between CPO prices and crude oil prices surged to 0.47 in Apr 2025 from -0.6 in 1Q25, and subsequently rose further to current levels of 0.68, due to raised geopolitical risks. Besides following crude oil price trends, CPO prices also followed the lead of soybean oil (SBO) prices which rose due to the recent US biofuel policy change, leading to a rise in blending targets. We expect CPO prices to remain volatile given the ever-changing geopolitical situation. Fundamentally however, global supply and demand will likely be more balanced in 2026, as supply improves, while demand should pick up given the more attractive relative prices. Supply of 17 oils and fats complex is expected to improve YoY in 2026F, coming from a partial recovery of palm, sunflower and rapeseed supplies, as well as continued growth from soybeans. Still, the stock/usage ratio of the 17 oils and fats complex is still expected to remain below the historical average of 13.6%, at 12.9% for Oct 2025/Sep 2026, albeit up from 12.7% in 2025. This leaves very little cushion in case of any short-term bullish supply or demand surprises, hence raising the risk of price volatility going forward. What does this mean for relative prices of vegetable oils and demand? Ignoring the noises from geopolitics, we expect 2026F to see: i) Muted soybean prices, due to continued strong supply in 2026F. ii) SBO prices remain supported at higher levels, due to the higher demand from increased US biofuel blending. iii) CPO prices to continue trading at a discount to SBO in the medium term (currently at USD217/tonne discount). iv) demand from price sensitive countries like India, Pakistan, Bangladesh come back. We revise down our CPO price assumptions to MYR4,100/tonne (from MYR4,300) for 2025 and to MYR4,000/tonne (from MYR4,100) for 2026 and 2027; but revise up our PK prices to MYR3,300/tonne for 2025F (from MYR2,800) and to MYR3,200/tonne for 2026F and 2027F (from MYR2,600). Post annual ESG review, we have made several changes to our ESG scores and rolled forward our valuation targets to 2026 (from 2025). Sime Motors unveils Malaysia's first zero-waste tyre recycling initiative

KUALA LUMPUR: Sime Motors has launched a zero-waste tyre recycling programme, marking a step forward in its environmental efforts. In collaboration with Evergreen Corporate Sdn Bhd, the programme will be implemented across all Sime Motors dealerships in Peninsular Malaysia from July 1. It is the first structured initiative of its kind by a Malaysian automotive retail group, aimed at reducing the environmental impact of end-of-life tyres through a closed-loop recycling process. Through the programme, used tyres collected from Sime Motors' service operations at brands such as BMW, MINI, Ford, Hyundai, Jaguar Land Rover, Volvo, BYD, Denza, Drivecare and Auto Selection will be sent to Evergreen, whose facility utilises the advanced thermal recovery green technology. According to Sime Motors, the process enables 100 per cent material recovery with low harmful emissions turning waste into reusable industrial resources such as carbon black, fuel oil and recovered steel. Evergreen is also accredited with the environmental, social and governance (ESG) Gold rating by Malaysian Rating Corporation Bhd, recognising its leadership in sustainable waste management. Sime Motors nanaging director of Southeast Asia Jeffrey Gan said the programme reflects the group's commitment to sustainability and innovation in waste management. "With Evergreen Corporate's advanced capabilities, we're proud to lead the zero waste* tyre recycling within the industry," he said in a statement. Evergreen chief executive officer Wan Afif Azizul said the partnership is a significant milestone not just for the company, but for the future of green technology in Malaysia. Evergreen co-founder Kwang Meng Kian said the company is constantly working to innovate and advance tyre recycling technology. "This collaboration not only addresses the challenge of tyre disposal but does so using a solution that is clean, scalable and future-ready," he added. Sime Motors said the partnership complies with Department of Environment standards and supports national ESG and sustainability goals. The company said it recognises the need to take responsibility for its environmental impact in ways that are both practical and meaningful to customers and communities. Sime Motors said customers can be assured that used tyres from its service centres are processed through an environmentally responsible recycling system. It added that the initiative allows customers to contribute to environmental sustainability when servicing or purchasing vehicles from Sime Motors.

Kota Kinabalu: Sedafiat Sdn Bhd has launched a Green Procurement initiative aimed at embedding sustainable practices across its supply chain in support of national and global ESG goals. The announcement was made during the Sedafiat Business Partners Excellence & Sustainability: The Way Forward programme held here, recently. Chief Executive Officer Datuk Ag Buhtamam Ag Mahmun officiated the launch, describing the initiative as a strategic move to integrate environmental responsibility into procurement operations. 'Green procurement is not just about regulatory compliance. It's about creating long-term value for both the environment and the communities we serve,' he said. He emphasised that the initiative reflects Sedafiat's alignment with Malaysia's ambition for a low-carbon economy. 'We want our vendor ecosystem to grow with us in this transition to a Net Zero future,' he said. The initiative encourages vendors to adopt sustainable sourcing, use eco-friendly and recyclable materials, and meet green certification standards. It also promotes greater awareness around ESG audits, compliance reporting, and responsible contract delivery. 'This is about raising the bar, not only for how we procure, but for how we collaborate with suppliers who are aligned with sustainability values,' said Mohd Nasruddin Datuk Dr Mohd Yaakub, who spoke during a dedicated session on ESG and vendor evaluation. Organised by Sedafiat's Procurement, Vendor, Logistics and Inventory (PVLI) Department, the programme featured presentations by internal leaders and representatives from external agencies. Key sessions covered healthcare quality management, new requirements under DOSH, employer responsibilities under PERKESO, and recent amendments to the Sabah Labour Ordinance. Other presentations explored service performance, customer satisfaction, contractual obligations, and Sedafiat's roadmap towards Net Zero initiatives. Mohd Hafrez Razi Bin Ab Razak, who shared the company's sustainability strategy, stated that achieving Net Zero starts with daily decisions and procurement is where impact begins. Around 100 participants attended the event, including vendors, business partners and Sedafiat management representatives.
