Social media accountability is the dominant global sentiment and India 'will be happy to change the legal framework' if a political and public consensus evolves, Ashwini Vaishnaw , minister for railways , electronics & IT, and I&B, said at an ET Roundtable in New Delhi. The country is creating a sustainable local electronics supply chain in a methodical manner, he added, dismissing concerns over China recalling its engineers from Foxconn facilities here. He also said the govt plans to operate 1,000 new trains in 5 years and has set a target to roll out commercial bullet train operations by 2027.Edited excerpts:We are developing our own capabilities in a very sustained way. The real skill level comes primarily from the mechanical part, glass part, and the overall fitting part. We have already in the last three to four years, taken conscious efforts to develop those capabilities. Almost 1,000 parts go into a mobile phone–we have developed suppliers for a large number of those parts. The electronics component scheme is going to complement many other parts that go into a mobile phone and other electronic items. So overall, that ecosystem is getting developed very well. There will be challenges in every growth path, but we have the confidence that we will be able to sustain growth.Support is coming from Taiwan, the US, South Korea and from our own engineers and from other places. The capabilities today we have in our own country are significant, especially design capabilities. So, we will be able to sustain our growth.First, let the PLI be over. We are talking to the industry to understand their further requirements and what support they need. They are happy with the electronics component manufacturing scheme, because that brings big support to their final finished products manufacturing.I totally disagree. Our approach was calibrated and measured, and the world sees India as a responsible power. India gained the moral high ground in Operation Sindoor because we focused on attacking terror successfully. The world sees India as a very responsible country that is economically rising and has a strong moral anchor. Our Prime Minister's foreign policy doctrine was widely appreciated.Every digital technology minister in the world, be it during G20, or during bilaterals, each one of them thinks that we should have more responsibility on the social media platforms, because platforms are today no longer the way they were conceived to be. They are using their own algorithms. They are modifying content, they are moderating content, which means they are working in the way the traditional media used to work by having the editorial checks and balances. We must also develop that consensus. The parliamentary committee on IT has also held many discussions. There is good consensus among members from all parties who believe that, yes, the social media must take more responsibility for the content they are publishing. I believe consensus building exercise is going on well so far. If there is consensus across the political spectrum and among the common people, we will be happy to change our legal framework. We must make sure that the impact on society is more on the positive side, and we should be able to reduce the harm which comes from them. Of course, the print media has the maximum credibility among all mediums, right now.I'm very clear on this. We, in our country, are run by a Constitution. Within the ambit of the Constitution, we have a legal structure which are laws passed by Parliament. Every person, every company, every firm, every social media platform must comply with our laws when they are operating in our country. As simple as that.Our country is resilient. In the sectors under my responsibility–In Railways: We are progressing very well, and in another five years, we will be a major exporter. In electronics: there has been a huge progress in the last 10 years, growing at 20% CAGR, with deepening and broadening value chains and more design happening in India. In information and broadcasting: We are capturing the changes through the 'WAVES' platform, which supports the industry with new tools and ways of working.The world has enough opportunities for all, and we should continue on the path we have set for ourselves.The highest value addition in any one country is 38%. They (China) have done it for over 30 years. We have crossed 20% within six to seven years. We are on the path to cross 30% in two to three years. Reaching 38% within the next five years is a very reasonable target. A large part of that value comes from semiconductors, and we have taken the items which go into precision electronics and selected them. Our Assam plant will be supplying every telecom manufacturer in the world, Micron in Gujarat will be supplying memory chips to practically every manufacturer, power electronics will come from CG plant etc.We must look at it from the perspective of what our country has been attempting since the 1960s. Finally, PM (Narendra) Modiji's period is when we achieved a good breakthrough. If you talk to the semicon industry, you see an enormous difference in the way they perceive India now. Most believe India will be among the top five semiconductor nations in five years. The first reason is that India has strong design capabilities. Close to 30% of the global design work is happening here. Up to three nanometer chips are designed here. And another firm is working on getting the two nanometer design. The second is our focus on developing the ecosystem, and the third is focus on talent.The PM has focused on railways in the last 11 years. Historically, there was very little investment over 50-60 years. This has changed now. The three major bottlenecks of capacity, technology and investment have been addressed.Around 28% of capital expenditure