Scholarship for foundation, matriculation and A-level students too

KOTA KINABALU (July 21): The Sabah State Scholarship (BKNS) is offering scholarships to
students pursuing foundation, matriculation and A-level studies beginning this year, said Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor.
'Apart from that, the scholarship allowance for all sponsored students currently studying in public and private universities will also be standardised.
'This initiative is part of BKNS's ongoing commitment to support the development of education in the state to ensure that more promising students gain access to higher education,' he said.
Speaking at the Sabah Excellence Scholarship Award presentation ceremony at the Sabah International Convention Centre here today, the Chief Minister said this year, the State Government has allocated the highest amount for scholarships compared to previous years.
'From only RM50 million in 2020, the BKNS allocation has continued to increase year by year over the past five years, reaching RM136 million in 2025.
'This marks an increase of RM86 million from 2019, reflecting the State Government's commitment to supporting the education of Sabah's children,' he said.

The Chief Minister said the State Government has made significant investments to implement various initiatives in the development of education in the state benefiting a total of 13,550 students from 2021 to 2024.
Meanwhile, he noted that the Yayasan Sabah Group's commitment was evident, with an allocation of RM67.17 million for the education sector last year, benefiting 3,234 students.
It represented a significant increase of 148.96 per cent compared to only RM26.98 million in 2020, he said, adding that some 10,104 recipients benefited from the Sabah State Education Fund (TPNS) that he had launched in June 2022, involving a total expenditure of RM15.8 million.
He said that through the Sabah Islamic Religious Council (MUIS) Zakat and Fitrah Division, more than 48,000 students across Sabah have benefited over the past five years, with a total expenditure of RM92.4 million.
Hajiji said the initiative will help to improve the education standards of Sabah's children and support the development of quality human capital.
He also reiterated that, in line with efforts to strengthen and diversify education aid initiatives in the state, various types of assistance have been implemented through the office of the Deputy State Secretary (Special Task).
This year alone, he said, a total of RM77.5 million has been allocated to fund 14 educational assistance initiatives, among them were the One-Off IPT Registration Cash Aid (BUDI); Computer Assistance Initiative (BAIK); Sabah Student Flight Ticket Assistance (GRS-SUBFLY); and SENTOSA – aid for students in local higher learning institutes.
These education assistance initiatives were also supported by agencies such as the Yayasan Kebajikan Sabah and the Sabah Baitulmal Corporation, he said.
Hajiji said the various educational assistance initiatives provided through different departments and agencies reflected the State Government's strong commitment to safeguarding the welfare and future of Sabah's children.
'We will continue to ensure that the people's well-being is always protected and given due attention, regardless of their background. To our youth, study diligently and strive for greater excellence.
'Explore professional fields such as oil, gas and energy, Technical and Vocational
Education and Training (TVET), as well as Artificial Intelligence (AI), to produce highly skilled and quality individuals from Sabah across various sectors,' he said.
Hajiji hoped that this award would serve as a strong motivation for the students to excel further and at the same time, help elevate the name of Sabah on the national and international stage.
'I would also like to remind all recipients not to let this award become a reason for complacency. Instead, let it be an aspiration to continue striving for excellence, in support of the Sabah Maju Jaya agenda and the national Madani vision.
'Students who receive this excellent scholarship award carry a greater responsibility and trust in the future. This includes being exemplary role models to their peers, not easily influenced by sentiments, excessive rhetoric, or matters that could ultimately harm our state and country,' he said.
Among the scholarship recipients was Joyce Nicole Nicholas Mojugit, who is currently studying Foundation in Science at UiTM Dengkil, Selangor.
'This scholarship will ease my family's burden — from tuition fees to accommodation, airfare, and food,' said the former SMK Bahang Penampang student, who scored 9As in the SPM.
She expressed her gratitude, sharing that her mother, a single parent raising three children, was extremely proud.
'I didn't even apply for this scholarship. I was in the middle of applying for the BKNS (State Government Scholarship) when my counselling teacher told me I had been selected,' she said.
Joyce described her university experience as positive and shared advice for this year's SPM candidates:
'Make sure to get enough sleep. It's hard to focus without rest. All-nighters aren't sustainable — rest well to do well.'
Another recipient, Azhar Azlin, who is pursuing foundation studies at Universiti Malaya and is a former SMK Majakir Papar student, said he felt deeply honoured.
'It makes all the hard work worth it. I'm thankful to my parents for their prayers and to my teachers. I know they're proud, even if they don't show it directly — I can feel it,' he said.
Azhar also offered advice to other students, including his younger siblings:
'Have a purpose in your heart for why you're going to school, and never forget it. My motto has always been: 'Aim for the skies, so if you fall, it'll be on the mountaintops.'

