Pakistan approves four potential bidders for struggling national airline PIA

The Pakistani government said on Tuesday it had approved four parties, including business groups and a military-backed firm, to potentially bid for a stake in debt-ridden Pakistan International Airlines.
Pakistan has been seeking to sell a 51-100% stake in the struggling national airline to raise funds and reform cash-draining, state-owned enterprises as envisaged under a $7 billion International Monetary Fund programme.
It would be the country's first major privatisation in nearly two decades.
Among the bidding groups, one is a consortium of major industrial firms Lucky Cement, Hub Power Holdings, Kohat Cement and Metro Ventures.
Another is led by investment firm Arif Habib Corp , and includes fertiliser producer Fatima Fertilizer , private education operator The City School, and real estate firm Lake City Holdings.
PIA privatisation: EoIs due today for up to 100% stake
Additionally, Fauji Fertilizer Company, a military-backed conglomerate, and Pakistani airline Airblue, have been approved to bid for PIA.
'The pre-qualified parties will now proceed to the buy-side due diligence phase,' Pakistan's Privatisation Minister Muhammad Ali said in a statement.
The review process is set to last two to two-and-a-half months, with final bidding and negotiations anticipated in the fourth quarter of 2025, Ali previously told Reuters.
The country's privatisation ministry also said that the Cabinet Committee on Privatisation approved the transaction structure for the Roosevelt Hotel located in New York, including options for both outright sale and long-term lease.
From the Roosevelt Hotel, Pakistan is expecting over $100 million as a first payment during this year, Ali previously told Reuters.

ISLAMABAD: Economic Policy & Business Development (EPBD), a think tank, has called for fundamental restructuring of Pakistan's debt utilisation, advocating that borrowed resources be diverted from unproductive consumption towards productive economic investment. EPBD maintains that Pakistan's Rs7.2 trillion annual debt burdens should finance growth-generating activities rather than subsidizing banking profits and inefficient state-owned enterprises, said a statement shared with the media. The think tank claimed that the World Bank article in UNDP's latest development report validates this position, explicitly stating that Pakistan's debt is "mostly used to finance consumption rather than investment" and that "public borrowing continues to crowd out private sector credit." The institution documents that Pakistan "contracts new debt equal to around 28% of GDP annually" while allocating merely "2% of GDP" to development spending - a stark indicator of resource misallocation. Moreover, EPBD had stated that the ratio of current consumption to actual development deteriorated from 2.2:1 to 10.3:1 over a period of 15 years, demonstrating systematic shift away from productive investment. EPBD argues that Pakistan's current approach wastes borrowed capital on guaranteed banking returns through government bond purchases and SOE subsidies that generate no economic returns. Instead, this debt should finance manufacturing expansion, export infrastructure, technology adoption, and private sector development that creates employment and generates sustainable returns to service future obligations. EPBD added that Pakistani businesses face 11% financing costs compared to 5.5% regional averages, making them uncompetitive while banks earn guaranteed profits from public funds. With 59% of government debt in floating-rate instruments, reducing policy rates from 11% to 6% would generate Rs 3 trillion annually - resources currently transferred to financial institutions rather than productive economic activities. It further stated that the World Bank confirmed that Pakistan 'achieved a primary surplus in fiscal year 2025," providing fiscal space to redirect debt utilization. Rather than continuing current patterns of consumption-focused borrowing, EPBD advocates channelling these resources toward manufacturing competitiveness, export development, and business expansion that builds Pakistan's capacity to service debt through productive economic activity. Regional competitors demonstrate superior performance by utilizing borrowed funds for business development and industrial expansion rather than banking sector subsidization and SOE support. Their approach generates 6% annual growth by directing debt toward activities that create value, employment, and sustainable economic returns. EPBD maintains that Pakistan must choose between wasteful debt utilization that enriches financial institutions and SOEs versus productive debt deployment that builds economic capacity. The organization advocates immediate policy realignment to redirect borrowed resources from unproductive consumption toward manufacturing development, export infrastructure, technology adoption, and private sector expansion that generates sustainable returns and employment. Many of the blocked accounts were restored within hours, and New Delhi denied any role in the takedown. India, the world's biggest democracy, regularly ranks among the top five countries for the number of requests made by a government to remove social media content. "On July 3, 2025, the Indian government ordered X to block 2,355 accounts in India, including international news outlets like @Reuters and @ReutersWorld," X's Global Government Affairs team said in a statement shared on the platform. The statement added that India's Ministry of Electronics had "demanded immediate action — within one hour — without providing justification, and required the accounts to remain blocked" until further notice. An Indian ministry spokesperson denied such an order was issued, saying there was "no intention to block any prominent international news channel". "The moment Reuters and Reuters World were blocked on X platform in India, immediately the government wrote to 'X' to unblock them," the spokesperson told news agency ANI. The accounts were taken offline late on Saturday, but had resumed operating by Sunday. "Non-compliance risked criminal liability," said X, the platform formerly known as Twitter and owned by the world's richest person Elon Musk. "After public outcry, the government requested X to unblock @Reuters and @ReutersWorld," it added. "We are deeply concerned about ongoing press censorship in India due to these blocking orders." Rights groups say freedom of expression and press freedom have been under threat in India since Hindu nationalist Prime Minister Narendra Modi took office in 2014. New Delhi regularly imposes blanket internet shutdowns during periods of unrest. In April, India launched a sweeping crackdown on social media, banning more than a dozen Pakistani YouTube channels for allegedly spreading "provocative" content following an attack in Kashmir. Many of those have been restored. New Delhi has also imposed intermittent internet outages in the northeastern state of Manipur since 2023 in the wake of ethnic violence.

ISLAMABAD: In a significant advancement of the government's privatisation agenda, two major decisions were taken Tuesday by the Privatisation Commission Board and the Cabinet Committee on Privatisation (CCoP), marking steady progress in key strategic transactions. 1- Prequalification of Investors for Pakistan International Airlines (PIA): The Privatisation Commission (PC) Board, in its 237th meeting held under the chairmanship of Adviser to the Prime Minister on Privatisation and Chairman, Privatisation Commission, Muhammad Ali, approved the prequalification of four interested parties for the divestment of Pakistan International Airlines Corporation Limited (PIACL). The Board reviewed the recommendations of the Prequalification Committee based on the evaluation of Statements of Qualification (SOQs) submitted by five prospective investors, in line with technical, financial, and documentary requirements defined in the Request for Statement of Qualification (RSOQ). Following a thorough scrutiny, the following four Interested Parties have been pre-qualified: PIA privatisation: EoIs due today for up to 100% stake Consortium comprising Lucky Cement Limited, Hub Power Holdings Limited, Kohat Cement Company Limited, and Metro Ventures (Private) Limited. Consortium comprising Arif Habib Corporation Limited, Fatima Fertilizer Company Limited, City Schools (Private) Limited, and Lake City Holdings (Private) Limited Fauji Fertilizer Company Limited Air Blue (Private) Limited The pre-qualified parties will now proceed to the buy-side due diligence phase - a critical next step in the transparent and competitive privatisation process of PIACL. 2- Roosevelt Hotel Transaction Structure Approved: In another major development, the Cabinet Committee on Privatisation (CCoP) today approved the transaction structure for the Roosevelt Hotel, New York, as proposed by the Privatisation Commission Board.
