
Balochistan unveils Rs1,028b budget
The Balochistan government unveiled Rs1028 billion surplus budge for the fiscal year 2025-26, outlining ambitious plans to boost education, healthcare, infrastructure, and law and order across the province and envisaging long-term growth, public welfare, and institutional strengthening.
Finance Minister Mir Shoaib Nosherwani presented the budget in the provincial assembly, chaired by Speaker Abdul khaliq Achakzai. Out of the total outlay, Rs642 billion had been allocated for non-development expenditures and Rs249 billion for development initiatives.
In his budget speech, Finance Minister Nosherwani said that the total expenditures for the next financial year had been estimated at Rs986 billion, with the volume of current operating expenditure dropping from Rs43 billion to Rs33 billion.
The budget proposed Rs42 billion surplus. The provincial government set the target of generating Rs226 billion in revenues, while a development grants of Rs66.5 billion for federally-funded projects, and Rs38 billion as Foreign Projects Assistance (FPA) had been estimated, according to the budget documents.
"The provincial government successfully spent the entire development budget for the current fiscal year," the minister stated. In the next fiscal year, he added, the development budget of Rs 249.5 billion would be spent on about 3,633 ongoing and 2,550 new projects.
Meanwhile, the minister announced a 10% increase in the salaries of the government employees from grade 1 to 22 and 7% increase in the pensions for retired employees. He said that the government will promote e-governance, internet access, and tech-driven services under 'Digital Balochistan' vision.
In the budget, education and health had emerged as top priorities of the government.
The budget allocates Rs101 billion for the secondary education sector under the non-development head, while Rs19 billion for the development activities such as construction of new schools, training of teachers, and improvement in learning environment. For higher education, Rs8 billion would be utilised to improve universities, enhance research capacity, and student facilities.
In the health sector, a total of Rs87.4 billion had been allocated. Rs71 billion would cover non-development expenses, including salaries and operational costs, while Rs16.4 billion will support development of hospitals, primary care facilities, and specialised medical services across the province.
To address the issue of clean drinking water, the government planned to install 1,000 filtration plants in union councils at an estimated cost of Rs3 billion. This initiative would significantly improve public health and hygiene, particularly in underserved areas.
The budget also includes Rs18.5 billion for establishing Safe City projects in Quetta and other major urban centres. These projects aimed at enhancing surveillance, policing, and emergency response systems.
In line with global environmental concerns, a grant of Rs500 million had been allocated to the newly-established Balochistan Climate Change Fund, which would support climate resilience, conservation, and green development initiatives.
Substantial resources had been earmarked for key economic sectors. The agriculture and food sectors would receive over Rs28 billion, including Rs10 billion for development projects and Rs16.77 billion for non-development expenditures.
The food department would receive Rs26.9 billion for development and Rs1.19 billion for non-development expenses. The Local Government and Rural Development Department had been allocated Rs54.9 billion – Rs12.9 billion for development projects and Rs42 billion for non-development spending.
The Communication and Works Department would receive Rs84.28 billion, of which Rs66.8 billion reserved for development schemes and Rs17.48 billion for non-development expenditures. These allocations underscored the government's focus on upgrading infrastructure and public service delivery.
To strengthen the law and order in the province, Rs86.7 billion had been earmarked. Of this, Rs83.7 billion will go to non-development side and Rs3 billion toward development projects. The allocation highlighted the government's continued emphasis on ensuring peace and security.
In a significant public transport initiative, the finance minister announced the launch of the People's Train Service in partnership with the Pakistan Railways. The service would initially operate between Quetta, Sariab, and Kuchlak, offering affordable and reliable travel to commuters.
With the budget the provincial government seeks to lay the foundations for sustainable development, institutional reforms, and improved service delivery. With major allocations in critical sectors, the government aims to enhance quality of life and promote inclusive growth throughout Balochistan.
Nosherwani emphasised that the budget was prepared after thorough consultation with all political parties. "The budget is based on the province's actual needs, economic capacity, and ground realities, aiming to ensure balanced development across both urban and rural areas," he added.

Rs3. 45 trillion budget sails through provincial house
Out of the 168 lawmakers of the Sindh Assembly, only 58 were present on Tuesday. PHOTO: ONLINE The Sindh Assembly on Wednesday approved the Rs3.45 trillion budget for the fiscal year 2025-26 — a 12.9% increase from last year. It also passed a supplementary budget of Rs156.069 billion for the current fiscal year 2024-25. Presenting the Sindh Finance Bill, Chief Minister Murad Ali Shah highlighted the government's reform initiatives, including digitisation of land records using blockchain, birth registration via mobile apps, farmers' access to loans through the Sindh Cooperative Bank, and the launch of a one-stop land transfer system. The budget earmarks Rs43 billion for new ad-hoc relief allowances for government employees and Rs16 billion for a 15% pension increase. A total of 188 demands for grants were presented, with the opposition submitting 2,002 cut motions, all of which were rejected by majority vote - except one joint motion against the special judicial allowance, which was unanimously passed by both opposition and treasury benches. Key budget allocations include Rs42.2 billion for public universities, Rs10.4 billion for medical education, Rs5.2 billion for ambulance services under the Sindh Emergency Health Services, and Rs5 billion for the "Inclusive City" initiative for persons with disabilities. Development expenditure has been set at Rs1,018.3 billion (30% of the total budget), with current revenue expenditure estimated at Rs2,150 billion. The Sindh government expects to generate Rs3,111.5 billion in revenues during FY2025-26 - a 21.4% increase from the revised estimates of the previous year. Over the next three years, the province anticipates an average annual revenue growth of 12.5%. If the Federal Board of Revenue (FBR) achieves its Rs14.131 trillion target, Sindh is likely to receive Rs269 billion in federal transfers. The CM also outlined key developmental priorities including, Rs8 billion for Benazir Hari Card (agricultural subsidies); Rs1.8 billion for livestock breeding; subsidies for solar-powered tube wells and drip irrigation; Rs2 billion for low-income housing; Rs2 billion for the Sindh Peoples Support Programme; Rs200 million for orphans and widows, and Rs500 million per project to empower women in agriculture and SMEs In health, allocations include Rs4.5 billion for an SIUT center in Larkana, Rs21 billion for SIUT, Rs23 billion for NICVD, Rs16.5 billion for PPHI, and Rs10 billion for a new hospital in Larkana. Another Rs10 billion have been allocated for the Dhabeji-DHA water pipeline and Rs3.1 billion for the Hub Canal. Rs25 billion is earmarked for green energy, and Rs45 billion for SDG-aligned public health projects.

