South Africa: A fairer capital cost for emerging markets will be a boon for global economies

South Africa's 2025 presidency of the G20 comes at a moment of global instability. Volatility in financial markets, escalating geopolitical tensions, and chal- lenges to multilateralism have heightened the stakes for international cooperation. For South Africa, the first African nation to lead the G20, the challenge is immense – but so is the opportunity.
President Cyril Ramaphosa has pledged to use the G20 to elevate the development priorities of Africa and all lower middle income countries. Central to these pri- orities is the urgent need to address the prohibitively high cost of capital.
This is not merely a technical issue; it is a structural challenge that limits the ability of governments and businesses to invest in people, build resilience to cli- mate change and compete in the global economy. By tackling this issue head-on, South Africa has the potential to redefine the global financial architecture in ways that benefit not only Africa but the entire developing world.
A crisis rooted in inequity
In the decade leading up to 2022, Africa's debt stocks more than doubled, rising from $283bn to $655bn. Private creditors and multilateral institutions accounted for the largest increases in 2023, accounting for 38% and 35% of Africa's debt stocks respectively. In the same year China ac- counted for 12.4%.
This debt accumulation was a logical response to historically low interest rates and the continent's massive infrastructure needs. For many African nations, borrow- ing was not reckless but necessary.
However, the Covid-19 pandemic changed everything. As revenues from tourism and remittances collapsed, and government expenditures rose to man- age the health crisis, debt sustainability deteriorated. Meanwhile inflation, fuelled by excessive stimulus and global shocks such as the war in Ukraine, has further strained public finances. Central banks' rapid interest rate hikes – intended to stabilise inflation – have increased the cost of dollar-denominated debt, driving several nations to the brink of default.
Today, 23 out of 40 African nations as- sessed by the World Bank are at high risk of debt distress or are already in distress. Half of the $102bn in debt service paid by African countries in 2024 went to private creditors – and this debt has become ex- pensive. African countries pay an average premium of 500% on private loans com- pared to the rates offered by institutions like the World Bank.
In 2021 for $1bn in loans, Africa's lower middle income countries paid an average of 5.79% to private creditors and 1.16% to the World Bank, while upper middle income countries paid 5.92% to private creditors and 0.5% to the World Bank. This disparity has devastating consequences. Between 2016 and 2021, the excess inter- est costs associated with these premiums amounted to $56bn – funds that could have transformed health systems, im- proved infrastructure, or enhanced edu- cational opportunities.
Global implications
The high cost of capital in Africa is not just an African problem. It reflects structural challenges in global finance that limit the ability of developing countries to partici- pate fully in the global economy.
For example, African leaders have long argued that African countries face unfavourable credit ratings from agencies like Moody's, S&P Global and Fitch – ratings that fail to accurately reflect the region's economic potential or the resilience of its governments. While the agen- cies are making their methodology more transparent, more is needed.
Prudential regulations introduced to protect the banking system after the 2008 financial crisis – embodied in the Basel III framework – play a role in inhibiting private investment in emerging markets by increas- ing the requirements on investors' capital liquidity ratios, despite the fact that these investments pose no structural risk to the banking system.
And finally, a paucity of data and do- mestic regulations can increase these costs. By bringing together these disparate agendas, the G20 can lay out a roadmap for addressing these challenges across the various regulatory and market-based agendas that need reform.
South Africa's G20 leadership matters
As the premier forum for international economic cooperation, the G20 is unique- ly positioned to address the structural factors driving the high cost of capital. Representing 85% of global GDP, 75% of international trade, and 64% of the world's population, the G20 wields significant influence over global financial norms and practices.
President Ramaphosa has already out- lined an ambitious agenda, including pro- posing the establishment of a Cost of Capi- tal Commission. This would bring together experts from across the public and private sectors to address the root causes of high borrowing costs for developing countries. It would examine credit rating methodolo- gies, prudential regulations, and the data gaps that exacerbate risk perceptions.
This proposal builds on successful G20 finance initiatives, such as the Debt Ser- vice Suspension Initiative (DSSI) launched during the pandemic and an Independent Expert Group (IEG) that was commissioned by the Indian G20 presidency to address reform of the multilateral development banks. The Cost of Capital Commission could provide the technical expertise and political momentum needed to advance these solutions.
Building coalitions for change
South Africa is not alone in recognising the need for reform. Key G20 members, including Brazil, India and Indonesia, have emphasised similar priorities during their presidencies. The African Union, which now holds a permanent seat at the G20 table, also provides a critical platform for advancing African interests.
Moreover, informal coalitions such as the Bridgetown Initiative and the Paris Pact for People and Planet have already laid the groundwork for multilateral coopera- tion on financial reform.
