
Wealthy consumers upped their spending last quarter, while the rest of America is cutting back
Lower-income earners are reining in their transactions to focus on essentials, while the wealthy continue to spend freely on perks including dining out and luxury travel, according to first-quarter results from U.S. credit card lenders.
As anxiety from the opening salvos of President Donald Trump's trade policies rippled through the country in recent months, investors and economists have wondered whether declines in consumer sentiment would spill into the real economy. There are some early signs of stress among those who are already more economically vulnerable.
For instance, at Synchrony, which provides store cards for retail brands including Lowe's and T.J. Maxx, spending fell 4% in the first three months of the year, the company said last week.
That compares to a 6% spending jump at American Express and a similar rise at JPMorgan Chase, both of which cater to wealthier users with higher credit scores than Synchrony. AmEx said its customers spent 7% more on dining and 11% more on first class and business class airfare than a year earlier.
While the "consumer is still in pretty good shape" overall, they are "being selective around how they spend," Synchrony CEO Brian Doubles told analysts on April 22.
Lower-income card users in particular "started tapering their spend about a year ago," pulling back on discretionary and big ticket expenses as inflation ate into their buying power, Doubles said.
More Americans were already falling into debt while using their credit cards in the fourth quarter. The share of credit card users making only minimum monthly payments rose to 11.1%, the highest level in 12 years, according Federal Reserve Bank of Philadelphia data released this month.
But so far, credit card lenders catering to wealthier customers have been insulated from concerns about how tariffs, inflation and a possible recession later this year could impact consumer spending.
"It's fair to say that the high end has held up better, and the low end has pulled back more," Brian Foran, a Truist analyst covering banks, said in an email. "It's been a common theme both speaking to credit card companies, and hearing from most of my colleagues covering consumer and retail."
The split was also visible at Citigroup, a major player in the credit industry. While spending in the division that provides cards for retailers fell 5% in the quarter, plastic that carries the bank's own brand — a cohort with higher credit scores — saw spending rise 3%.
Both Citigroup and Bread Financial, another provider of store and co-branded cards like Synchrony, said that consumer behavior shifted toward essentials and away from travel and entertainment on concern that tariffs would raise prices for some goods.
The dynamic boosts spending now, but it could mean weaker demand in the future.
"Consumers are buying more electronics, home furnishing, auto parts," Bread CFO Perry Beberman said last week.
People are "trying to figure out, are they still going to buy that big TV or are they going to make some other choices if inflation comes through at some of the rates they could," Beberman said. "That's the real wildcard here."

By Trevor Hunnicutt and Jeff Mason WASHINGTON (Reuters) -As U.S. President Donald Trump worked to pass his signature spending bill, he blended charm and threats, bestowed gifts and bellowed frustration to bend Congress to his will. In the end, after days of intense behind-the-scenes pressure from the White House, Congress proved no match for a president at the peak of his power. Trump secured the biggest legislative victory of his second term in office on Thursday when the House of Representatives passed his sweeping tax-cut and spending bill, sending it to the Republican president for his signature by his dictated deadline of Friday's Independence Day holiday. The measure will give Trump billions of dollars and new legal avenues to press forward with his domestic agenda, ramping up migrant deportations and cutting taxes while rolling back health benefits and food assistance. One-by-one, major U.S. institutions from the Supreme Court, law firms, universities, media outlets and beyond have given way for Trump to push the bounds of presidential authority in his first five months in office. With its narrow passage of Trump's self-styled "big, beautiful bill," Congress, too, delivered the president a victory that will further extend his power. "There's no question that it's a capstone to what has been a very strong last few weeks for President Trump,' said Lanhee Chen, a fellow at the Hoover Institution, a think tank, and a former adviser to Republicans Mitt Romney and Marco Rubio. In acceding to Trump's wishes, Republican lawmakers pushed past their non-partisan budget office and Senate parliamentarian, mega-donor Elon Musk, bond market fears about U.S. debt and their personal doubts about whether the bill's benefit cuts could shorten their constituents' lives or their own political futures. Nonpartisan forecasters say the legislation will add $3.4 trillion to the nation's $36.2 trillion in debt, a prediction many Republicans contend overlooks future economic growth from business tax cuts. The bill isn't popular with many Americans: 49% oppose the legislation, while only 29% favor it, according to recent polling by the nonpartisan Pew Research Center. Pew said majorities expressed concern that the legislation would raise the budget deficit and hurt lower-income people while benefiting the wealthy. The White House disputed the polling data, insisting that internal polls across the country had found great support for many specific provisions of the law. Republican voters do want Trump to rule with little interference from lawmakers. Some 64% of Republicans polled by Reuters/Ipsos in June agreed with a statement that the country needs a strong president who can rule without too much interference from Congress or the courts. Only 13% of Democrats agreed. "It's the rare piece of legislation that can both at the same time be a big victory for one side but also present some political traps for that same victorious side," Chen said. GIFTS, GOLF AND GOADING Trump spent recent days wooing small groups of Republican lawmakers from the Senate and House who stopped by the Oval Office or his Sterling, Virginia, golf course. He handed out branded merchandise and encouraged them not to give Democrats the satisfaction of handing Trump a major defeat, according to people familiar with the outreach. He vented frustration, privately and then publicly, at the idea that Republicans might break ranks. 'FOR REPUBLICANS, THIS SHOULD BE AN EASY YES VOTE,' Trump posted on Truth Social after midnight Thursday as the bill struggled to gain sufficient votes to clear a procedural hurdle. 'RIDICULOUS!!!' A senior White House official told reporters after the final vote on Thursday that Trump was deeply involved in the production of the legislation, going over it line-by-line with senior advisers including Treasury Secretary Scott Bessent and working through "endless" late-night phone calls with members of Congress. Trump started working the phones at 5:30 a.m. on Thursday in the run-up to the vote, leveraging relationships built during dinners and engagements at the White House and at his Florida estate in Palm Beach, the official said. Ultimately, only two House Republicans ended up joining Democrats to vote against the bill. Hyma Moore, a Democratic strategist, said Trump will pay little long-term political price for pushing an unpopular bill because he is a term-limited president. Republicans seeking future office may have to deal with the consequences, however. Deep cuts to Medicaid and food assistance along with growing U.S. government debt are certain to figure in the 2026 midterm elections, when Democrats hope to take advantage of the longstanding tendency of voters to hand the opposition party more control of Congress. Two Republicans, Representative Don Bacon of Nebraska and Senator Thom Tillis of North Carolina, have already announced their retirements in recent days after clashing with Trump, potentially giving Democrats an easier path to pick up those seats. "He's a lame duck, there's not much of a price he can pay at this point,' Moore said of Trump. 'Next step is more GOP (Republican) in-fighting as the primaries shape up.' While Republican lawmakers in tough districts fight to keep their jobs, the bill they just passed will empower Trump to govern as freely as ever.

