MANGALURU: With several major festivals and public events scheduled in the coming months, the Mangaluru City Police has issued detailed guidelines to ensure public safety, peace, and legal compliance.
City Police Commissioner Sudheer Kumar Reddy CH stated that events and processions are planned for Moharram (July 6),
Krishna Janmashtami
and Mosaru Kudike (Aug16), Ganesh Chaturthi (Aug 27), Eid Milad (Sept 16), Navaratri Sharada Mahotsava (Sept 22 to Oct 2),
Deepavali
(Oct 20 to 22), Christmas, and other occasions.
All events within Mangaluru City Police limits require prior written permission from the police and other relevant departments.
A No Objection Certificate (NOC) from property owners is essential for private venues. No processions will be allowed after 11:30 PM. Loudspeakers are permitted only till 10:00 PM with prior approval. DJs and high-decibel systems are strictly prohibited. Noise must be within prescribed limits—65 dB in commercial, 55 dB in residential, and 50 dB in silence zones.
Organisers must provide 24x7 security for idols and valuables, install CCTV cameras, and preserve footage for at least 30 days.
Fire extinguishers, ambulances, and first aid kits must be in place. Use of flammable materials, toxic dyes, banned chemicals, or single-use plastics is prohibited.
Crowd size must not exceed approved limits. Adequate volunteers must be deployed, and emergency routes must remain unobstructed. Parking should be arranged in designated areas.
Slogans, songs, banners, performances, or social media content promoting hatred or communal disharmony are banned.
No banners or flex boards should be displayed without approval and must be removed post-event. Venues must be cleaned in coordination with MCC.
All vehicles must carry valid RC, insurance, fitness, and PUC documents. Pandal and vehicle heights and temporary formations must adhere to MESCOM and legal norms. Arms, weapons, drones, and dangerous items are banned without special permission.
Organisers must prevent any form of eve-teasing, stalking, or harassment.
Use of animals in processions requires approval and must follow welfare norms. Organisers must submit full event details in advance and nominate responsible persons whose contact details must be shared. Any violations or incidents will attract legal action. Police can inspect venues at any stage of the event.
The police urged all organisers and participants to promptly report any suspicious activity or disruptions to the nearest station or via the 112 emergency helpline.
Non-compliance with any of the conditions will invite strict legal action under the Bharatiya Nyaya Sanhita, 2023, Karnataka Police Act, 1963, Environment Protection Act, 1986, Motor Vehicles Act, 1988, Information Technology Act, 2000, Juvenile Justice Act, 2015, Arms Act, 1959, Drone Rules, 2021, Explosives Act, 1884, and other applicable laws.

Roshan Saldanha, a resident of Bajal in Mangaluru, is currently in judicial custody, they said. He is accused of duping investors of several crores of rupees through fraudulent investment schemes that promised high returns, police said, adding that multiple complaints have been lodged against him by victims from various parts of Dakshina Kannada and beyond, alleging that they were misled by Saldanha's schemes and guarantees. According to Police Commissioner Sudhir Kumar Reddy, in one case, Rs 10 crore has been fleeced from an investor. The case involves the use of forged documents, shell companies, and sophisticated methods of financial manipulation, sources said. The police now seek custodial interrogation to uncover the full extent of the fraud, track the flow of funds, identify accomplices, and determine whether more victims are involved. Investigators in the police department believe that Saldanha may have operated through multiple channels to project legitimacy, thereby gaining the confidence of unsuspecting investors. The case has garnered widespread public interest given the high value of the fraud and its ripple effect on individuals and families across the region. Meanwhile, authorities have urged the public to come forward with any additional complaints or information related to the case. What started as a routine arrest in a cheating case took a shocking turn in Mangaluru on Friday, when police discovered secret rooms, concealed chambers, and high-end luxuries inside the home of a 43-year-old man accused in a multi-crore fraud case, Indian Express reported. Rohan Saldanha, posed as a high-flying businessman, promised fake business loans of up to ₹ 500 crore and high-return real estate investments. Rohan Saldanha, arrested by the Mangaluru City Police, is accused of cheating businessmen across Karnataka and several other states out of hundreds of crores by posing as a high-profile financier. But it wasn't just his alleged scams that stunned authorities, it was his carefully crafted hideout. The house also featured a luxury mini-bar, rare exotic liquor, ornamental plants worth up to ₹5 lakh each, and an elaborate CCTV network tracking every movement near the property, the report added. According to police, Saldanha's fraud involved luring wealthy individuals with promises of business loans of up to ₹500 crore and lucrative real estate deals. Victims were asked to pay advance amounts ranging between ₹50 lakh and ₹4 crore, supposedly to cover processing fees and legal documentation, only for Saldanha to disappear soon after with the money, the report added. One of his bank accounts alone handled over ₹40 crore in just three months, police said. Saldanha's flair for luxury and illusion was all part of a calculated plan. He allegedly dazzled potential victims across India by flaunting wealth, staging high-end living, and claiming access to powerful connections capable of arranging loans up to ₹600 crore. Authorities have linked Saldanha to cheating cases filed in at least 13 cities, including Bengaluru, Goa, Mangaluru, Chitradurga, Pune, Vijayapura, Tumakuru, Kolkata, Sangli, Lucknow, and Bagalkot. ₹ 200 crore fraud During the raid, police seized 667 grams of gold jewellery, a diamond ring worth ₹2.75 crore, blank cheques, Indian and foreign liquor valued at ₹6.7 lakh, breaching permissible limits. An officer involved in the case said initial estimates suggest the total amount Saldanha defrauded could be over ₹200 crore, with investigations ongoing to trace the full scale of the racket.
