Performance of Secretaries in key depts under scrutiny
Hyderabad: After a virtual collapse in the administration in a few important wings in recent times, the performance of Secretaries of all the departments in the Telangana government is under scrutiny now. Newly-appointed Chief Secretary K Ramakrishna Rao has tightened the noose and set targets for all Secretaries asking them to come up with innovative approaches to implement schemes and mobilize financial resources to overcome the fund crunch in the state.
The Chief Secretary will also seek a status report on revenue generation and challenges facing in achieving the targets from the Secretaries of all revenue generating wings such as Commercial Taxes, Transport, Stamps & Registrations, Excise and Mining departments.
Soon after the Cabinet Sub-Committee on mobilization of revenue resources conducted a meeting and chalked out a plan to improve the efficiency of all revenue-generating wings on Monday, the Chief Secretary summoned the officials concerned and analysed the performance of the respective departments and the challenges encountered in achieving revenue targets, officials said.
Ramakrishna Rao, who headed the Finance wing for over 10 years and has expertise in generating revenues, is keen on enhancing the efficiency of every wing, particularly tax and non-tax revenue generating departments. 'The new Chief Secretary is leaving no stone unturned in achieving revenue targets by creating new avenues in every department. Though it is a Herculean task, the CS is preparing monthly wise targets and has asked the authorities to achieve them,' officials said, adding that the performance of the top officials in the key departments would be analyzed from time to time and the Chief Secretary would take a call on continuing the officials to head the same wing for a long time.
In a similar vein, the officials of all Welfare departments and those from Education, Health, Panchayat Raj, Municipal Administration, Agriculture, Housing, Civil Supplies, Tourism and Youth Advancement Departments have been asked to update the progress in the implementation of every scheme and development programme. Welfare schemes like 'Rajiv Yuva Vikasam', fine rice distribution, Indiramma housing, new ration cards and others will be reviewed regularly and the officials concerned will have to submit a report on the status of the implementation of each scheme. The Chief Secretary will issue requisite instructions if there are any challenges in implementing the schemes.

Hyderabad: The second meeting of the Chief Secretary-led official committees of Telangana and Andhra Pradesh will be held soon to resolve long-pending division of assets and bifurcation of institutions under the AP Reorganization Act, 2014. Following the Cabinet decision to expedite the process to mutually resolve the critical issues, Telangana Chief Secretary K Ramakrishna Rao began the process of convening the meeting within a month. The first such high-profile meeting was held at Amaravati in December. However, they failed to arrive at a consensus on the division of assets and institutions. Officials said that the Chief Secretary, who has been playing a key role all along, is seemingly focusing on resolving pending issues between the two states. 'The government is planning to hold the second meeting in Hyderabad. Chief Minister A Revanth Reddy and ministers reviewed the status of pending issues in the recently held Cabinet meeting and assigned the Chief Secretary the responsibility of speeding up a meeting with his AP counterpart', officials said. The two states have locked horns over the assets belonging to 23 corporations, including state finance corporation, and power generation and transmission corporations. Apart from the division of assets under Schedules 9 and 10 of the AP Reorganisation Act, pending electricity dues between the two states, inter-state employee transfers, and distribution of professional tax revenues remain unresolved for over a decade now. Sources pointed out that the issue related to Rs 8,000 crore left unallocated in the bank accounts of institutions under Schedules 9 and 10, is yet to be resolved. The ongoing disputes between the two states over power dues would figure prominently during the second meeting of the officials. Andhra Pradesh has been claiming that Rs 3,441 crore is still due for power it supplied to Telangana, while Telangana maintains that Andhra Pradesh owes Rs 17,828 crore to it. Andhra Pradesh will still have to pay Rs 12,940 crore even after adjusting dues to be paid by Telangana to it, Telangana officials contend.

Telangana Minister Konda Surekha calls for target-driven approach to implement Vanamahotsavam programme
HYDERABAD: Environment & Forests Minister Konda Surekha has called for a coordinated and target-driven approach to implement the Vanamahotsavam programme effectively across the state. Speaking during a video conference with district collectors, in the presence of Chief Secretary K Ramakrishna Rao, the minister highlighted the importance of identifying vacant government and community lands to carry out large-scale plantations. She directed all departments to actively participate in the programme and emphasised the need for each district to adopt a focused strategy. District collectors were asked to immediately convene meetings of the District Level Monitoring and Consultative Committees to finalise action plans in coordination with all line departments. Paryavaran competition for students launched Meanwhile, Surekha released the poster campaign for the 50-day National Students Paryavaran Competition at her Jubilee Hills residence. The campaign aims to involve students in basic environmental protection activities. Each student will plant and care for one tree, take a tree protection pledge, and tie a rakhi to trees under the Vriksha Rakshabandhan initiative. Trees can also be planted in memory of elders or freedom fighters.

HYDERABAD: Deputy chief minister Bhatti Vikramarka on Tuesday said the previous BRS govt skipped one crop season's Rythu Bandhu disbursement, which the Congress govt cleared after coming to power. Addressing a press conference at Gandhi Bhavan, Bhatti slammed BRS for questioning BC caste survey, despite failing to conduct one during its 10-year rule. He announced Rs 9,000 crore under Rajiv Yuva Vikasam to support unemployed youth, offering up to Rs 4 lakh in financial aid for self-employment.
