No plans for AI law yet, AIGE currently in use, says science minister
IPOH (May 3): Science, Technology and Innovation Minister Chang Lih Kang said there are no plans yet to draft laws addressing the misuse of artificial intelligence (AI) technology, but the National Guidelines on Artificial Intelligence Governance and Ethics (AIGE) are being utilised as a reference to regulate its use.
He said the ministry had held consultations with industry players regarding the implementation of AIGE, and all parties involved have agreed to adhere to the guidelines.
'There is no clear time frame yet (for an AI law), but that is our eventual goal… so that this guideline (AIGE) can be enforced as law.
'In the meantime, existing laws such as the Communications and Multimedia Act and the Penal Code remain applicable,' he told reporters after officiating the Perak Ignite Entrepreneur Summit 2025 at SMK Yuk Choy here today.
Previously, the media reported that National Anti-Financial Crime Centre (NFCC) deputy director-general Ahmad Sazilee Abdul Khairi said that scammers are exploiting the rapid advancement of AI technology to make significant profits.
He emphasised the importance of the public staying informed and being vigilant against fraud syndicates using AI-generated content to deceive people.

Amendments To Whistleblower Protection Act A Major Reform
KUALA LUMPUR, July 22 (Bernama) -- The bill to amend the Whistleblower Protection Act 2010 (WPA) (Act 711), passed in the Dewan Rakyat today, is a major amendment that will boost the effectiveness of the Act. Bangi MP Syahredzan Johan said the WPA was passed in 2010 to provide protection to whistleblowers, but there are several flaws in the Act that severely hampered its effectiveness. 'One major flaw in the Act is that the disclosure made must not be prohibited by any written law. This is found in a proviso in Section 6(1) of the Act. 'Thus, the disclosure of matters covered by the Official Secrets Act 1972, for example, would not attract protection under the Act. 'Consider the offence under Section 203A of the Penal Code of 'disclosure of information'. Under the section, a person who discloses any information or matter which he has obtained in the performance of his duties, or the exercise of his functions under any written law, commits an offence,' he said in a Facebook post today. For example, he said if an individual uncovers improper conduct in a ministry, but that information is classified by the Official Secrets Act (OSA), even if he discloses it to an enforcement agency, he will not be accorded protection under the WPA. Syahredzan said laws such as the OSA and Section 203A of the Penal Code resulted in many whistleblowers and potential whistleblowers not falling under the ambit of protection within the WPA. 'With the amendment today, such disclosures are no longer disqualified. The proviso in Section 6(1) will be removed. In other words, even if the improper conduct is contained in a document classified under the OSA, the whistleblower can still be protected,' he said. He further said that if this bill becomes law after going through the Dewan Negara and the rest of the legislative process, a whistleblower will be protected even though the disclosure is prohibited by law.

Malaysia's Financial Fundamentals Draw IMF Praise
REGION - SARAWAK > NEWS KUALA LUMPUR, July 23 (Bernama) -- Malaysia's financial strength and market flexibility support resilience against external shocks and capital outflows, according to the International Monetary Fund (IMF). These factors, including Malaysia's strong balance sheet, position the country well to navigate global financial volatility without major disruption, the IMF stated in its 2025 External Sector Report, released in Washington on Monday. The IMF said that Malaysia's net international investment position (NIIP) is expected to increase over the medium term, supported by projected current account surpluses. bootstrap slideshow 'Malaysia's NIIP has averaged about 2.6 per cent of gross domestic product (GDP) over the last decade, increasing to 5.4 per cent at the end of 2023, supported by strong current account surpluses during the pandemic that helped increase reserve assets,' said IMF. It highlighted that the NIIP then declined to -0.6 per cent of GDP at the end of last year because of an increase indirect and portfolio investment liabilities. At the same time, total external debt increased to 69.7 per cent of GDP at the end of 2024, compared to 68 per cent at the end of 2023, and remains manageable. One-third of the external debt is denominated in ringgit, which means it is not subject to valuation risks, the IMF noted. Additionally, short-term external debt, making up 42.8 per cent of the total external debt, is considered manageable. The IMF said this is primarily because most of it consists of intragroup borrowing among banks and corporations — an arrangement that tends to be stable — or trade credits that are backed by export earnings. It emphasised that Malaysia's external position in 2024 was assessed to be moderately stronger than the level implied by medium-term fundamentals and desirable policies. After falling in 2023 amid a challenging external environment, the country's current account surplus fell slightly in 2024, as higher intermediate and capital goods imports outweighed higher exports due to an upturn in the global semiconductor cycle, it added.
