Nilambur bypoll: arrangements in place for counting of votes on June 23
The strong room where the electronic voting machines are kept will be opened at 7.30 a.m. in the presence of the candidates' agents. The counting of votes will begin at 8 a.m., Chief Electoral Officer (CEO) Rathan U. Kelkar said here on Friday.
19 rounds
In all, 19 rounds of counting will be held across 14 tables. Five tables have been set up for counting the postal ballots, including the Electronically Transmitted Postal Ballot System, which will be counted first. The electronic votes will be counted next.
The votes will be counted in the presence of the Observer appointed by the Election Commission and the candidates or their agents. Micro observers and Assistant Returning Officers have been appointed to monitor the counting of votes.
75.27% turnout
The number of voter verifiable paper audit trail (VVPAT) slips in five selected booths will be compared with the votes in the EVMs there to ensure accuracy. As per the latest update from the CEO's office, Nilambur saw a voter turnout of 75.27%.
The EVMs used in the byelection are stored in a strong room at the Chungathara Marthoma Higher Secondary School under tight security.

Bihar SIR: Gopalganj sees largest dip in voters at over 15%, Seemanchal's Kishanganj & Purnia follow
According to the EC data, the draft electoral rolls based on the SIR exercise does not include over 65.6 lakh voters from 38 districts in Bihar. Out of this total dip of 65.6 lakh voters—the EC explained—more than 22 lakh had died, over 36 lakh have permanently shifted or were untraceable, and another seven lakh voters have enrolled as electors in multiple places. New Delhi: Gopalganj, Kishanganj and Purnia in Bihar saw the highest percentage of voter deletion in the draft rolls released by the Election Commission (EC) pursuant to its Special Intensive Revision (SIR) exercise. Data pertaining to the exercise shows that while Gopalganj saw a 15.01 percent dip in voters as compared to the numbers that it had on 24 June before the exercise began, Purnia saw a 12.08 percent deletion whereas it was 11.82 percent in Kishanganj. These are followed by Madhubani (10.44 percent) and Bhagalpur (10.19 percent). Two of these five districts with the highest percentage of voter deletions come under the Seemanchal region, which has the highest percentage of Muslim population in the eastern state. Among Bihar's districts, Kishanganj has the highest Muslim population (68 percent), and Purnia has about 38 percent Muslim population according to the 2001 Census. The Seemanchal region encompasses four districts of Araria, Kishanganj, Purnia and Katihar. Also referred to as the Kosi-Seemanchal area, it includes Saharsa, Supaul, and Madhepura along with the aforementioned 4 districts. A district-wise breakdown of the draft electoral roll revision, seen by ThePrint, shows that voters have been deleted at an average of 8.06percent per district. Out of these 7 districts, four—Kishanganj, Purnia, Katihar (8.27 percent) and Saharsa (9.46 percent)—saw deletions above the average percentage of deletions. The remaining three saw deletions below average: Araria (7.59 percent), Supaul (7.81 percent) and Madhepura (6.85 percent). While Patna district saw the highest dip with 3.95 lakh voters not included in the electoral draft roll, its percentage dip remained below average at 7.84 percent. The EC has clarified that claims, objections can be filed between 1 August and 1 September to add the name of any eligible elector, or to delete the name of any ineligible elector. 'All eligible electors are appealed to check their names in the draft list, and if their name does not exist in the list, they should fill and submit Form 6 along with the Declaration Form…As per SIR orders, NO NAME CAN BE DELETED from the draft Electoral Roll, by the concerned ERO/AERO without giving a hearing to the elector and subsequently passing a written order, which is appealable to the DM and the CEO,' it said in a press note on 1 August. The electoral roll exercise is under challenge before the Supreme Court, with pleas filed by several petitioners including Trinamool Congress (TMC) MP Mahua Moitra, Bharat Jodo Abhiyan national convener Yogendra Yadav, Rashtriya Janata Dal (RJD) MP Manoj Jha, and non-profit organisations Association for Democratic Reforms (ADR) and People's Union for Civil Liberties (PUCL). The petitioners have alleged that the exercise is arbitrary, and have also questioned the timeline as well as the timing of the exercise, with the Bihar elections set to take place later this year. Opposition to step up protest; BJP says SIR debate off-limits
The Opposition is gearing up to escalate its protest over the Special Intensive Revision (SIR) of electoral rolls in Bihar, following the release of the draft roll by the Election Commission. It is also planning to press for a discussion on the issue in both Houses of Parliament, which have remained stalled for the past two weeks, barring a 16-hour debate on Operation Sindoor. Parliamentary Affairs Minister Kiren Rijiju reiterated that a discussion on SIR cannot be allowed under parliamentary rules. "The government is ready to discuss any issue as per rules. But this is a process undertaken by a constitutional authority and it's not the first time it's being done," he said. Citing former Lok Sabha Speaker Balram Jakhar, he added, "What is not favoured by rules and convention cannot be discussed." He also asked who in the House would answer on behalf of the EC. Opposition leaders, however, remain firm. Rahul Gandhi, after a meeting with Speaker Om Birla, accused the EC of acting on behalf of the BJP. "Whoever in the Election Commission is involved in this exercise-from top to bottom-we will not spare you. You are working against India. This is no less than treason," he said. "Currently, members are submitting notices on a range of issues, but there is no consensus among them," a source said. Deputy Chairman Harivansh, addressing members in the Upper House on Thursday, urged them to use Question Hour and Zero Hour more productively. "This session provided opportunities for 120 questions, 120 Zero Hour submissions and 120 Special Mentions. But only 11 questions, three submissions and 17 mentions could be taken up. The House has lost 30 hours and six minutes of members' time-not government business time," he said.

CPI(ML) flags anomalies in voter list, seeks rectification
Patna: The CPI(ML) on Sunday submitted a complaint to the Election Commission in Delhi, highlighting several anomalies it has initially identified in the draft electoral rolls under the special intensive revision (SIR) exercise. These discrepancies relate to electors in six assembly constituencies – Bhore, Barachatti, Tarari, Aurangabad, Digha and Jehanabad. The party alleged irregularities such as the non-inclusion of eligible voters, duplicate entries under the same EPIC number, names listed at multiple locations with minor variations, removal of valid voters and inclusion of deceased people. In Jehanabad town's Jafarganj locality alone, the names of over 200 Muslim electors were deleted, it alleged. In Digha, CPI(ML) listed 10 deceased people allegedly still present on the draft roll with names and serial numbers provided. In Bhore, the names of two living persons — Kudrat Khan and Shailesh Prasad — were said to be missing, though officials claimed their names were included under different EPIC numbers. The party questioned, "We want to know as to how could the EPIC number change? Are they the same electors, or different ones?" In Barachatti's booth 305, the same EPIC number was reportedly assigned to two different women, prompting the party to ask, "How can it be possible?" In Tarari, multiple entries under altered names for the same individuals were flagged, such as Vinay Kumar Tiwari being listed thrice using variations of his name. In Aurangabad, several voters were found to have been removed from their original serial numbers and re-entered elsewhere, the party said.
