Govt: Criminal action, blacklisting against those who file fake crop insurance claim

The state government announced that it will initiate criminal action and impose a five-year blacklisting against those found guilty of filing fake crop insurance claims.
In April this year, Maharashtra had scrapped the Re 1 crop insurance scheme after allegations of irregularities and bogus claims.
The government then replaced it with the old scheme — Pradhan Mantri Fasal Bima Yojana (PMFBY).
Under the PMFBY, farmers will have to pay a premium of 2 per cent of the sum assured for Kharif crops, 1.5 per cent for Rabi crops, and 5 per cent for commercial or horticultural crops.
The fresh Government Resolution (GR), issued Tuesday, brings sharp penalties against those who tries to misuse the scheme.
The action includes criminal action against those who file bogus claims —including farmers, Common Service Centre (CSC) operators, and others—alongside a sweeping ban on access to all government subsidies and welfare and other schemes for five years.
The Re 1 crop insurance scheme was a revised version of the PMFBY, introduced in 2023 by the then Chief Minister Eknath Shinde-led Mahayuti government to make crop insurance virtually free.
It triggered a massive surge in applications, rising from 1.04 crore in 2022 to 2.42 crore in 2023.
By early 2024, over four lakh applications were identified as bogus. Claims were filed for land where no crops were sown, or for plots belonging to temples, mosques, petrol pumps, and even industrial estates under MIDC.
In response, the government blocked 140 CSC IDs which were found linked to such fraud.
It also formed a 25-member expert panel led by Agriculture Commissioner Raosaheb Bhagade to study the abuse and recommend a policy overhaul.
The committee proposed scrapping the Rs 1 model and reverting to the original PMFBY structure.
'For any crop insurance claim where the farmer's name does not appear on the 7/12 extract—or where bogus land records or crop data are used—the claim will be treated as fraudulent,' the GR said.
'If insurance is taken on another person's land without being a sharecropper or without mutual agreement, legal action will follow.'
The GR also directs the Revenue Department to separately flag such cases in official records.
'Strict action will be taken through the tehsildar. If found guilty, the person will be blacklisted and barred from any government scheme for five years,' it stated.

Mumbai: Deputy Chief Minister and Urban Development and Housing Minister Eknath Shinde, in a written reply, said that so far 98,619 textile mill workers have become eligible for homes in Mumbai as per the special campaign conducted by the state-run Maharashtra Housing and Area Development Authority (MHADA) and labour department. He said this while responding to a question raised by NCP legislator Rohit Pawar and others in the state Assembly. DyCM Shinde further stated that the government issued a government resolution on March 15, 2024, for making available homes to the workers from closed and sick textile mills from Mumbai in the Mumbai Metropolitan Region. The government has assured that homes in the MMR region will not only be affordable but will also be equipped with essential facilities to ensure a dignified living for mill workers. He said that so far, 15,870 homes have been distributed to textile mill workers -- 6,925 in 2012; 2,634 in 2016; 2,417 in 2016, and 3,894 in 2020. He said that two developers have been selected after the expression of interest was issued, following the consent of the high-power committee for the construction of homes. The online forms are being filled up by the textile mill workers from June 16 for homes, and so far, 2,094 textile mill workers have submitted online applications. The Deputy CM said the urban development department has initiated a process for the redevelopment of 11 chawls situated on the lands of nine mills of National Textile Corporation. Earlier, Dy CM Shinde announced that one lakh homes will be constructed for mill workers. He instructed the officials that in order to implement the ambitious 'Houses for All' scheme, the state's new housing policy should focus on affordable, sustainable and environmental-friendly houses. He instructed the officials to prepare a detailed policy within a month so that citizens could easily benefit from the schemes of MHADA and the housing department and speed up the stalled redevelopment projects in the city.