target for the current fiscal has been achieved in the first quarter. Investment in the Railways increased tenfold–from Rs 25,000-28,000 crore before 2014, to Rs 2.52 lakh crore now. Another Rs 20,000 crore comes from the private sector and public private partnerships (PPP).There was a massive jump of 90 mt cargo loading in 2022-23. The incremental jumps cannot be as large. Indian Railways aims to improve coal carrying ability. Locations where more track capacity is needed have been identified ahead of power plant commissioning. This collaborative planning happens between four to five ministries under PM Gati Shakti master framework.Railways has seen a tenfold increase in investment, now reaching about `2.5 lakh crore from the budget, with an additional `20,000 crore from private and PPP partners. Over the last 11 years, 35,000 km of tracks have been added, which is equivalent to Germany's entire rail network. In one year alone, 5,300 km were added...The pace of capacity addition for tracks, signalling, and rolling stock has been remarkable, with 30,000 wagons and 1,500 locomotives being added annually. This locomotive production surpasses the combined output of North America and Europe. These enhancements have ensured sufficient capacity.Railways offer logistics at less than half the cost of highways per tonne per km. It is 95% more environment friendly compared to highway-based logistics. The Railways' share in cargo handling increased from 26% to 29% in the last 11 years, with a strategic goal to exceed 30% and then reach 35%.Around 2,000 general coaches have been added in the last two years, ensuring affordable transport for lower-income groups. New trains like Amrit Bharat (with 22 coaches, including sleeper and general) and Namo Bharat (for short-distance travel, with 50 units planned for annual manufacturing) have been introduced. The rail fares are lower than in neighbouring countries like Pakistan and Bangladesh. In the last 10 years, there's been an 80% reduction in accidents–from around 170 a year to 30. Derailments have fallen below 50, a stark contrast to 1,200 annually in the US. Efforts are focused on improving systems, track points and signalling equipment, with daily safety reviews.Commercial operations for the bullet train are slated for 2027, with the first prototype expected to run in 2026. Japanese experts are assisting with the design of initial network, and two IITs (Madras and Roorkee) are involved in the project's technological and research aspects. Unique components, such as 40-meter girders, are being made domestically and even exported, after initial imports. For existing lines, 70,000 km of tracks have been upgraded. The goal is to standardise train speeds at 130 kmph nationwide, with some sections upgraded to 160 kmph. Currently, 40% of the network can support 130 kmph. Ten significant bottlenecks have been identified through the PM Gati Shakti for targeted capacity enhancements.Railways is a highly complex system where six distinct systems—track, signalling, electrical, rolling stock, station, and operating systems—must synchronise for safe train movement. Lessons from countries like the UK and Germany, which had to reverse privatisation policies multiple times, inform India's strategy. The preferred model, akin to Japan and Switzerland, emphasises an integrated approach where partners contribute within a unified system. The focus is on professional management to boost capacity, integrate advanced technology and ensure safety.Whenever technological changes have happened, the government's focus, as policymakers, has to be on preparing the workforce for those changes. We are doing this with the IndiaAI Mission, similar to what we did with 5G and the India Semiconductor Mission . We are preparing students in all fields—not just engineers, but also those in creative arts, media, pharma, agriculture, and history—by bringing the IndiaAI Mission to colleges. We are working so that the talent required for AI-based economy (is ready), we should be biggest repository of (AI) talent In the entire world.We must get into every machine, every component. We must go into every part of it and start manufacturing them. Today, there are three laptops in my room. They are as good or better than any other manufactured product, they are 100% designed and manufactured in India–tools, the dyes which go into that, the machines which make the dyes, and the tools which are required to make those machines. It's that level of depth we have to go into every product.I would not like to comment on it. We must grow in a sustained way, and we have to develop our supply chain in a very methodical way. We have a programme for semiconductors, for electronics components. The supply chain partners have come up the value chain in the case of mechanical and high precision items. That process is going on in a very systematic way. That will continue.De-risking is learning the skills and making it here and developing our own supply chain, which is what we are doing. The response to the electronics component manufacturing scheme is good. More than 100 registrations have already happened, and close to 80% of them are MSMEs.I do not subscribe to this idea. I believe very strongly, and so does the entire industry, that we have the inherent capabilities to help us grow sustainably and help us deepen our supply chain. It is just a question of going in a methodical way.The percentage of total rare earths deposits in India is 23-24%. We should be capable of mining and processing it now. We are already working with some firms which originally gave technology to other countries. We have set up the first interim processing unit in Andhra Pradesh for rare earths. They have mastered the process already. In a few years, that dependence also will not be there.

