Sharjah Executive Council approves "Care Leave'

The council addressed several topics related to the organisation and monitoring of government departments and entities across the emirate, and reviewed key developmental strategies aimed at raising the quality of services provided in Sharjah.
New parental care leave policy approved
In line with the directives of His Highness Sheikh Dr Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, the Executive Council approved amendments to Resolution No. (12) of 2021, which pertains to the executive regulations of Law No. (6) of 2015 on human resources in Sharjah.
Under the new policy, a female employee who gives birth to a child with a medical condition or disability requiring constant care will be eligible for fully paid care leave following maternity leave. The key provisions include:
1. A medical report must be submitted from an authorised medical body.
2. The care leave will last one year with full pay after maternity leave ends.
3. The leave may be extended annually for up to three years with the relevant authority's approval and a supporting medical report.
4. Should the child's health improve, the authority may terminate the leave based on medical recommendations.
5. Employee performance during care leave will be evaluated under the existing performance management framework.
6. If the leave exceeds three years, the case will be referred to the Higher Committee for Human Resources.
7. The care leave will be counted as part of the employee's total service.
Executive regulations for military HR endorsed
The council also issued a resolution regarding the executive regulations of Law No. (2) of 2021 concerning human resources for military personnel in Sharjah's regulatory bodies. The regulation includes comprehensive legal articles on terminology, application frameworks, job classification, recruitment, salary structures, allowances, promotions, and other employment benefits.
It further outlines mechanisms related to internal transfers, training, educational leave, performance appraisals, job responsibilities and restrictions, end-of-service processes, and associated benefits, along with relevant annexes and templates.
Focus on district councils and social initiatives
The council reviewed a detailed report on the performance of district councils and plans for expansion across cities within the emirate. It also assessed various community-focused initiatives designed to strengthen social cohesion and elevate public cultural awareness through the vital role of these councils.

ADAFSA stated that the food control report indicated the administrative closure was a result of repeated food safety violations and the failure to implement effective corrective measures, necessitating immediate action to ensure food safety and consumer health. The authority emphasised that the closure order will remain in effect until the violations are rectified and that the establishment may resume work only after fully addressing all issues and complying with all food safety requirements. ADAFSA urged the public to report any violations observed in food establishments or suspicions regarding food products by calling the toll-free Abu Dhabi Government number 800555 so that inspectors take necessary actions to ensure safe and healthy food.

The Court of Cassation in Abu Dhabi rejected an appeal against a ruling awarding a patient Dhs100,000 in compensation due to a non-gross medical error by the treating physician. The error resulted in the patient experiencing difficulty in walking due to a permanent disability of approximately 20% of the original functionality of the foot. The court clarified that the UAE legislator has been keen on balancing the need for doctors to have reassurance, confidence, and freedom in practising their profession, while also ensuring patients are protected from medical errors and have the right to compensation for resulting damages. The court referred to Article 18 of Decree-Law No. 4 of 2016 concerning Medical Liability, which stipulates that compensation claims arising from medical liability are only admissible after recourse to and review by Medical Liability Committees. Additionally, Article 19 of the same law mandates that all complaints related to medical errors be submitted or referred to the health authority, which has the right to refer complaints to the Medical Liability Committee, the court stated. The committee then must prepare a report on each case and submit it to the health authority within thirty days from the date of referral. According to case file, the Medical Liability Committee stated in its report that the healthcare provided by the doctor did not meet established medical standards and that he committed a non-gross medical error by failing to directly dealing with the case and delaying surgical intervention, resulting in difficulty in walking and a permanent disability of 20%. The court noted that the case files lacked evidence proving the patient was employed at the time of the surgery, especially since his age at that time exceeded the legally mandated retirement age. Additionally, medical reports confirmed that the patient arrived at the hospital in a wheelchair, indicating he was unable to walk before the surgery. The court explained that the appealed ruling awarded the appellant Dhs100,000 as compensation for material and moral damages, which it deemed sufficient. Consequently, the court rejected the appeal.

Mobile unit to monitor vital locations The initiative reflects Dibba Al-Hisn Municipality's commitment to best environmental practices and institutional cooperation in sustainable development. This step is part of the municipality's strategy to regularly monitor environmental indicators and gather accurate data to enhance quality of life. Results from the air quality assessments will be used to improve agricultural and landscaping plans, ensuring they meet the highest environmental standards. Supporting long-term environmental strategy Talib Abdullah Al Yahyai, Director of Dibba Al-Hisn Municipality, said the municipality is dedicated to improving quality of life for individuals and the wider community by fostering a healthy environment and reducing pollution. He emphasised that initiatives like this enable precise and ongoing monitoring of air quality across the city and help guide appropriate actions and decisions. He added that the initiative is also expected to raise public environmental awareness and provide accurate data to support decision-making in environmental and public health planning — such as identifying suitable tree-planting sites, improving infrastructure in high-pollution areas, and directing awareness campaigns. The measurements will help monitor environmental changes year-round and link them to health indicators, in collaboration with relevant entities in Sharjah, to enhance safety and quality of life in Dibba Al-Hisn. Al Yahyai thanked Sharjah Municipality for their productive cooperation, stressing that such partnerships with relevant Sharjah authorities help improve service efficiency for the local community and support the emirate's overarching strategy to improve quality of life and achieve sustainable development.