Trump's Defiance of TikTok Ban Prompted Immunity Promises to 10 Tech Companies

Photograph:US attorney general Pam Bondi has told at least 10 tech companies, including Apple, Microsoft, Amazon, and Google, that they have 'incurred no liability' for supporting TikTok despite the federal ban on providing services to the popular video-sharing app, according to letters disclosed on Thursday. Under orders from President Donald Trump, Bondi has refused to enforce a law passed by Congress last year that classifies TikTok as a national security risk because of its ties to China and bars companies from distributing the app to US consumers. TikTok can dodge the ban by reducing the ownership Chinese entities have in its US operations, and Trump has described those negotiations as ongoing. But constitutional experts have questioned the legality of executive orders by Trump that delay enforcement of the ban as those sales talks drag out. Early this year, TikTok disappeared from the US app stores of Apple and Google after the ban went into effect. But despite the law still being on the books, TikTok returned to the stores after just a 26-day hiatus. Several media outlets reported at the time that Bondi had written to Apple and Google promising they would not face prosecution. But the letters had not been publicly disclosed until Thursday. Silicon Valley software engineer Tony Tan had sought the letters under the Freedom of Information Act. The Department of Justice initially claimed it did not have records matching Tan's request. He sued the department, which ended up releasing several letters to him on Thursday. A Justice Department spokesperson did not immediately respond to a request for comment. The disclosures show the first letters were dated January 30 and sent to four companies—Microsoft, Google, Apple, and content delivery network provider Fastly. 'Google has committed no violation of the Act and Google has incurred no liability under the Act during the Covered Period,' then-acting attorney general James McHenry wrote. 'Google may continue to provide services to TikTok as contemplated by the Executive Order without violating the Act, and without incurring any legal liability.' Bondi took over as attorney general in early February, and days later Google and Apple separately wrote to her, according to the released documents. In responses dated February 11, Bondi wrote that 'the Department of Justice is also irrevocably relinquishing any claims the United States might have had against' the companies for violating the TikTok ban. After Microsoft inquired, it also received on March 10 a letter 'irrevocably relinquishing any claims.' Similar language was included in letters dated March 10 to Amazon, data center company Digital Realty, and cell phone service giant T-Mobile. In early April, Trump extended the negotiating window for a TikTok sale and further delayed enforcement of the ban. That led to a round of 10 letters on April 5, including to content delivery provider Akamai, cloud vendor Oracle, and TV maker LG. Among those letters, only the ones to Apple and Google mentioned the 'irrevocably relinquishing' vow. But three days later, Bondi sent a new version to Microsoft including the language. Microsoft and the other nine companies didn't immediately respond to requests for comment. Tan, who obtained the letters, last month filed a lawsuit against Google parent company Alphabet accusing it of withholding information about its decision to continue distributing TikTok on its Play store. (Google previously declined to comment to WIRED on the suit.) He worries that the promises from Bondi are non-binding, and that Trump or a future president could end up prosecuting tech companies that are currently supporting TikTok. Google could face billions of dollars in fines if found in violation of the ban.
