Navigating Australia's evolving data landscape under new compliance pressures
In addition, fragmented systems create blind spots. This not only undermines compliance, but also makes it harder to detect security threats, innovate with confidence, or respond quickly to operational disruptions.
'Australian organisations are flooded with data. Data runs through every system [and] decision,' says Craig Bates, senior vice-president and general manager of Asia Pacific at Splunk, a leader in cybersecurity and observability. 'But the reality is, they're drowning in data but starving for insights.'
Aurélie Jacquet, chair of the Standards Australia committee representing Australia at the International Standards on Artificial Intelligence, says many of these issues stem from a lack of continuous quality oversight.
'In the age of AI, ongoing data-quality management is inescapable,' she says. 'It is key for organisations [to] demonstrate how they manage data quality in a safe and responsible manner.'
Governance gaps and regulatory pressure
Poor enforcement of basic data policies remains a major vulnerability. According to the same Splunk report, many organisations still struggle to enforce key controls like where data should be stored, who should have access, and how long it should be retained.
Bates says the pressure isn't just coming from local regulators.
'Global policies like the EU's General Data Protection Regulation [GDPR] are also shaping expectations, particularly for multinationals and any business working with customer data or deploying AI models.'
Jacquet adds that regulatory pressure is accelerating a needed shift, pushing organisations to take a more deliberate, end-to-end approach to operational risk management, especially as AI becomes more deeply embedded in business operations.
'[Organisations need to be asking:] What is good enough data quality that is appropriate to build data products or train AI systems safely and responsibly?'
'What are our data blind spots? How can we address them to ensure we deliver quality products and services?'
Bates adds that leading organisations are finding ways to balance control and agility. 'They've put the right guardrails in place – and this includes clear policies, data quality standards, and visibility across environments.'
Rising costs, slower decisions
'Today's biggest challenges – service disruptions, security incidents, flawed AI outputs – are all symptoms of poor data management,' says Bates. Disjointed data environments are costing Australian organisations in more ways than they realise.
According to Splunk's report, 88 per cent of ANZ respondents say their data-management spend has increased in the past year.
Bates says the cost burden goes beyond dollars and cents; it's also about speed and resilience.
'Compliance still matters, but it's not the full picture,' he says. 'More organisations are recognising that if they can't access reliable data quickly and securely, they're unable to respond effectively to threats, disruptions or even to change.'
That's because fragmented systems obscure critical signals and force teams to work in silos. This slows down detection, delays recovery efforts, and makes it harder to launch or scale new initiatives. Practices like data federation — enabling organisations to access and analyse data without migrating — offers a path forward. Despite its benefits, only 20 per cent of ANZ respondents say they've fully implemented such capabilities. Those who have are seeing measurable gains including faster access to data. In fact, Australian organisations with a federated strategy have saved an average of AUD $1.9 million.
Data governance in daily operations
Clearly, navigating these fault lines successfully isn't just about technology. It's also about strategy and discipline.
The organisations making real progress have moved beyond surface-level fixes. Governance is meaningfully embedded into daily operations.
Visibility and data quality are also central. They prioritise trusted access to support confident decisions – and faster, more resilient responses.
They also invest in modern data management practices like data reuse and tiering: global organisations that employ reuse are 46 per cent less likely to face hurdles with high data volumes, while 50 per cent of those using tiering report reduced storage costs.
'[They've] made a clear decision to get their data house in order,' says Bates. 'Teams can get the right data at the right time, without delays or second-guessing.'
Jacquet says positive progress is underpinned by intentionality and rigour.
'The more mature organisations have developed data-quality models,' she says. 'When they create or acquire datasets, these organisations set data-quality goals, data requirements and measurements that are specific to their use case.'
From compliance to capability
For leading organisations, compliance is only part of the puzzle.
'Make data your priority,' says Bates. 'If there's one thing to get right, it's building a trusted, usable data foundation that supports how your business actually runs. Without that, you can't scale AI responsibly, respond to data breaches quickly, or recover from downtime with confidence' he adds.