The govt has over the past few years allowed the armed forces to procure arms and ammunition through the 'emergency' route. Post-Operation Sindoor, it cleared a range of acquisitions for the armed forces. The armed forces have consistently complained, often publicly, about acquisitions being delayed because of the rigid approach of the bureaucracy and auditors. Rajnath called on DAD to evolve from a 'controller' to a 'facilitator' in sync with increasing participation of the private sector in defence. He praised DAD's new motto 'Alert, Agile, Adaptive' and noted that these are not mere words, but a reflection of the work culture required in today's rapidly evolving defence environment. 'Whether it's stepping up equipment production or adapting financial processes, we must be ready with innovative techniques and responsive systems at all times,' the minister said. Citing the Stockholm International Peace Research Institute report, which said global military expenditure reached $2.7 trillion in 2024, Rajnath said, 'This opens up tremendous opportunities for India's indigenous defence industries.' The minister also said that gone were the days when expenditure in the defence sector was only considered necessary and never viewed as an economic catalyst. 'Now, it is being seen as a spending which has a multiplier impact on the economy,' he said. 'Earlier, there was no assessment of the economic impact of expenditure on security but things have changed now when investment in re-armament is rising exponentially. We need to pay special attention to defence economics,' he said. Singh said India, along with the rest of the world, is entering a new phase of re-armament, marked by capital-intensive investments in the defence sector. He called upon DAD to incorporate defence economics in their planning and assessments, including social impact analysis of R&D projects and dual-use technologies. Highlighting the increasing strategic and economic significance of the defence sector, Rajnath called for a shift in perception from defence spending as mere expenditure to an economic investment with multiplier impact. 'Until recently, defence budgets were not seen as part of the national economy. Today, they are growth drivers,' he said.

When tactical successes don't translate to peace
On June 13, Israel launched Operation Rising Lion with a spectacular attack targeting Iran's top military commanders and nuclear scientists. In the currently popular Indian parlance, it would be called ghar mein ghus ke maarna (roughly translated as 'hitting the enemy in his den') – a policy that has all along evoked admiration among a section of opinion in India and an urge to emulate in May, India had put up its best yet publicised performance of the above policy by launching Operation Sindoor targeting top symbols of Pakistan's brazen terror. Both attacks were followed by an aerial war. However, barring a key aspect examined at the end of this essay, the similarity between the two situations ends Israel has lived in a perennial state of conflict and spends around 9% of its GDP on defence. In contrast, India spends barely 2%, admittedly with a larger GDP, but also much larger security challenges. Second, there is no parallel between the two situations from the moral and international law angle. India's legitimate fight has been against Pakistan's attempts from its inception to change the territorial status quo and destabilise India through overt and covert warfare. On the other hand, Israel's policy, especially in respect of the Palestinians, has violated all norms of international Israel is up against militarily far weaker adversaries and at best a nuclear threshold state in Iran, but one that is no match for the technological superiority of the US-supplied Israeli war machine. India, on the other hand, faces two nuclear-armed neighbours. Pakistan's war machine is not much inferior to India's and its backer – China – possesses formidable military power. This imposes limitations on India's ability to the Israeli attacks, combined with the US bombardment of key nuclear facilities, caused considerable damage in Iran after its air defences were largely neutralised. The damage caused by India to Pakistan's military installations was no match. According to the information from official sources, India was able to neutralise Pakistan's air defences sufficiently to be able to successfully attack airbases in the early hours of May 10. Our official discourse also maintains that Pakistan was chastened enough by this stage to ask for a ceasefire. Why India did not press home this advantage remains unclear. In raising this aspect, I have in mind further degradation of Pakistan's war machine and not unrealistic expectations generated by our political and strategic discourse, such as taking back PoK or Haji Pir etc. that were voiced in the wake of the in the UN debates and voting on resolutions, Israel appears isolated. But it is militarily the most powerful country in its region and no longer faces any meaningful opposition from the Arab world. It enjoys solid US backing. Other Western countries may disagree with it on Palestine, but share its goal of preventing Iran from going contrast, we are now pretty much on our own in dealing with the security challenge from Pakistan. While there was widespread condemnation of the Pahalgam terror attack, no country named Pakistan as the perpetrator, and there were multiple calls for restraint from the international community wary of a wider war between two nuclear-armed countries. China's support for Pakistan was palpable during the conflict, and India's bugbear Field Marshal Asim Munir was the toast of the White House not too long China's iron brother Pakistan continues to be valuable to Washington too, albeit transactionally, because of its geographic location. Further, if we are aiming at reviving the level of international focus on terrorism that prevailed for a decade plus after 9/11, we may be in for disappointment. The global agenda has moved on. While robust deterrence and coercion are indispensable in dealing with Pakistan, the foregoing provides a reality check for those with