By aligning its G20 agenda with these initiatives, South Africa can build a broad- based coalition of support, bridging divides between traditional powers like the G7 and emerging blocs such as BRICS.
This collaborative approach will be es-sential for managing the geopolitical ten- sions that often complicate G20 negotia- tions. At the same time, the legitimacy of the G20 framework – rooted in its diverse membership and economic clout – pro- vides a powerful mandate for action.
A global imperative
Addressing the high cost of capital is not just an African priority; it is a global im- perative. Emerging economies face an estimated $2.3trn to $2.5trn in annual financing needs to meet climate goals and achieve sustainable development by 2030. Without access to affordable capital, these goals will remain out of reach, ex- acerbating inequalities and undermining global stability. For advanced economies, the stakes are equally high. The economic health of emerging markets directly affects global trade, investment, and financial stability. By addressing the cost of capital, the G20 can unlock new opportunities for growth and innovation, benefiting both devel- oped and developing nations.
Seizing the moment
South Africa's G20 presidency is a chance to turn the tide on one of the most pressing challenges of our time. By championing the estab- lishment of a Cost of Capital Com- mission and building coalitions for change, South Africa can help create a fairer, more inclusive global finan- cial system.
This is not just an opportunity for Africa – it is an opportunity for the world. By addressing the structural inequities in global finance, the G20 can lay the foundation for a more resilient, equitable, and sustainable global economy.
As the first African nation to lead the G20, South Africa has the moral authority and political leverage to push this agenda forward. The stakes are high, but so is the potential for transformative change. Now is the time to act. n

Dubai, UAE: The UAE and China recently launched Qingdao Overseas Integrated Service Centre at the China-Arab Business Forum held in Qingdao recently – that is aimed at increasing the US$400 billion trade between China and the Arab world. Abdulla Albasha Alnoaimi, UAE Commercial Attaché to China and Zeng Zanrong, Member of the Standing Committee of the Shandong Provincial Party Committee and Secretary of the Qingdao Municipal Party Committee of the Chinese Communist Party, unveiled the Qingdao Overseas Integrated Service Centre (QOISC) at the China-Arab Business Forum held in Qingdao recently. Organised by the Qingdao Municipal People's Government and China India Middle East and North Africa (CHIMENA) Business Council, the China-Arab Business Forum was co-hosted by the Ministry of Commerce of the People's Republic of China and the Shandong Provincial Department of Commerce. A total of 40 important projects were signed during the China-Arab Business Forum, with a total value of US$5.93 billion, covering industries such as high-end equipment, new energy and new materials, and next-generation information technology. The launch of the QOISC comes six months after two-way trade between China and Arab countries seen a substantial increase, exceeding US$400 billion in 2024, according to the London-based International Finance magazine. This represents a more than ten-fold increase from $36.7 billion in 2004. More than 15,500 Chinese companies have invested more than US$6 billion in the UAE, according to UAE Ministry of Economy. This QOISC was established by the SEPCOIII Electric Power Construction Co. Ltd. and Hisense Group. Leveraging the two companies' long-standing presence and influence in the UAE and other Middle Eastern countries, the Centre aims to serve as a new bridge for China-Arab economic and trade cooperation and to better support the overseas development of enterprises. 'The launch of the Qingdao Overseas Integrated Service Centre (QOISC) is a significant move that will play a significant role in accelerating the US$400 billion trade between the two growing economic blocks,' Mohammed Saqib, Secretary-General of CHIMENA Business Council says. 'The QOISC combines the strength of the public and private sector to push for greater economic cooperation that will bring not only the businesses, but also the peoples of these regions closer through trade, tourism and cultural cooperation.' Using the UAE as a hub, the QOISC will accelerate the formation of an export-oriented alliance targeting regional markets, he said. 'It will actively engage in activities such as overseas industrial parks, international exhibitions, and procurement resource matching, linking business opportunities, optimising resources, and fostering coordinated development. This will further contribute to deepening trade and investment partnerships and to jointly building the Belt and Road Initiative,' he added. Trade between China and Arab countries has a long history, dating back over 2,000 years, with China being an important trading destination for the Arab world since the Islamic caliphate later through the Silk Route that connected China with the Arab World. Saudi Arabia is a key trading partner for China, with a bilateral trade volume of $107.53 billion in 2024, while trade between China and the UAE reached $101.838 billion, a 7.2 percent increase year-on-year, demonstrating resilience in trade despite global economic fluctuations. China's engagement with Arab states is viewed as a strategic move to diversify partnerships and reduce reliance on any single power, particularly the United States. Chinese