State employee protections will go before Louisiana voters
Louisiana voters will get to weigh in next on whether civil service protections should be removed from certain state employees, though it's not certain the measure will result in current government workers losing their status.
Senate Bill 8, sponsored by Sen. Jay Morris. R-West Monroe, received final passage Wednesday in the Senate on a 28-9 party-line vote.
The proposal is a constitutional amendment that will be placed on a ballot April 18, 2026, pending approval of a separate bill to set that election date.
Morris' bill would give state lawmakers power that currently rests with the Civil Service Commission, a seven-member independent review panel that oversees the hiring, promotion and firing of 39,000 'classified' state workers. The commission, working with state agencies on staffing goals, has the power to create and eliminate job positions and decide which jobs should have a protected status and which should not.
Classified employees enjoy some degree of protection against politically motivated or otherwise unfair terminations and disciplinary practices because they have the right to appeal such decisions to the Civil Service Commission, which has the final say on staffing matters for most state agencies.
Although there was debate and confusion earlier in the week over whether the bill would apply to current classified employees or just future-hires, Morris said in an interview Thursday it could affect current employees 'to a degree.'
'Obviously, it can affect future employees. That's obvious,' he said. 'But it can affect existing employees.'
The degree to which it will affect current employees would depend on how the Legislature decides to use the amendment if voters adopt it. Morris said lawmakers would still need to pass a new statute that contains those specifics.
'Any bill passed would have to be carefully constructed to avoid any issues of an unconstitutional taking' of an existing employee's job, he said.
Steven Procopio, president of the Public Affairs Research Council of Louisiana (PAR), a state government watchdog group, said the amendment would give lawmakers power to determine which state employees should be removed from classified civil service.
Whether they choose to take it that far remains to be seen, he said.
'Does it affect current employees?' Procopio said. 'I think it's technically possible. You can do it, but there has to be due process applied.'
There is a legal precedent from a court case that could require some level of due process before currently classified employees can be fired, he added.
'PAR is for civil service reforms, but I am concerned this doesn't provide enough safeguards,' Procopio said.
At any rate, the matter could end up in court before the election over the proposal's ballot language, which does not mention the 'classified' civil service and could mislead voters into thinking it doesn't apply to those workers.
The ballot language states: 'Do you support an amendment to allow the legislature to remove or add officers, positions, and employees to the unclassified civil service?'
Lawmakers based the ballot language off of a current constitutional provision that states: 'Additional positions may be added to the unclassified service and those positions may be revoked by rules adopted by a commission.'
All state employees are classified unless their job falls under one of the 13 unclassified positions listed in the Louisiana Constitution.
'I think that the ballot language could be misleading,' Sen. Royce Duplessis, D-New Orleans, said, noting that the state constitution specifically allows for legal challenges in such situations.

Gateway megachurch announces it is cutting services as it continues to face blowback from Robert Morris sex-abuse allegations
A Texas megachurch that has been losing members and facing mass layoffs amid allegations that its pastor sexually abused a young girl for years, announced it would be cutting services. Gateway Church, which once regularly drew over 100,000 worshippers, says it will be cutting Saturday services at nearly all of its locations, excluding its main Southlake campus. "As we continue to strengthen our relationship with the Gateway Church family and community, we're making a shift at several of our DFW campuses by hosting our church services on Sundays only," a church spokesperson told WFAA. "This adjustment will allow us to minister to and love our congregation well while prioritizing the needs of our individual campus communities. Throughout all our locations, our commitment to loving God and loving people remains unchanged." The church, one of the largest American megachurches, has previously acknowledged decreased attendance and financial issues, which it said last month would soon amount to mass layoffs of staff. The church did not specify how many people would lose their jobs. Turmoil at the church comes after a grand jury indicted its pastor, Robert Morris, in March on five counts of lewd or indecent acts with a child. Morris, who founded Gateway Church 25 years ago, is currently out on bond while awaiting trial. The pastor has pleaded not guilty but stepped down from his role at the church in June 2024. Morris' alleged abuse began in 1982 when his accuser, Cindy Clemishire, was 12 years old and Morris was a traveling evangelist staying with her family in Hominy, Oklahoma. Clemishire alleges that the abuse spanned years. She filed a lawsuit last month against Morris, seeking at least $1 million for slander, defamation and intentional infliction of emotional distress in the years following his abuse. Morris has acknowledged he had been 'sexually immoral' when he was younger, but in the past year has continued to claim his alleged abuse of Clemishire was an 'extramarital affair.' The former pastor, who served on President Donald Trump's spiritual advisory board in 2016 during his first presidential campaign, has filed a lawsuit against Gateway for over $1 million in deferred compensation and intellectual rights to his books, sermons and social media.

AG Griffin rejects direct democracy ballot measure again
Arkansas Attorney General Tim Griffin on Tuesday again rejected language for a proposed state constitutional amendment related to direct democracy through the referendum process. Why it matters: The state legislature has passed laws making the process of citizen-led ballot initiatives more burdensome in recent years, adding technical hurdles and effectively requiring groups to be well funded to gather petition signatures. Critics say many of these laws are counter to the state's motto: regnat populus, or "the people rule." The big picture: Arkansas voters can change or reject laws enacted by the state legislature through a citizen-initiated ballot process. Changes can be in the form of a proposed ballot initiative as a state statute (a change to a law) or a constitutional amendment (a more significant change to the state's constitution). They may also repeal legislation with a veto referendum. Driving the news: Griffin first rejected the proposed amendment in June, citing a 2025 law that requires the language to be at or below eighth-grade reading level according to the Flesch-Kincaid scale. Tuesday's rejection says the language ranks at ninth-grade level and that some proposed changes to the constitution are ambiguous. State of play:" The Arkansas Ballot Measure Rights Amendment" rejected by Griffin was filed by Protect AR Rights (PAR) and is the second proposal in Arkansas this year to address the referendum process. The first, named " An Amendment Concerning Constitutional Amendments, Initiated Acts, and Referendums" is backed by Arkansas' League of Women Voters (LWV) and Save AR Democracy. Griffin approved its language in May and organizers are gathering signatures.
