Projects under 15th Finance Commission should be completed on time: Ajit Pawar

Mumbai: Maharashtra Deputy Chief Minister and Finance Minister Ajit Pawar on Wednesday directed officials of various departments to ensure a timely and high-quality completion of all projects initiated under the 15th Finance Commission.
At the review meeting, Pawar said, 'The state is receiving full support from the central government for these projects. All plans have been designed considering the requirements of the next century. Departments must coordinate closely and ensure that every rupee from the Finance Commission is utilised before the end of the current financial year, and not a single rupee is returned.'
He held an extensive review of major projects including creation of artificial coral reefs using the decommissioned INS Guldar near Sindhudurg, along with world-class scuba diving, submarine tourism, and an underwater museum, construction of Unity Mall near the international airport at Ulwe in Navi Mumbai, development of the Ram-Kal-Path in Nashik, construction of hostels for working women in Thane, Nagpur, Navi Mumbai, Chhatrapati Sambhajinagar, Pimpri-Chinchwad, Kalyan-Dombivli, and Solapur, conservation of cultural heritage, development of Rewas Redi coastal highway, housing schemes for police personal and projects undertaken by Urban Development, Rural Development, Disaster Management, Public Health.
Deputy CM Pawar assured the state government's full support in removing any hurdles but emphasised that all projects must be completed within the timeline and meet high-quality standards.
Senior officials from the departments of Finance, Planning, Urban Development, Tourism, Public Health, Forest, and Public Works attended the meeting.
Earlier on Monday, Ajit Pawar presented supplementary demands worth Rs 57,509.71 crore for the financial year 2025-26 on the first day of the Monsoon Session of the Legislature.
This came amid reported constraints over the availability of adequate funds due to the ballooning fiscal and revenue deficits and mounting public debt.
Of the Rs 57,509.71 crore, the allocation of Rs 19,183.85 crore has been made for committed expenditure and the balance is to provide funds for various government programmes and also towards the state government's contribution in the implementation of Central government schemes.
Deputy CM Pawar, during the budget session held in March this year, had tabled the supplementary demands worth Rs 6,480.20 crore.

PUDUCHERRY: Uncollected garbage has begun to pile up across parts of Puducherry, as the newly appointed Green Warrior Agency (GWA) grapples with initial hiccups in its citywide waste management operations. The agency took charge from Swachhata Corporation (SWC) on July 1 under the Rs 110-crore Integrated Solid Waste Management (ISWM) project funded by the Swachh Bharat Mission 2.0. Despite promises of improved collection and streamlined services, residents in several localities have reported stagnating waste, especially in inner streets and lanes. Ironically, garbage remained uncleared just a few metres from the Puducherry municipality office on Dumas Street near the police HQ. 'The agency clears garbage only on the main roads, while interior areas are left neglected. The stench is unbearable,' said Independent MLA G Nehru, who led a protest outside the Local Administration Department (LAD) office on Thursday. Nehru said repeated complaints from residents prompted him to intervene. 'We initially tried to meet the municipal commissioner, but he was on leave. The Oulgaret commissioner, who holds additional charge, was at his own office. So, we approached the LAD office directly,' he said. The protest was later withdrawn after authorities assured immediate action. An official admitted the delay was partly due to a backlog left by the outgoing SWC, which purportedly stopped garbage collection in the final days of its contract ending June 30. 'We are clearing the backlog now,' the official said. While GWA has the required vehicles, the agency is currently short of drivers and sanitation workers. Recruitment is under way, including efforts to rehire personnel who previously worked under SWC. 'Door-to-door collection will resume as per the contract terms once staffing is complete,' the official added. The ISWM project aims to replace community bins with decentralised door-to-door collection, segregation, composting, recycling, and biogas generation. The Union Ministry of Housing and Urban Affairs has sanctioned a Rs 18.76 crore capital subsidy under the Swachh Bharat Mission 2.0.

According to a report by Bloomberg and an official order published on SEBI's website, the firm is prohibited from buying, selling, or dealing in any securities—either directly or indirectly—until further notice. SEBI also directed all banks to freeze withdrawals from accounts linked to Jane Street Group entities. This includes individual and jointly held accounts, unless SEBI provides specific approval for transactions. The action comes as part of SEBI's ongoing probe into suspected market manipulation by Jane Street through its derivatives trading activities. The firm reportedly earned over $2.3 billion in profits from equity derivatives trading in India last year. SEBI's order further states that unlawful gains of Rs 4,843 crore—allegedly earned through manipulative practices—will be impounded. Jane Street entities have been directed to open an escrow account with a scheduled commercial bank in India and deposit the entire amount. Banks where these companies maintain accounts have also been instructed to not allow any debits without the regulator's permission. Additionally, Jane Street Group and its related entities must close or square off all existing positions within three months or by the contract's expiry—whichever comes first. April 2024: SEBI begins initial analysis after media reports highlight a legal dispute involving Jane Street's alleged unauthorized use of proprietary trading strategies in Indian markets. July 23, 2024: SEBI instructs the National Stock Exchange (NSE) to examine Jane Street's trading activity to identify potential market abuse. August 2024: SEBI interacts with Jane Street on August 20, and the firm submits its response on August 30, explaining its trades. November 13, 2024: NSE submits its examination report on Jane Street's trading patterns to SEBI. December 2024: SEBI observes unusual volatility in index options, especially on weekly expiry days. It notes that certain entities, including Jane Street, were running exceptionally large risk positions in cash-equivalent terms in the F&O segment. February 4, 2025: Based on preliminary findings, SEBI believes Jane Street is in violation of Prohibition of Fraudulent and Unfair Trade Practices (PFUTP) regulations. February 6, 2025: NSE, on SEBI's instructions, issues a caution letter to Jane Street Singapore Pte Ltd and related entities, advising them to refrain from potentially manipulative trading patterns. February 6 & 21, 2025: Jane Street responds to the caution letter, providing justifications for its trading activities. May 15, 2025: Despite the warning, Jane Street continues to operate with very large cash-equivalent positions in index options, leading to further regulatory scrutiny.