Balochistan PA approves Rs896.474b for FY25-26
Balochistan Assembly approved Rs896.474 billion for the budget of financial year 2025-26. A total of 94 demands were presented, including 53 for non-developmental expenses and 41 for progress expenses. Speaker (R) Abdul Khaliq Achakzai presided over the session of Balochistan Assembly here on Wednesday. The House rejected 9 out of 10 motions for cuts presented by the opposition, while one motion was withdrawn. The Leader of the Opposition, Younis Aziz Zehri demanded the government that arrested employees would be released and the provincial regime could negotiate them for addressing their issue on permanent basis. The session also approved the Balochistan Finance Bill 2025 which was first presented by Zamrak Khan Achakzai and then by Finance Minister Shuaib Noshirwani. The annual statements of approved expenses for the years 2024-25 and 2025-26 were also presented in the House. Meanwhile, Balochistan Minister for Finance and Minerals Mir Shoaib Nosherwani has expressed his deep gratitude to Chief Minister Mir Sarfraz Bugti, the provincial cabinet, and all members of the Balochistan Assembly for the unanimous approval of the provincial budget for the fiscal year 2025-26. Speaking after the budget's passage here Wednesday, Minister Nosherwani described it as a significant milestone in the province's journey towards sustainable development and public welfare.

Balochistan needs a development lifeline
EDITORIAL: The Balochistan government has presented a budget with total receipts of Rs1028 billion and expenditures of Rs991 billion, which have been revised downward slightly to achieve a higher cash surplus of Rs51.5 billion. The smallest province by population and the largest by area has utilised its entire development budget of Rs 219 billion for FY25 — a first in the province's history. The development budget for FY26 is proposed at Rs350 billion. The fiscal austerity being pursued by the federal government includes extracting a 'pound of flesh' from the provinces in the form of surpluses — a burden that is taking a heavy toll on Balochistan, the least developed province in the country. Budgetary allocations are primarily based on population size, with only minor adjustments for inverse population density. With a sparse population, Balochistan's budget allocation is perennially low. It's a chicken-and-egg problem. The province needs infrastructure development and investment in social sectors. Due to low population density, the per capita requirement is high. Without adequate spending, growth in the province remains stunted. And with low growth, compounded by a weak law and order situation, there has been little to no immigration from other provinces — in fact, settlers have been leaving Balochistan for years, primarily due to security concerns. To reverse this trend, better economic opportunities for local residents are essential — and for that, higher development spending is required. Balochistan is rich in minerals. Pakistan's political and military leadership sees the country's future success in the extraction of minerals and rare earth metals — most of which are located in Balochistan. Reko Diq is believed to be a game changer for Pakistan. And indeed, the project is finally progressing in the right direction. However, it cannot serve as a harbinger of growth if it develops in isolation, like a fortress in the middle of nowhere. True development lies in building vibrant cities around such projects. That's what's missing — and without it, many other projects will face similar hurdles. In the past, Balochistan also relied on royalties from oil and gas fields, which are now declining due to falling production. New explorations and productions are limited, owing to a range of factors — all of which are tied to the broader issue of development and investment in the province. Historically, gas from Balochistan has largely been used to fuel the rest of the country, with only a small share allocated to the province itself. Other provinces in Pakistan are densely populated and need some degree of population redistribution. Ideally, this would involve incentivising the movement of people to Balochistan — which in turn requires a skilled workforce and private capital investment. And, above all, there is need for a suitable constitutional arrangement with a sunset clause to ensure that the Baloch do not become a minority as regards their share in the provincial or national legislatures. But that cannot happen without an environment that is characterised by good infrastructure, improved security and the needed political sagacity to address their reservations as regards massive influx of people from other provinces. The private sector is unlikely to take the lead. This is the responsibility of the government. And for that, better budgetary allocation is essential. While the federal government is fiscally constrained and seeking additional resources, provinces are expected to generate their own revenues. Better-developed provinces — like Punjab and Sindh — may be positioned to do so. But applying the same expectations to Balochistan creates an uneven playing field. The ongoing Iran-Israel conflict has further heightened Balochistan's strategic importance. This is the right moment for the authorities to seek greater funding — both domestically and from international partners — to enable the development of Balochistan and address the longstanding grievances of its people. Without bringing Balochistan up to pace, sustained economic growth in Pakistan will remain a distant dream. Copyright Business Recorder, 2025
