Militant violence in Pakistan drops 32% in second quarter of 2025 — report
Pakistan has seen an uptick in violence in its Khyber Pakhtunkhwa and Balochistan provinces, both bordering Afghanistan, in recent months. The Pakistani Taliban or the Tehreek-e-Taliban Pakistan (TTP) regularly target security forces in their bid to impose their strict brand of Islam across the country. In Balochistan, separatist ethnic militants demand independence from the center, whom they accuse of exploiting the province's natural resources. Islamabad denies the allegations.
The Center for Research and Security Studies (CRSS) said in its report on Monday that the number of casualties during the second quarter dropped to 615 from 900 in the first quarter.
'With at least 615 fatalities and 388 injuries — among civilians, security personnel, and outlaws — in about 273 incidents of violence, including terror attacks and counterterror operations, Pakistan witnessed a nearly 32% decline in overall violence, and several other promising trends in its security landscape for the second quarter of 2025,' the report said.
The report pointed out that the casualties suffered by security personnel and civilians combined during the second quarter, 282, were still less than the total number of outlaws' fatalities, 333, in the same period. It said this amounted to over 15% less comparative losses among civilians and security officials.
The CRSS report also said Pakistan's Balochistan and KP provinces saw 40% and 32% less violence, respectively, compared to the first quarter. It added that violence-linked fatalities dropped from 567 to 389 in KP and from 317 to 190 in Balochistan, indicating a possible strategic breakthrough on the back of a 'proactive hunt-neutralize-capture campaign.'
'While the terrorism and insurgency-induced violence receded in these conflict-hit provinces, both regions continued to bear the brunt of violence, accounting for over 94% of the total fatalities and 93% incidents of violence recorded in this quarter,' the report said.
The CRSS said that while the TTP continued to lead the violence in KP, Balochistan remained a 'parallel epicenter of unrest' marked by a mix of separatist militancy and targeted violence, particularly against state forces.
'The spread of militancy into previously calmer areas is also concerning,' the report said, pointing out that Punjab recorded a surge in fatalities by 162% during the second quarter. The number of casualties in Punjab rose from 8 in the first quarter to 21 in the second one.
The Azad Kashmir region, which reported zero fatalities in the first quarter, recorded six casualties in the second one while Islamabad and Sindh remained largely unaffected.
'While the intensity of violence has eased in traditional hotspots, its spread into new or less prepared regions will require continued attention and policy adjustments,' the report said.
The outlaws suffered the majority of all fatalities in this quarter, over 54%, which the report said amounts to 333. Civilians suffered 153 casualties or 25% of the total while security and government officials suffered 129 fatalities at 21% during the second quarter.
Civilians suffered 107 terror attacks compared to security officials who suffered 91 while the outlaws were targeted in 75 security operations. Moreover, civilians suffered 249 injuries compared to security officials, who suffered 120 injuries and outlaws with only 19, the report shared.
CRSS said that the least amount of injuries suffered by militants indicates 'a high degree of lethal precision in state-led counter-terrorism operations.'

ISLAMABAD: Prime Minister Shehbaz Sharif will attend the 17th Economic Cooperation Organization's (ECO) summit in Baku, Azerbaijan from July 3-4, the foreign office said on Wednesday, where he will push for intra-regional trade, connectivity and energy cooperation. Originally founded in 1964 by Pakistan, Iran and Turkiye, the association now includes member states from South Asia, Central Asia and parts of West Asia and the Caucasus. ECO aims to promote sustainable economic development in the region, aiming at joint welfare and wellbeing of its members. The ECO region is home to over 460 million inhabitants and expands over 8 million square kilometers of land. It is counted among one of the oldest intergovernmental organizations. Its current members include Pakistan, Turkiye, Iran, Azerbaijan, Tajikistan, Afghanistan, Kazakhstan, Turkmenistan, Kyrgyzstan and Uzbekistan. 'During the Summit, the Prime Minister will share Pakistan's perspective on key regional and global challenges, reaffirm Pakistan's commitment to the ECO Vision 2025, and advocate for enhanced intra-regional trade, transport connectivity, energy cooperation, and sustainable development,' the foreign office said. The statement said the Pakistani prime minister will also hold bilateral meetings with other ECO leaders on the sidelines of the summit to discuss matters of mutual interest with them. The development takes place as Pakistan pushes for enhanced regional trade and security cooperation with its allies in the Central Asia, the Middle East and other regions. Islamabad views trade, energy cooperation and increased connectivity as vital to consolidate its economic gains, especially as it looks to escape a macroeconomic crisis that has drained its resources and caused its foreign exchange reserves to plummet in the past few years. Sharif's government has repeatedly called for mutually beneficial economic partnerships with regional allies instead of loans.

