Supreme Court Bench headed by Justice Dhulia to hear Bihar electoral roll revision case on July 10
Over 10 petitions filed by Opposition leaders, activists, NGOs and lawyers have been listed before the Bench, which had agreed on Monday to urgently list the case on July 10.
Keep it simple: On Special Intensive Revision of Bihar's electoral rolls
The petitions listed for hearing, and challenging the SIR, include ones by Trinamool Congress MP Mahua Moitra, Congress leader K.C. Venugopal, Rashtriya Janata Dal MP Manoj Jha, activists Yogendra Yadav, Arshad Ajmal, NGOs Association for Democratic Reforms and People's Union for Civil Liberties. The court has also listed a petition filed by advocate Ashwini Kumar Upadhyay supporting the SIR.
The petitions have argued that an interim order from the apex court staying the June 24 notification announcing the SIR was necessary as crores of voters, drawn from the poor and marginalised sections of the society, were put on a tight leash to produce documents to prove their domicile or face the prospect of disenfranchisement.
The petitioners said the last date for submission of the enumeration forms was July 25. Applicants' names would not feature in the draft electoral roll to be published on August 1, 2025, if forms were not submitted in time.
The petitioners said the Election Commission must be made to explain the rationale behind the 'ill-timed and hasty' manner of conducting the SIR exercise in Bihar. Mr. Jha has argued that the decision was taken by the poll body without prior consultation with political parties and would be employed to 'justify aggressive and opaque revisions of electoral rolls that disproportionately target Muslim, Dalit and poor migrant communities'.
The petitioners contended that the SIR process violated the provisions of the Representation of the People Act, 1950 and Rule 21A of the Registration of Electors Rules, 1960. The petitioners variously argued that the SIR shifted the onus of being on the voters' list from the State to the citizens.
Mr. Upadhyay, on the other hand, voted for periodic conduct of SIRs of electoral rolls across the country.
'The demography of 200 districts and 1,500 tehsils has changed after Independence due to massive illegal infiltration, deceitful religious conversion and population explosion. Demography is destiny, and dozens of districts have already seen their destiny being shaped by those who are not Indians. It is the constitutional duty of the Centre, State and ECI to ensure that only genuine citizens, not foreigners, cast their vote in Parliamentary, State Assembly and Local Body elections. For this, Special Intensive Scrutiny of Electoral Rolls, from time to time, is necessary,' he contended.

No alliance at the top, but Congress, AAP discuss strategy ahead of Goa assembly session
Even though Aam Aadmi Party (AAP) leader Arvind Kejriwal has announced that there would be no alliance with the Congress, local leaders of the two parties have come together to coordinate the opposition's strategy ahead of the monsoon session of the Goa assembly. The session will be held from July 21 to August 8. Congress and AAP MLAs attended a meeting called by Leader of Opposition Yuri Alemao on July 15, while the leaders of other opposition parties including the Goa Forward Party and Revolutionary Goans Party remained absent. "I convened a meeting with the opposition MLAs, including AAP MLAs Venzy Viegas and Cruz Silva, and Congress's Carlos Alvares Ferreira and Altone D'Costa," Mr. Alemao said in a statement. The purpose was to draw up the opposition's strategy, he said. "The discussion was productive, with valuable inputs from MLAs Venzy Viegas, Carlos, Altone and Cruz on how to hold the BJP government accountable," said Mr. Alemao who belongs to the Congress. "We are united in our determination to protect Goa from the corrupt BJP government's clutches," he added. Congress MLAs have submitted over 750 Legislative Assembly Questions (LAQs) for the session, Mr. Alemao said. AAP Goa president Amit Palekar said to attend the meeting was the decision of the legislative wing of his party. The AAP and Congress have decided to demand accountability from the BJP government on the floor of the House, he said, adding that a collective strategy was decided for the sake of the people of Goa. In a joint statement issued on Tuesday (July 15, 2025), AAP MLAs Viegas and Silva said, "United we stand for Goa's justice. For meaningful change in the assembly, AAP and opposition parties must align their political and legislative wings. Common political discipline and collective action should happen."

₹2,569 cr. worth development works to be launched at Sadhana Samavesha in Mysuru on July 19
Development works worth ₹2,569 crore for Mysuru city will be inaugurated and foundation stones will be laid on July 19 during Sadhana Samavesha in Mysuru, said Minister in charge of Mysuru district H.C. Mahadevappa. Addressing a press conference after inspecting the arrangements at Maharaja College Grounds – the venue of the Samavesha - on Wednesday, Dr. Mahadevappa said Chief Minister Siddaramaiah will inaugurate the works that have already been implemented and lay foundation stones for the new ones. 'All put together, the total value of the works is ₹2,569 crore,' he said. These works are in addition to development projects worth ₹2,493 crore that were either inaugurated or for which foundation stones were laid in the six taluks, including H.D. Kote, T. Narasipur, and Periyapatna, a few months ago, the Minister added. 'The Opposition claims the State has no money for development. If that is the case, how are these works being taken up? I can provide documents on the projects implemented and the amount spent,' he asserted. Dr. Mahadevappa said no other government has brought such large-scale development, particularly to Mysuru city. 'It is Chief Minister Siddaramaiah who has sanctioned maximum funds for the region,' he maintained. Key projects listed for the launch and laying foundation stones include ₹502 crore for white-topping and other works under PWD; ₹419 crore for an irrigation project at Heggadanahalli; ₹408 crore for underground electricity cabling by CESC; ₹330 crore for UGD works under Mysuru City Corporation; ₹192 crore for the Unity Mall at the exhibition grounds (State is providing only land to the Centre for the work), and ₹100 crore for new facilities at Mysore Medical College. He said AICC president Mallikarjuna Kharge has been invited to the Samavesha. On expanding K.R. Hospital with sharp increase in patient load, Dr. Mahadevappa said vertical development is possible only if building bylaws are altered, since high-rise structures are not permitted in the vicinity of the palace. 'The bylaws are under consideration,' he replied. He also acknowledged the increasing patient load at Jayadeva Institute in Mysuru, attributing it to lifestyle changes leading to rising health issues. The expansion of the facility will also be looked into, he added. Former Minister and MLA Tanveer Sait, MLA K. Harish Gowda, Deputy Commissioner G. Lakshmikanth Reddy, Police Commissioner Seema Latkar, DCPs Sundar Raj and Bindu Rani, and local Congress leaders were present. Earlier, the Minister inspected the venue and spoke to the officials on the arrangements. Dr. Mahadevappa said nearly one lakh people are expected to attend the event.

Reduce number of voters per polling booth for local body elections: V.D. Satheesan
Leader of the Opposition V.D. Satheesan has urged the State Election Commission to urgently address issues related to polling booths before publishing the final voters' lists for the upcoming local body elections in Kerala. Mr. Satheesan placed the demands and apprehensions of the Congress-led United Democratic Front (UDF) regarding the arrangements for the elections at a meeting with A. Shajahan, State Election Commissioner and Chairman of the State Delimitation Commission, here on Wednesday. Mr. Satheesan urged the State Election Commission to come up practical solutions in the matter of the polling booths. The number of voters per booth needs to be revised from from 1,300 to 1,100 in the panchayats and from 1,600 to 1,300 in municipalities. Since each voter has to cast three votes, large numbers of voters per booth would create problems, Mr. Satheesan said. There are also complaints that, even after delimitation, voters would be forced to travel more than eight km to access polling booths. The Commission should make arrangements for multiple booths in such locations, he said. The UDF also demanded the Commission to rectify anomalies and guideline violations in the draft notifications on ward delimitation in local bodies.