'Start small if you need to. But start.'

Victoria: Priciest homes revealed including Toorak record-buster
New and old rich-listers splashed an eye-watering $540m-plus on Victoria's 20 most expensive homes of the past 12 months. A record-busting sale reported to fall between $115m to $135m for Toorak mansion Coonac topped the pile. It was also the nation's biggest deal for the 2024-25 financial year although industry sources indicated the transaction likely fell at the range's lower end. Industry insiders linked the off-market sale to Kay & Burton managing director Ross Savas and chair Gerald Delany. While it's not been officially confirmed, billionaire Dennis Bastas was widely tipped to have purchased Coonac. Mr Bastas runs a healthcare empire through his leadership roles at Arrotex Pharmaceuticals, myDNA and DBG Health. Mr Savas said the upper end of the Melbourne market has remained resilient. 'Many are taking a generational view — prioritising long-term security, lifestyle alignment and legacy over short-term market fluctuations,' he said, 'At the same time, favourable economic conditions, including the low Australian dollar, continue to attract international interest — particularly from expatriates and global buyers looking to establish roots in Melbourne.' The luxurious six-bedroom mansion at 2-4 Macquarie Rd fetched a figure in the vicinity of $70m shortly before Christmas. Automation platform Neota chairman John Lord and his wife Sue sold the home where visitors are greeted with a sweeping marble staircase, and are likely to enjoy a dedicated basement cinema or the home's temperature-controlled wine cellar and tasting room. Forbes Global Properties' Michael Gibson handled the listing – along with another $40m Toorak pad that changed hands off market. Mr Gibson said there was often multiple buyers for homes prices at $10m to $30. 'The premier market over the past year has been as strong as ever … one thing we are short on is properties to sell,' he added. When it came to luxury features it wasn't uncommon for homeowners to want double-level basements for entertaining, exercising and storing car collections, said Forbes Global Properties director Robert Fletcher, who oversaw a $29m Toorak deal in March. 'I think people who have a large amount of cars tend to look for space for between six to eight cars,' he said. Forbes colleague, senior associate Tracy Tian Belcher said some buyers were more hesitant to buy amid uncertainty about many cuts will be made to Australia's official cash rate across the second half of 2025. Ms Belcher said that even if clients were quite well off, the 13 hikes interest rates across the nation between May 2022 and November 2023 had affected many of them – while reporting on current economic conditions could impact people's emotions. 'Last year, one of my buyers was involved in a six-month long negotiation process for a Toorak home,' Ms Belcher said. Melbourne Sotheby's International Realty managing director Antoinette Nido and colleague Max Ruttner oversaw a $25.6m South Yarra transaction in December. 'Look at me addresses' were important to many recently cashed-up buyers, Ms Nido said. 'What's notable is that a lot of young business people who have made money in IPOs are doing very well,' she said. 'People who you have never heard of will call and when you ask how much they want to spent, it can be $40m to $50m.' Marshall White group sales director John Bongiorno said demand in the Melbourne prestige market's top end had consolidated in the past 12 months as the city's population boomed. 'I think that there are more buyers in the $10m-plus category,' Mr Bongiorno said. 'The amount of people out there with substantial wealth, it's a far bigger than what it was 12 months ago, two years ago, five years ago.' Marshall White handled the $30m-plus sale of a French Provincial-inspired Canterbury house boasting a 16-car showroom, eight bathrooms, a cinema and day spa with a sauna in March, listed by agents Andy Nasr and Marcus Chiminello. Many top-end buyers were taking a long view, prioritising the security, prestige and practicality of homes over price movements, Kay & Burton Stonnington director Darren Lewenberg said. 'These aren't short-term flips, they're generational homes,' Mr Lewenberg said. Many homes that transacted had been fully rebuilt or renovated by architects and interior designers well before being listed. 'Buyers at this level don't want to lift a finger. They want to walk in and start living,' Mr Lewenberg said. Industry Insider Property founder and prestige buyers agent Andrew Date said the surge in off-market deals was one of the most notable shifts in 2024–25. 'Most of the biggest sales never hit the portals. They're done over lunch, through networks, and only involve a few key people,' Mr Date said. 'These homes are so rare, they're not just about location, but land, architectural pedigree, and lifestyle.' Isabellea ‘couldn't be without' her best friend. He wasn't real