Kota Kinabalu: Sabah's development plans must be built from the ground up and reflect the actual needs of its people, said Datuk Dr Anis Yusal Yusoff, Executive Director of the International Institute for Public Policy and Management (Inpuma), Universiti Malaya. Anis, who is also a member of the National Planning Council and Head of the Governance Cluster for RMK13, said solutions must be driven by data, not assumptions. 'I want the planners to see what is really needed by the people. Not what we think they need,' he said after moderating a Focus Group Discussion (FGD) on inputs for the 13th Malaysia Plan (RMK13) at Universiti Malaysia Sabah (UMS). He described the role of the RMK13 technical team as both a 'translator and aggregator' of ground-level inputs, especially from rural communities. Thirty-three core issues surfaced during the discussion, attended by researchers, civil society organisations, academics and local development players. Also present were former Director of Insan, Datuk Dr Sa抋dilah Abdillah, and Social and Youth Policy Expert Associate Professor Janice Nga Lay Hui. Most of which, he said, were still about basic needs such as clean water, electricity, roads, internet and education. He cautioned that if these needs are not prioritised, RMK13 would risk being disconnected from reality. Anis noted that many community aspirations today echo the same issues brought up during the Vision 2020 era. 'That means the problems were not solved. That抯 why people repeat them. We cannot blame them. It is because the needs are still unfulfilled,' he said. He also pointed out that despite various government development blueprints, there remains an implementation gap. 'We can talk about big plans. But if the execution is not right, we will always go back to the drawing board every five years,' Anis said. He reminded participants that true development is not just about infrastructure but also integrity and inclusive governance. He praised local efforts by UMS and other Sabah-based academics and NGOs who consistently push to bridge the gap between policy and practice. 'Sabah is rich in social capital. What we need is to connect it with political will and effective delivery,' he said. He expressed hope that the RMK13 process would genuinely capture the diversity of voices from all across Sabah and empower more local leaders to take ownership of solutions. 'Let us not write a plan for the sake of planning. Kota Kinabalu: The 187.5-megawatt (MW) Ulu Padas Hydroelectric Project (UPHEP) in Tenom is proceeding smoothly and barring any unforeseen circumstances, it will be completed as scheduled. The detailed design for the UPHEP is nearing completion and several issues, especially relating to concerns initially raised by some 40 families living near the area, had already been resolved. Assistant Minister to the Chief Minister Datuk Nizam Abu Bakar Titingan said he has been informed by a reliable source that officials from the company handling the project had on a number of occasions met with the families to allay their fears about the construction of the dam. The villagers are satisfied and there had been no further objections. 'I have been assured there is no cause for worry . . . and everything is progressing smoothly,' said Nizam. Work on the 125-metre high Roller Compact Concrete dam with a reservoir capacity of 25 million litres of water, is expected to begin later this year. The dam is located 9.3km away from the powerhouse where three 60MW Francis Type turbines will generate 187MW of electricity daily. Early this year, Tan Sri TC Goh had praised the State Government for coming up with long-term solutions to the existing water and electricity issues. Goh, who is a member of the Sabah Economic Advisory Council (SEAC), especially cited the UPHEP in Tenom as the answer to the long- standing problem the current GRS-PH Plus government inherited after coming to power in 2020. In fact, a number of initiatives, he said, had already been implemented earlier to address supply disruptions before the UPHEP commences production. The UPHEP is scheduled for completion in December 2030. Goh, who also heads the Federation of Chinese Associations Malaysia (Huazong) and the Federation of Chinese Associations Sabah (FCAS), said he is confident the UPHEP will proceed smoothly given the reputation and experience of the companies handling it. Meanwhile, Parti Gagasan Rakyat Sabah (Gagasan Rakyat) Tandek Chief Datuk Dr Janathan Kandok was quoted as saying the UPHEP spoke volumes of the genuine commitment to ensure long-term water and electricity availability. 'This project is not something the State Government promises in view of the upcoming state election. And it is not something you heard from the grapevine. 'It was already launched two years ago, reflecting the farsightedness of the Government in tackling issues faced by the people,' Dr Janathan said. Gamuda Berhad is the total development contractor (TDC) for the power project in partnership with Conlay Construction Sdn Bhd (Conlay). The UPHEP, when completed, is expected to generate an average of 1,052GWh of clean energy yearly - hence, increasing Sabah's current dependable capacity by some 15 per cent. It will also double the renewable energy (RE) mix, supporting Sabah's goal of achieving approximately 35pc RE share in its generation mix by 2035. The scope of work will include design, construction, testing and commissioning of the hydroelectric plant involving a roller-compacted concrete dam, a main and secondary powerhouse, water conveyance system, project access and other permanent facilities such as a 275kV switchyard, 33kV sub-transmission line and workshop, among others. At the launch of the project in 2023, Chief Minister Datuk Seri Hajiji Noor had expressed confidence that it would also resolve Sabah's water supply issue in the longer term. The dam is able to release up to 6,000 million litres of water daily. Kota Kinabalu: The Malaysia My Second Home Sabah Association recorded a notable increase in inquiries and applications for the Sabah-MM2H programme following the State Government's announcement of relaxed eligibility criteria. The revised policy, announced by Sabah Tourism, Culture and Environment Minister Datuk Seri Christina Liew, reduces the minimum application age from 30 to 25 years and allows fixed deposits to be placed in any of 12 approved banks. Participants may also withdraw up to 50 per cent of their deposits after 12 months. Liew chairs the Sabah-MM2H Approval Committee overseeing the programme's implementation. 'These enhancements are a strong step forward in positioning Sabah as a top destination for international residents seeking a safe, high-quality lifestyle,' said Malaysia My Second Home Sabah Association President Jenny Ngu. The Association has recorded increased interest from applicants in China, Taiwan, Hong Kong, Korea, the United Kingdom, Australia, Germany and Canada since the policy changes were announced. Jenny said the initiative is more than a visa, but a lifestyle invitation to experience Sabah's natural beauty, cultural richness and vibrant community.