the desire to emulate Israel..A measured over the years, Israel has notched up several brilliant tactical successes against its adversaries, but has no peace. The Palestinian problem continues to fester, and estimates of a setback to Iran's nuclear programme range from a few months to a few years. Most credible observers believe that only diplomacy can achieve its enduring capping. Israel has shunned diplomacy in dealing with its adversaries for several years now and has followed a policy, euphemistically described as mowing the grass, to degrade their military capabilities our case, notwithstanding the brilliant tactical success of Operation Sindoor, we are nowhere close to putting an end to Pakistan's terror, much less resolving our larger Pakistan problem. Pakistan's terror infrastructure is largely intact. Asim Munir's position has strengthened, at least for now. Following the Mumbai terror attack, we progressively abandoned bilateral diplomacy with Pakistan, castigating it for having failed to change the conduct of the Pakistani state. Pakistan's hardline posture under Asim Munir, combined with the justified anger of the Indian public at Pakistan's conduct and Pakistan's salience in our electoral politics, makes its resumption extremely security-centric approach over the last few years has also failed to achieve the above goal. But for want of any other instrumentality, we cannot afford to dilute it. Therefore, we too may be faced with the need to mow the grass periodically, albeit in a field strewn with nuclear weapons. Airport brings many takers for YXP industry plots, but few taking next step
1 2 3 Noida: Yamuna Expressway may have been the place no investor would want to miss as Noida International Airport began getting built in Jewar, but for all the bullish sentiment in the air, there's little to show on the ground. Despite the promise brought by the airport – which incidentally has missed its launch deadline and does not look like taking off before year-end, at least – industrialisation along Yamuna Expressway has largely remained on paper even though hundreds of plots have been allotted to domestic and foreign companies. Govt sees the Yamuna Expressway region (YXP) as a major investment hub, one of its headline projects being the proposed HCL-Foxconn semiconductor unit. Only a handful of units like Vivo, Avery Dennison, Surya Global Flexi Films and Bikanervala have completed construction and begun production. A few others have begun construction but vast stretches of the planned industrial zones, as of now, remain barren. CEO RK Singh has directed officials to seek construction plans from more than 1,200 companies that have executed lease deeds for industrial units and have got possession of land but are yet to start work. "It is not about confrontation but about dialogue," Singh said, adding his focus is to understand what is holding companies back and to address issues through improved infrastructure, so the planned projects materialise. Singh recently reviewed the Medical Devices Park in Sector 28, where infrastructure is ready, but only six companies have begun construction despite 89 plots being allotted and 46 lease deeds executed. Similarly, special focus will be given to the Electronics Manufacturing Cluster in Sector 10 and dedicated parks for toys, apparel, IT, data centres and semiconductors. YEIDA has allotted 3,041 industrial plots so far, issued lease plans to 2,297 allottees, signed lease deeds with 1,836, and handed over possession to 1,235. Over the past two years, more than 1,600 registries were executed — compared to just 30–35 annually before 2022 — spurred by the airport project. In Sector 29's Apparel Park, 81 plots have been allotted to date, 65 checklists issued, and lease deeds executed for 63. Of these, 47 allottees have taken possession. While construction is under way at 18 sites, officials noted that 14 maps have been approved, eight applications are pending and 15 are in process. In Sector 33's Toy Park, 139 plots have been allotted with over 74 registries completed. But most plots remain undeveloped. According to YEIDA, the registry process — slow until 2022 — has gained pace. However, industrial associations argue the sluggishness stems from land disputes with farmers, poor road connectivity, and gaps in infrastructure like power, sewer, and water supply. Rishabh Nigam, president of Yamuna Expressway Entrepreneurs Association, said, "Over 800 industrial plots were allotted in 2013, but even today, about 30% of the land is not under the authority's possession. The authority only started issuing checklists in 2022, nine years after allotment. The fault lies with the authority, not with entrepreneurs." So, while flagship projects like Vivo's 169-acre plant in Sector 24A have started production and brought belief about the potential of the region, broader industrialisation needs more groundwork. Singh stressed that the authority's focus will be on ensuring timely construction, job creation, and turning the Yamuna Expressway region into a vibrant industrial corridor. Fresh notices, the CEO added, will soon be issued urging companies to complete pending registries and start construction, with the aim of bringing momentum to the area. YEIDA norms stipulate a timeframe for initiating construction after the sublease, generally allowing four years for companies to complete construction and obtain functional certificates. With things picking up pace in recent months, officials said industrialisation should become visible in the next couple of years. HCL-Foxconn will set up a semiconductor unit on 48 acres in Sector 28, while TI Medical — a Murugappa Group-Premji Invest joint venture — has taken 11 acres in Medical Devices Park. Minda Corporation, in partnership with Korea's Daesung and India's Loconav, has secured 22 acres in Sector 24 for auto component manufacturing. Fuji Silvertech Concrete, an Indo-Japanese joint venture, will build a precast concrete unit in Sector 32, the first allotment under Uttar Pradesh's new FDI policy. Escorts and Kubota are also set to receive land for a major tractor manufacturing plant on 200 acres in Sector 10.