companies are increasingly involved in various sectors in Arab countries, including energy, infrastructure, manufacturing, and new energy. Chinese companies are participating in infrastructure projects like ports and industrial zones, contributing to the development of trade hubs in the region. The China-Arab Business Forum was held at the Qingdao International Conference Centre where senior government and private sector leaders including Mohamed Abou El Enein; Deputy Speaker of the Egyptian House of Representatives and Chairman of Cleopatra Group; Zeng Zanrong; Wang Lei, Director of the Shandong Provincial Department of Commerce; Wang Bo, Member of the Standing Committee and Vice Mayor of Qingdao and Mohammed Saqib, Secretary-General of the China India Middle East and North Africa (CHIMENA) Business Council spoke on strengthening investment, trade and greater economic cooperation. With a theme – Innovation-Driven, Mutually Beneficial: Promoting China-Arab Economic and Trade Cooperation to New Heights – the China-Arab Business Forum was participated by 465 multinational companies, including 135 Fortune Global 500 companies and 330 industry-leading enterprises from 43 countries. Of these, 417 were foreign multinational corporations. Three focused match-making meetings were also held on the sidelines of the China-Arab Business Forum. More than 300 Chinese companies participated in the match-making sessions with companies from Egypt, UAE and Saudi Arabia. Rare earths and real risk: Why the global supply chain needs a rethink

They are buried in our smartphones, embedded in EV motors, and essential to jet engines and wind turbines. Yet most people could not name a single rare earth element. This quiet invisibility belies their strategic importance. As the world accelerates towards a more digital and electrified future, rare earths have become indispensable – and increasingly, a source of geopolitical friction. The global supply chain behind these elements is under pressure. China currently produces nearly 70 per cent of rare earth ores and holds more than 95 per cent of global refining and separation capacity. For heavy rare earths, that number is closer to total control. This concentration gives China significant influence over price, availability and access to materials that power the energy transition and advanced defence technologies. In short, it is not just an economic advantage. It is a position of systemic control. But the challenges do not end with geographic concentration. The industry also struggles with what is known as the 'balance problem'. Not all rare earths are created equal. High-demand elements like neodymium and praseodymium, crucial for permanent magnets in electric vehicles and wind turbines, are co-mined with lower-demand elements such as cerium and lanthanum. Producers must extract and process everything, regardless of market demand. That creates inefficiencies, price distortions and sustainability concerns. This imbalance has strategic consequences. Without careful co-ordination, demand for magnet rare earths could outpace supply within the next decade. That does not mean catastrophe, but it does mean rising costs, tighter margins, and a squeeze on industries that depend on long-term stability. Momentum is finally shifting. As the urgency to diversify supply chains intensifies, ion adsorption clay (IAC) deposits have come into focus – and not just in China and Myanmar, where they have long been tapped. Exploration efforts are under way in countries like Brazil, Uganda and South-east Asia, offering new access to heavy rare earths. Unlike traditional hard-rock mines, IAC operations can reach production in just four to seven years, giving them a distinct strategic and commercial advantage. Refining is the next major hurdle. Mining rare earths without the ability to refine them only shifts the bottleneck, it does not solve it. Today, the vast majority of REE concentrates – even those mined outside China – are still sent back for processing. But that is beginning to change. Companies like Lynas in Malaysia, MP Materials in the US, and Neo Performance Materials in Estonia are building local refining capacity. These efforts mark early steps towards a more regionally balanced and secure supply chain. Innovation is also reshaping what's possible across the value chain. Manufacturing techniques like grain boundary diffusion allow for the reduction of dysprosium and terbium usage without compromising performance – a potential game changer given their sensitivity to supply shocks. Meanwhile, magnet recycling and by-product recovery from sources like phosphogypsum offer alternative streams of material with lower environmental impact. A co-ordinated, multinational response is essential. The US, Japan and Australia have launched public-private initiatives to diversify rare earth supply chains and strengthen refining capabilities. It is not just about securing raw materials. It is about ensuring that economic resilience and national security are not tied to a single point of failure. For those deeply involved in the rare earth ecosystem, from miners and refiners to end users and policymakers, the issues at stake go well beyond geology or engineering. They are a test of foresight and preparedness. The companies and countries that invest, innovate, and collaborate today will be the ones best positioned to thrive in the next era of industrial transformation. The 20th century was powered by oil. The 21st will be driven by rare earths. Those who recognise this early and act decisively will shape the future.