Agartala: Tipra Motha Party (TMP) chief Pradyot Kishore Manikya Debbarma held a meeting with Governor Indra Sena Reddy Nallu on Sunday, a day after his colleague said the party was contemplating withdrawing support from the ruling BJP-led coalition in the state. The high-profile engagement came hours after former chief minister and BJP MP Biplab Kumar Deb visited Mr Debbarma, intensifying speculation about deepening rifts within the Manik Saha-led government. The core of the friction lies in growing discontent within TMP over two critical issues: the perceived lack of progress in implementing the Tripartite Accord signed in March 2024 and insufficient action against illegal infiltration, particularly following a mid-May notification from the Ministry of Home Affairs (MHA) concerning Rohingya and Bangladeshi migrants in the state. The TMP contested the 2023 assembly polls alone but in March last year, after signing a tripartite agreement with the Centre and the Tripura government, joined the BJP-IPFT coalition government. The BJP-IPFT alliance had retained power in Tripura by winning 33 seats in the 60-member assembly. While the BJP received 32 seats, the IPFT could manage one. The TMP, which contested the assembly elections for the first time, secured 13 of the 42 seats it contested. After the meeting with the Governor, Mr Debbarma remained tight-lipped on specific details, stating, "Many things have been discussed. He issued an appeal transcending party politics, urging all political outfits to unite against the threat. "This is bigger than politics. All political parties should jointly fight to stop illegal infiltration in Tripura. It affects not just our state, but the entire Northeast and India." Addressing the status of his party's alliance with the BJP and ongoing discussions, Mr Debbarma confirmed, "I am in regular contact with the Chief Minister. I spoke to him yesterday and will speak again if necessary. We have discussed various matters for the betterment of Tripura." Reacting to Chief Minister Saha's statement earlier Sunday that the implementation process of the Tripartite Agreement is underway, Mr Debbarma expressed cautious optimism. "Things are in progress - but the results must be visible on the ground. The Chief Minister is aware of the urgency. I have shared my views with him, and he has listened. Now we hope for action." The political temperature had already risen significantly on Saturday. TMP MLA Ranjit Debbarma threatened the party's withdrawal of support from the ruling alliance during a press conference. He also claimed that BJP MP Kriti Singh Debbarma, who is the TMP chief's sister and was a joint candidate of both parties, had expressed a willingness to resign if commitments made by both the state and central governments remained unfulfilled. Reacting to Mr Debbarma's remarks, Chief Minister Manik Saha on Sunday said his government has not received any official communication from the alliance partner. Speaking to reporters in Agartala during a public outreach programme marking 11 years of the Prime Minister Narendra Modi-led government, Mr Saha said, "What their party members say is their matter, but I haven't received anything in writing." When asked about Tipra Motha leaders expressing frustration over the time-bound implementation of the Accord, he said, "I am in regular talks with the Tipra Motha chief. The process is ongoing."

Karnataka truck owners have halted the transportation of rice provided for free distribution under the Anna Bhagya scheme by the Siddaramaiah government . Retail Transport Contractors' Association President Shanmugappa issued a statement on Monday, announcing that trucks stopped transporting rice from midnight on Sunday. "Chief Minister Siddaramaiah and Deputy Chief Minister D.K. Shivakumar have failed to fulfil their promise of clearing transportation dues for trucks that carried rice across the state from February to June. The pending amount is Rs 250 crore," he stated. "Truck drivers and owners are going through a difficult phase. They are taking loans and facing the threat of losing their livelihood. Many are managing to continue operations by pledging their jewellery to purchase diesel and cover transport expenses," Shanmugappa added. He further stated that finance companies which provided vehicle loans are now repossessing trucks, as the owners are unable to pay the EMIs. He slammed the government, stating that the Secretary of the Food Department had promised that payments would be made by June 19, but nothing has been done so far. The trucks have transported 25 lakh tonnes of rice to district and taluk centres across the state. Due to the state government's negligence, about 3,500 to 4,000 truck drivers are now in crisis, he said. As a result of this development, there will be delays in the distribution of free rice to beneficiaries. This situation is also expected to reignite debates over the Congress-led government's alleged struggle to generate sufficient funds. Under the Anna Bhagya scheme -- one of the Congress government's major guarantee schemes -- the state provides 10 kilograms of free rice per person for families falling under the Below Poverty Line (BPL) category. The state government claims it is distributing free rice to 4.42 crore individual beneficiaries from 1.19 crore BPL and Antyodaya card-holding families across Karnataka. Meanwhile, Karnataka BJP President and MLA B.Y. Vijayendra stated on Monday that the Congress-led government in the state is attempting to gradually halt the free rice scheme. "They had promised to provide 10 kilograms of free rice, including the 5 kilograms supplied by the Centre. Now, they are preparing to distribute Indira Kits instead of free rice. The objective is to save Rs 700 to Rs 800 crore. They are using the excuse that beneficiaries are reselling the free rice," he alleged.