Pakistan says citizens can register for Hajj 2026 through online portal, 15 designated banks
ISLAMABAD: The registration process for Hajj 2026 is underway, Pakistan's religion ministry said on Wednesday, informing citizens that they can do so via its online portal and 15 designated banks across the country. Pakistan's Ministry of Religious Affairs (MoRA) said last week it has begun the registration process for next year's Hajj pilgrimage. After the registration, which will continue till July 9, pilgrims will be able to opt for government or private Hajj scheme. No fee will have to be paid for Hajj registration. 'Overseas Pakistanis holding a valid Pakistani passport are also advised to complete their registration through the online portal as soon as possible,' MoRA said in a statement. The ministry further said it was mandatory for anyone who intended to travel from Pakistan for the pilgrimage to get themselves registered. 'The costs of the Hajj package and other terms and conditions will be announced separately in accordance with the Hajj Policy 2026,' the statement said. Pakistan received a quota of 179,210 pilgrims from Saudi Arabia for Hajj 2025, which was evenly divided between government and private Hajj operators. While the government filled its full allocation of over 88,000 pilgrims, a major portion of the private quota remained unutilized due to delays by companies in meeting payment and registration deadlines. Last month, Prime Minister Shehbaz Sharif directed the religious affairs ministry to begin preparations for the 2026 Hajj immediately, calling for urgent reforms to the country's private Hajj scheme.

Swiss say foreign spying threat high, citing Russia, China
The threat from espionage is high in Switzerland as global insecurity increases, with the main threats emanating from Russia and China, the country's Federal Intelligence Service warned Wednesday. 'The security situation around Switzerland is deteriorating year by year,' the FIS said in its annual overview. 'A global confrontation is emerging, with the USA on one side and China and Russia on the other. This has direct implications for Switzerland: the threat of espionage is high and proliferation activities are increasing.' The global context has direct implications for Switzerland, a militarily neutral country which hosts multiple international organizations. The confrontation is 'increasing pressure' on the wealthy Alpine nation, making it 'a key target for foreign intelligence services', the FIS said. The report said several countries had posted undercover intelligence officers in Switzerland. 'They pass themselves off as diplomatic personnel, business people, media representatives or tourists, for example,' it said. 'The greatest espionage threats come from Russia and China, both maintaining a strong intelligence presence in Switzerland. They are interested in federal authorities, companies, international organizations, and research institutions.' Unlike the intelligence services of many other states -- which primarily spy on their own diaspora -- China and Russia have sufficient resources to pursue other targets, according to the FIS. They are also going after police forces, foreign diplomatic missions, journalists and universities, the Switzerland's Security 2025 report said. Russia and China have 'undercover personnel at diplomatic missions', it noted. Abductions, sabotage, assassinations Swiss defense minister Martin Pfister said Switzerland's security environment had 'deteriorated drastically' since Russia's invasion of Ukraine in 2022. The report said Moscow and Beijing would continue conducting intelligence operations in Switzerland against Western states, including preparatory activities for hybrid warfare. 'Switzerland faces an increasing risk of being used illicitly for the preparation or perpetration of abductions, sabotage and assassinations abroad,' it said. Meanwhile the FIS expects no decrease in the amount of espionage against exiled opposition figures and journalists living in Switzerland. 'Geneva, as an international meeting point, will remain a hotspot for illegal intelligence,' it added. 'We have never experienced such a density of threats. We are not mere observers: we are directly affected,' said FIS director Christian Dussey. He said the agency's strategic radar was tracking 15 international crisis hotspots. Dussey said foreign spies were also interested in Switzerland's technological innovation sector. The FIS also said the intensifying competition among major powers made Switzerland a preferred target for sanctions evasion attempts and proliferation. 'Russia, Iran, and North Korea are increasingly attempting to procure dual-use goods and technologies for their military and nuclear programs through Switzerland,' it said. Furthermore, the agency said the terror threat was elevated in Switzerland, primarily from individuals inspired by extremist ideology. 'A major challenge is the online radicalization of youth, which can happen quickly, making early detection critical,' it said.