Global stocks rally on China-US trade hopes, dollar trades at multi-year lows

Global shares reached a record high on Friday, helped by market optimism over signs of progress in US-China trade talks, while the dollar held close to its lowest levels in more than three years. The benchmark S&P 500 index and Nasdaq hit all-time highs, lifted partly by gains in megacap growth stocks including Nvidia and Amazon. The S&P 500 index and Nasdaq are headed for a weekly gain and are up about 5% this year overall, following a volatile first half of the year, dominated by US President Donald Trump's tariff announcement on April 2, which sent stocks plunging. The pan-European STOXX 600 index was up 0.66% on the day, set for a weekly gain. The MSCI World Equity index touched a record high and was set for a weekly gain of 3.2%. London's FTSE 100 rose 0.35%. Asian shares hit their highest in more than three years in early trading. "It's a continuation of this monster rally since early April," said James St. Aubin, chief investment officer at Ocean Park Asset Management in Santa Monica, California. "It's been quite an improbable comeback and it continues, assuming that the tariff controversy is no longer a major issue in the psyche of the market." Investors saw a trade agreement between the United States and China on Thursday on how to expedite rare earth shipments to the United States as a positive sign, amid efforts to end the tariff war between the world's two biggest economies. Trump has set July 9 as the deadline for the European Union and other countries to reach a deal to reduce tariffs. Traders took confidence too from a ceasefire between Iran and Israel and markets stepped up bets for US rate cuts amid the possibility of Trump announcing a new, more dovish Federal Reserve chair ahead of the expiration of Jerome Powell's term next year. Data showed US consumer spending unexpectedly fell by 0.1% in May for the second time this year, while monthly inflation maintained a moderate pace of increase. "We're starting to see earnings estimates for the next 12 months on the rise again after taking a little bit of a dip and that's what the market is buying into," St. Aubin added. The dollar remained on the backfoot, hovering near its lowest level in 3-1/2 years against the euro and sterling. The dollar weakened 0.16% to 0.799 against the Swiss franc but was up 0.18% to 144.63 against the Japanese yen . The euro was at $1.1708, getting a lift after data showed French consumer prices rose more than expected in June. The dollar index was down 0.1% on the day at 97.269, holding near its lowest in more than three years. The dollar is having its worst start to a year since the era of free-floating currencies began in the early 1970s. Traders have stepped up their bets on US rate cuts, and are now pricing in 64 basis points (bps) of easing this year versus 46 bps expected on Friday. The yield on benchmark US 10-year notes rose 1.2 basis points to 4.265%. German 30-year government bond yields were on track for their biggest weekly increase in nearly four months after rising this week on expectations of increased borrowing by Germany's government. Oil prices meanwhile rose but were set for their steepest weekly decline since March 2023, as the absence of significant supply disruption from the Iran-Israel conflict saw any risk premium evaporate. Brent crude futures rose 0.66% to $68.18 a barrel while US West Texas Intermediate crude was up by 1% to $65.91 . Spot gold fell 1.72% to $3,270.50 an ounce. Oil prices rose on Friday but were set for their steepest weekly decline since March 2023, as the absence of significant supply disruption from the Iran-Israel conflict saw any risk premium evaporate. Brent crude futures were up 53 cents, or 0.78%, to $68.26 a barrel at 1457 GMT, while US West Texas Intermediate crude was up 59 cents, or 0.9%, to $65.82. During the 12-day war that started after Israel targeted Iran's nuclear facilities on June 13, Brent prices rose briefly to above $80 a barrel before slumping to $67 a barrel after US President Donald Trump announced an Iran-Israel ceasefire. That put both contracts on course for a weekly fall of about 12%. "The market has almost entirely shrugged off the geopolitical risk premiums from almost a week ago as we return to a fundamentals-driven market," said Rystad analyst Janiv Shah. He said the market was also keeping an eye on the July 6 meeting of oil producers group OPEC+, where another output hike of 411,000 barrels per day is expected, while adding that summer demand indicators were key as well. Phil Flynn, senior analyst with the Price Futures Group, said expectations of higher demand in the coming months were also giving crude a boost on Friday. "We're getting a demand premium on oil," Flynn said. A possible end to the 19-month war between Israel and Hamas in Gaza and expected agreements between the US, Europe and China on trade were positive signs for the market, he added. "If we get a trade deal with China, we're going to be in pretty good shape," Flynn said. Prices were also supported by multiple oil inventory reports that showed strong draws in middle distillates, said Tamas Varga, a PVM Oil Associates analyst. Data from the US Energy Information Administration on Wednesday showed crude oil and fuel inventories fell a week earlier, with refining activity and demand rising. Meanwhile, data on Thursday showed that independently held gasoil stocks at the Amsterdam-Rotterdam-Antwerp (ARA) refining and storage hub fell to their lowest in over a year, while Singapore's middle distillates inventories declined as net exports climbed week on week. Additionally, China's Iranian oil imports surged in June as shipments accelerated before the Israel-Iran conflict and demand from independent refineries improved, analysts said. China is the world's top oil importer and biggest buyer of Iranian crude. It bought more than 1.8 million barrels per day of Iranian crude from June 1-20, according to ship-tracker Vortexa, a record high based on the firm's data.
