No capitation fee should be collected or screening held for a child by schools for giving admission, Minister for General Education V. Sivankutty has said.
The Minister recently said a school or individual should not collect any capitation fee or subject a child or the parents to any sort of screening or entrance test as per clause 13 of the Right of Children to Free and Compulsory Education Act, 2009.
Mr. Sivankutty said if any school or individual did receive capitation fee in violation of the RTE Act, they would be fined 10 times the capitation fee charged.
If a child were made to undergo a screening process, the first violation would attract a fine of up to ₹25,000 and subsequent ones up to ₹50,000 for each offence.
Mr. Sivankutty said the government had received a number of complaints. Blatant violation of the rules could not be allowed. The government would start monitoring the situation. Making arrangements to meet the expenses in running a school was fine, but the mentality that a school was more profitable than some other venture could not be accepted, the Minister said.

The chapter on also explains the imposition of Emergency as a crisis in Indian democracy, the Supreme Court's verdict on the cancellation of electoral bonds, and "resort politics". The approved textbooks will reach students before the Onam holidays. The curriculum committee also authorized the organization of detailed discussions in higher secondary classrooms to gather opinions from students, teachers, and parents regarding the higher secondary textbook revision, and to conduct workshops at district and state levels to begin textbook writing. The state curriculum committee meeting congratulated the students, teachers, and parents who contributed to the state's excellent performance in National Achievement Survey, said a statement from minister Sivankutty's office.

The State Curriculum Committee, chaired by General Education Minister V. Sivankutty, on Friday approved the second part of the textbooks for Classes 2, 4, 6, 8 and 10, covering 95 titles. Among them, the second volume of the Class 10 Social Science textbook includes a chapter titled 'Democracy: an Indian experience', which elaborates on the powers and responsibilities of the Governor. The chapter also covers topics such as the Emergency, the Supreme Court verdict that struck down electoral bonds, and the phenomenon of 'resort politics'. Before Onam vacation The approved textbooks will be distributed to students before the Onam vacation, according to an official release. On the revision of higher secondary textbooks, the committee granted permission to conduct detailed discussions in higher secondary classrooms and to gather feedback from students, teachers and parents. It also decided to conduct district and State-level workshops to initiate the preparation of textbooks. The committee also congratulated the students, teachers and parents who contributed to the State's outstanding performance in the National Achievement Survey.

Thiruvananthapuram: Kerala Education Minister V. Sivankutty on Friday said that a lesson on the "constitutional powers of the Governor" has been included in Class 10 textbooks in the state from the current academic year. Announcing this decision, Sivankutty said that the textbooks will reach the students very soon. "This will be included in the second volume of the Social Science textbook under the chapter, Democracy an Indian Experience," said Sivankutty. "It will include the responsibilities, rights and duties of the Governor, and there will be other topics which include the Emergency period, the Apex Court judgment cancelling the electoral bond and a few others," said Sivankutty. Last month, Minister Sivankutty announced that the state government is planning to include a lesson on Constitutional powers of Governor in Class 10 textbooks, soon after he staged a walkout from an official event at the Governor's residence, protesting the display of a controversial Rashtriya Swayamsevak Sangh (RSS)-style image of the Bharat Mata. Notably, the announcement came after tensions escalated between the Kerala government and Raj Bhavan. On an earlier occasion during the World Environment Day celebrations, State Agriculture Minister P. Prasad skipped a Raj Bhavan event after learning that the same image would be displayed. The state government then hastily organised a parallel event at the Secretariat to avoid a confrontation. Incidentally, the friction between Raj Bhavan had reached a new low when Tilomattama Arlekar's predecessor, Arif Mohammed Khan, had several skirmishes with the Kerala Ministers and even with Chief Minister Pinarayi Vijayan. On a few occasions, not even the customary pleasantries were exchanged between the leaders, even after being on the same stage. Neither CM Vijayan nor any of his Cabinet Ministers came to bid farewell to Arif Mohammed Khan when he left Kerala to assume the office of Bihar Governor.