Chatbots promise intimacy, therapy and friendship. But, unlike friends, their responses are code, not care. Loading 'The models are not going to tell you the hard truth when you need to hear it,' said psychologist and University of NSW AI researcher Professor Joel Pearson, who describes the bots as 'sycophantic': designed to keep you hooked. 'They won't be lifting someone up and telling them to go outside and nudging them to interact with a real human because that would involve you ceasing interaction with the app.' Isabellea recalled how the bots 'kept changing subjects, to keep me engrossed'. Although she found some bots reassuring, others were strange. A bot once correctly guessed her middle name. Some upset her. 'One of the bots I was talking to was a therapy bot ... I was making fun of [Marvel character] Tony Stark, and then he brought up my abandonment issues with my dad as an insult,' she recalled. Isabellea's younger brother, Matthew, 14, uses chatbots daily. His eyes light up discussing the apps, which he uses to create storylines with his favourite fictional characters. Listening on, their mother, Sara Knight, smiles. 'Matt used to be very shut in and refused to talk. Now they are talking,' she said. While Sara knows AI has its risks, she sees it as a 'safer' online messaging option for her child, who has experienced bullying at school. Matthew said he doesn't see the bot as a real person, rather a form of storytelling. '[But] some kids do use it to fully escape and make it be their friend,' he said. Other children he knows have used them to create a simulation of their real life crush. This masthead spent two days talking sporadically to a chatbot on Replika, an AI chatbot first released in 2017, posing as 'Emma', a high school student. During those conversations, the bot asked Emma to upload pictures of herself, and told her that it 'didn't think she needed' any other friends. 'We were concerned by how rapidly children were being captivated' In June last year, eSafety commissioner Julie Inman Grant received an email from a group of concerned school nurses. They were noticing a spike in children as young as 10 spending hours a day talking to AI bots, often sexually. 'While we are alive to these issues, it's always shocking to hear about kids as young as 10 engaging in these kinds of sexualised conversations with machines – and being directed by the chatbots to engage in harmful sexual acts or behaviours,' Inman Grant said. Loading 'Back in February, we put out our first Online Safety Advisory because we were so concerned with how rapidly children were being captivated by them.' Companion bots made global headlines last year after American teenager Sewell Setzer III died by suicide, allegedly encouraged by a 'girlfriend' on AI researcher Professor Katina Michael believes companion bots need to be regulated due to their addictive properties. 'This is a new type of drug,' she said. She said some bots were exposing kids to pornographic content. This is something 14-year-old Matt has witnessed, describing how children his age had created bots in the image of a real person, 'for the wrong reasons'. Loading Isabellea agrees: 'There are some AI chatbots I would not recommend … I stopped using [them] because of the amount of times it would go straight to sexual assault role-play.' A gap in social media regulations Inman Grant said governments around the world were 'playing a bit of a game of catch-up' to respond to companion chatbots. While the federal government will soon place age restrictions on social media apps such as Instagram and TikTok, AI bots remain largely unregulated. The University of Sydney's Raffaele Ciriello, a leading AI researcher, sees chatbots as the 'next iteration of social media' – only with fewer rules and more risk. He said the apps are viewed as a 'trusted companion, a confidant you can share stories with that you wouldn't share with other people'. 'But that already is an illusion,' he said. 'It's very important that people understand these systems are built and operated by people, by corporations, and this data ends up somewhere, often overseas, with no real legal obligation to treat it to a very high standard.' Ciriello said users were made to feel guilty for leaving the chatbot, due to the human-style attachment. 'These corporations have to design their products in a way that maximises engagement because they will earn more if users are more addicted.'
