HUBBALLI: Karnataka Legislative Council Chairman Basavaraj Horatti has strongly opposed deploying teachers to conduct the upcoming caste census in the state. He has suggested to the State Government to use 10% of the staff from all departments to avoid disturbing the functioning of the Education Department. In a strongly worded letter to the State Government, Horatti expressed deep anguish over the declining quality of school education, blaming systemic flaws and the overburdening of teachers with non-academic duties as the key reasons. He opposed the government's move to deploy school teachers, especially those from primary and high schools, for the upcoming caste census, warning that such practices will harm students' academic foundation. Referring to a study conducted in Yadgir district under the Education Department's foundational literacy and numeracy initiative, Horatti said it was shocking to discover that many SSLC students still lacked basic skills such as reading, writing, and arithmetic. He stressed that the failure to build foundational literacy in primary school is a serious indictment of the current system and demanded accountability. 'When SSLC students do not know Kannada or English alphabet and cannot even perform basic addition or subtraction, we must ask, who is responsible?' Horatti said, adding that teachers are unable to focus on teaching due to being repeatedly pulled into non-teaching roles such as surveys, census work, and election duties. 'Teachers are made to handle caste surveys, flood assessments, child enumeration, polling officer duties and more. With all this, when can they actually teach?' he asked. Calling it a violation of the spirit of Article 21 A of the Constitution, which guarantees free and compulsory education to all children aged 6 to 14, Horatti urged the government to relieve teachers of non-academic duties immediately.

Vijayawada: Former chief minister Y S Jagan Mohan Reddy, in a tweet, highlighted concerns over Andhra Pradesh's financial stability based on the CAG's Monthly Key Indicators for Q1 of FY 2025-26. The data reveals weak revenue growth, reflecting poor fiscal management in a state already struggling post-bifurcation. Effective public spending on welfare and development is crucial to stimulate private investment and consumption, but corruption has stifled revenue growth across categories. He said the state-owned tax and non-tax revenues saw dismal growth in Q1, with GST and sales tax — key indicators of consumption — registering declines compared to the previous year. Overall, the state's own revenues grew just 3.47 per cent while total revenue receipts (including central funds) rose 6.14 per cent. 'Alarmingly, debt surged by 15.61 per cent in just three months, exposing excessive reliance on borrowing,' he added. The low or negative growth in multiple revenue categories signals a loss of economic buoyancy. Without corrective measures, Andhra Pradesh's financial health risks further deterioration, jeopardising development and welfare initiatives, Jagan Mohan Reddy said. West Bengal demands to see bank statements of aided colleges; institutions see move as blow to autonomy
West Bengal has asked all State Government-aided colleges — about 450 of them — to provide their bank account and fixed deposit details, a move that has not gone down well with those institutions which fear that their money will now be taken away. 'The Finance Department has introduced Fund Information System (FIS) portal from financial year 2025-26 and it is mandatory to provide bank account details and FD details to get any financial assistance from the State Government,' said a communication from the Department of Higher Education circulated earlier this week. The colleges are not uncomfortable with the tone of the letter, that sharing account details was necessary in order to receive financial assistance from the State Government, something that they feel is an attack on their autonomy. 'The State Government is reducing the funds for education in all sectors. Recruitment of teachers has been halted. Research funds are crunched. Universities are autonomous bodies that have raised resources for a long time through their research, advocacy and industry-institute partnership programmes. This move is just to siphon off these resources to the government for no reason. This is an attack on financial and academic autonomy of state educational institutions. This will further deprive the students, who are already suffering from delayed admission and lack of funds,' said Ishita Mukhopadhyay, a well-known professor of economics at the University of Calcutta, adding that several teachers' associations had already expressed their anger against the move. An Associate Orofessor with a Kolkata college who did not want to be identified said: 'The State Government is already taking half of the total tuition fees collected in a year. This notification makes us believe that the corpus fund of colleges in form of fixed deposits and bank balances can be taken away by. The colleges need such funds for various development projects like construction of new buildings, renovation and repair, extensions of existing buildings, conduct of events, particularly when the UGC hardly extends any financial help like it did before till the 12th Plan.'
