Penang to table raw water management bill this month

GEORGE TOWN: The Penang government will table a bill on raw water resource management at the upcoming State Legislative Assembly sitting scheduled for this month, said Chief Minister Chow Kon Yeow.
He said the bill will form the foundation for a new water management enactment aimed at strengthening governance and regulatory control over raw water resources in the state.
He said under the enactment, a board will be established and granted full authority, including enforcement powers, issuing licences and permits, and approving applications related to water abstraction activities according to set conditions.
'Currently, the Penang Water Regulatory Division (BKSA) only performs limited functions related to raw water management and does not have enforcement or prosecutorial powers.
'Therefore, we believe it is time for Penang to have a dedicated enactment for raw water management. The board will take over BKSA's responsibilities and be granted legal authority to act against any violations under the proposed enactment,' he told reporters after officiating at the World Water Day celebration at the Air Itam Dam here today.
Chow said the establishment of the board is expected to ensure a more sustainable, efficient and legally grounded raw water management system for the future of Penang.
State Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari had earlier announced that the Penang state executive council had, in principle, approved the proposal to upgrade BKSA to the Penang Water Resources Board on Sept 25, 2024.
On a related matter, Chow said the state government is still awaiting a letter from the Perak government to initiate negotiations on the Perak-Penang Water Project.
He said the state also noted that a joint venture company between the Perak State Development Corporation and GAMUDA has been formed to implement the project on the Perak side.
'We are now just waiting to begin negotiations (with Perak) on the tariff, volume of water to be channelled to Penang, terms, duration of the concession, and so on. That (letter) is what we are waiting for to enable both states to begin discussions,' he said.
On March 14, Prime Minister Datuk Seri Anwar Ibrahim said planning for the project to channel raw water from Sungai Perak to the Bukit Merah Dam - partly to support the Kerian Integrated Green Industrial Park and supply treated water to Penang - is now in its final stages.

KOTA BARU: The Kelantan government is taking steps to strengthen the Islamic Family Law Enactment to address cases involving forged divorce and death certificates used by couples seeking marriage in southern Thailand. State Islamic Development, Dakwah, Information and Regional Relations Committee chairman Mohd Asri Mat Daud said the proposed amendments would be tabled at the next State Legislative Assembly sitting. "This will be presented during the next State Legislative Assembly sitting, where full details will be revealed," he said. He acknowledged that there have been cases involving couples from Kelantan using fake divorce and death certificates to get married in neighbouring Thailand. He added that all individuals involved have been issued compounds by the state religious department. "The Kelantan Religious Department was contacted by its counterparts in southern Thailand, who raised concerns about the matter. "It's not just about Kelantan couples trying to deceive religious officers there to get married, but also involves cross-border marriage syndicates using fake documents for marriage purposes," he said. Asri said state religious officials have adopted a practical approach in handling such cases. "We don't want to create further complications or cause hardship for the children born from these marriages. "So, the department has opted to issue compounds instead," he said. He assured that the issue of forged marriage documents, whether involving syndicates or couples from Kelantan, remains under control and is not considered alarming. It was reported yesterday that the Narathiwat Islamic Religious Council had uncovered several cases involving Malaysian women attempting to deceive its religious officers by submitting forged divorce or death certificates in order to marry new Malaysian partners in southern Thailand. Council deputy president Abdul Aziz Che Mamat said such cases had been detected over the past few years, with most of those involved hailing from Kelantan.

SEREMBAN: A total of 394 out of 426 MyKiosk units in Negri Sembilan have been taken up, with each costing between RM15,000 and RM25,000 depending on the specifications, facilities and equipment, the State Legislative Assembly was told today. According to State Local Government Development, Housing and Transport Committee chairman J. Arul Kumar, Seremban had the highest number of units with 130, followed by Kuala Pilah (68), Tampin (58), Jempol (50), Rembau (47), Jelebu (38) and Port Dickson (35). "The remaining MyKiosk units have not been taken up due to unsuitable locations. That is why I have asked the relevant local authorities to relocate them to more appropriate areas so that traders can use them. "However, of the 394 units taken up, there are still some (traders) who have yet to start their businesses. So, we are asking the local authorities to take back those units and give them to those who want to run a business," he said. He said this in response to a question from Mohamad Hanifah Abu Baker (PN-Labu) regarding the number of MyKiosk units available in Negri Sembilan and the cost per unit. Responding to a supplementary question from Datuk Saiful Yazan Sulaiman (BN–Johol), who asked whether the state government intended to redesign the MyKiosk units to reflect state or local identity, Arul Kumar said the current design followed national standards. "We may consider the proposal in the future, possibly by incorporating elements of the local identity or making slight changes to reflect our own," he said.

He added that some traders who secured units have yet to start operations. Authorities will reclaim these units and reallocate them to interested entrepreneurs.
