Elaborate arrangements for school reopening in Kerala
At a press conference here on Wednesday, the Minister said fitness certificate for school buildings from the local self-government concerned was mandatory.
School premises should be cleaned up with the support of parent-teacher associations, local self-government institutions, voluntary organisations or alumni to ensure safety and avoid any hazardous or risky situations. Schools should also ensure that their environment is conducive to studies by making them attractive.
Travel safety
Schools should ensure that students can travel safely from home to school and back. They should review precautions to ensure student safety when the children take public transport, school bus, or use private vehicles or water transport for travel, or cross road or railway lines.
The Minister said strict action would be taken if private buses did not allow students to board or did not halt at bus stops. Buses should stop for stipulated times at bus stops so that students get adequate time to board or get off the vehicles. If students were found travelling on footboard of buses, it should be brought to the attention of the authorities and action should be taken.
The guidelines of the Motor Vehicles department on the maximum number of students allowed on school buses and the fitness of the vehicle should be observed strictly. Steps should also be taken to hold discussions with authorities or associations concerned to ensure guidelines for safe travel on autorickshaws, taxis, vans, and private buses were being followed.
Behaviour of employees on buses used by students should be analysed and police clearance certificate taken for them.
Authorities should ensure curbs on heavy vehicles, especially goods vehicles, during the students' commuting time. The Minister said classes on substance abuse, vehicle use, preventing violence, personal hygiene, clean surroundings, lack of emotional control, damaging public property, legal awareness, health check-ups, mobile phone addiction, and social media addiction would be taken for two weeks from June 2 and for one week from July 18.
Mental health training
A four-day training would be held for Souhruda club coordinators in 1,680 government and aided higher secondary schools to improve students' mental health. Directions have been given to improve mentoring in schools, maintain constant contact with students, and maintain a diary on it.
Inauguration of awareness programme against suicides and a programme on exam fear would be launched at the State-level Pravesanolsavam in Alappuzha.
Hygiene of school kitchens and equipment and utensils used there should be ensured. It should be ensured that grains whose expiry period is over and other such provisions were not used. Health cards for cooking staff were a must. Midday meals should be given the day schools reopened, the Minister said.

MVD suspects fuel leak in Palakkad car explosion
KOCHI: The Motor Vehicles Department (MVD) suspects a fuel leakage as the cause of the shocking mishap in which a car exploded at Chittur in Palakkad on Friday evening when the ignition was turned on. A senior MVD official, who was part of the team that inspected the vehicle and prepared a preliminary report, said that the car was a Maruti-800, 2002 model, and registered in the name of the driver Elsy's husband Martin, who had passed away three months ago, and had remained unused since. Investigators suspect a fatal fuel leakage was at play. The MVD official explained that in cars manufactured after 2000 (MV-5 vehicles), petrol begins to flow to the engine as soon as the ignition key is turned. 'If any damage happens to the lines through which the petrol is injected, then fuel spillage will happen,' the official stated. 'As per our finding in the preliminary inspection, we suspect that fuel leakage might have happened even when the car was first started and taken out. There might have been some small spores [leaks], and the petrol might have spilled onto the start motor. When the lady turned off the car and alighted, the spilled fuel would have accumulated. Upon her return, when she tried to start the car again, the spark being produced at the start motor might have resulted in the fire. With the fuel continuing to flow to the engine, the flame got bigger and engulfed the car.' he added. The report added that the central locking system also got jammed because its wires quickly burnt, preventing the occupants from escaping the inferno. 'A detailed inquiry is on to find out the exact cause of the devastating fire,' the official added. On Friday, Elsy reportedly started the vehicle from its shed after nearly three months, parked it outside, and then returned to the house. After approximately half-an-hour, she came back to the car. While turning the ignition key, the car suddenly exploded and caught fire, which rapidly engulfed the vehicle, trapping Elsy and her three children inside. Locals quickly rushed to the spot, bravely breaking open the doors to rescue them. The children's grandmother, too, sustained burn injuries in her desperate attempt to pull them to safety.

Case of accident while offloading car turns legally complicated
The incident in which a premium car ran over a man while being offloaded from a trailer near the vehicle dealer's yard at Chalikkavattom here on June 22, 2025, has become legally complicated, even as it has been confirmed that human error and not machine defect caused the accident. The deceased was identified as Roshan Antony Xavier, 36, of Pandikudi in Mattancherry. Anshad, who was engaged to offload the vehicles from the trailer, was booked by the Palarivattom police for causing death by negligence and endangering life or personal safety through rash or negligent behaviour. The deceased, standing on the ramp of the trailer, was knocked by the vehicle, which was being driven out in reverse. The car also knocked down a few electric posts in the area before coming to a halt. The Motor Vehicles department (MVD) along with the city police on Thursday (June 26, 2025) conducted a test whereby the car involved in the accident was driven by an authorised driver of the dealer concerned to rule out machine defect. In fact, it was found that if repaired, it could be made road fit. Later, the accused in the case, who was summoned, could not satisfactorily explain the functionalities of the same model vehicle, substantiating the police charge of rash and negligent driving. 'The vehicle entailed only a marine cargo insurance, which is valid only till it is offloaded. Besides, a vehicle on the road should be covered by a trade certificate, temporary registration or permanent registration. The vehicle involved in the accident had none of these, making it a very legally complicated case,' said MVD sources. The vehicle only has Form 22, which is referred to as the vehicle's 'birth certificate.' It is only once the vehicle is inspected on being offloaded and an inspection certificate is drawn up does the vehicle gets added to the database of the manufacturing company. In this case, the accident took place even before the vehicle could be inspected. As things stand, the MVD has only initiated measures to suspend the driving licence of the accused. 'This is a very complicated case, and we need to explore how to take this forward. A report will be given to the police shortly,' said MVD sources.

ABVP protest march in Thiruvananthapuram turns violent
A protest march taken out by the Akhil Bharatiya Vidyarthi Parishad (ABVP) to the Thampanoor Police on Sunday (June 22, 2025) afternoon turned violent with the police deploying water cannon to disperse the protesters. The march was taken out in protest against an alleged assault on ABVP State secretary E.U. Eswaraprasad by Students Federation of India (SFI) activists on Saturday night. The ABVP accused the Thampanoor police of shielding the accused. The police had put up barricades a little away from the station. When the protesters tried to scale the barricades, the police deployed water cannon. The ABVP members destroyed the flags of the CITU put up at Thampanoor as part of the Headload Workers' State conference. The protesters were later arrested and removed. The State has been witnessing protests by the Bharatiya Janata Party, Rashtriya Swayamsevak Sangh and associated organisations against General Education Minister V. Sivankutty over his comments related to the Raj Bhavan's use of the image of a Bharat Mata holding a saffron flag in official events. Mr. Sivankutty said on Sunday that the protests by the BJP's youth and student groups were carried out on instructions of the Raj Bhavan. The ABVP announced a statewide education bandh on Monday over the alleged attack on its state secretary.
