The conversion certificate for Sabiha was issued by the Islamic Affairs and Charitable Activities Department in Dubai in November 2015.
The Enforcement Directorate (ED) has stepped into the case involving Jalaluddin Shah, also known as Chhangur Baba. He is accused of leading a large-scale religious conversion racket across several states. Preliminary findings from the ED point to foreign funding worth around Rs 106 crore. Most of this money reportedly came from countries in the Middle East. The agency has also found illegal assets linked to Chhangur in different parts of India.
Now, new information has surfaced. As per Aaj Tak, Chhangur Baba converted his close friend Neetu, also known as Nasreen, along with her husband Naveen Rohra. Their daughter was also converted and renamed Sabiha.
The conversion certificate for Sabiha was issued by the Islamic Affairs and Charitable Activities Department (IACAD) in Dubai. It was issued in November 2015. After Sabiha turned 18, Chhangur got her engaged to his grandson, his daughter's son. However, this marriage plan did not go through. Police arrested Chhangur before the wedding could take place. The engagement was later called off.
A close associate of Chhangur, Babbu Khan, revealed more details. He said that Neetu purchased land in Uttaraula, Balrampur, as dowry. A showroom worth nearly Rs 5 crore was also built on the land. The wedding was planned for August this year.
At present, Sabiha is staying in Lucknow. She is living with some of Chhangur's family members. Investigating agencies are expected to question her soon. A team may also be sent to visit Neetu and Naveen's ancestral house. Officials could even go to Mumbai for more details.
Chhangur Baba hails from Uttaraula in Balrampur district. He has strong connections in the Gonda district too, especially in the Retavagada area of Dhanepur. He was slowly building his network in nearby areas like Wazirganj and Nawabganj. These places are close to Ayodhya, giving the racket a sensitive edge.
Now, the ATS is preparing to search Chhangur's bases in Gonda. Many of his close aides are being traced and questioned. More revelations are expected in the coming days.

ED raids 14 locations in Mumbai, UP in Chhangur Baba conversion case

Lucknow, July 17 (UNI) Enforcement Directorate (ED) sleuths launched raids at 14 places across Uttar Pradesh and Maharashtra today early morning in connection with Chhangur Baba alias Jalaluddin, the mastermind of religious conversions in Uttar Pradesh. Sources said the raid started from 5 am at 12 locations of Balrampur and 2 places in Mumbai. The ED has taken action in the case of illegal funding of Rs 100 crore, sources added. The searches come following ED's formal investigation against Jamaluddin alias Chhangur Baba, who faces serious allegations related to religious conversions, misuse of foreign funds, and activities that could potentially threaten national security and disturb communal harmony. Senior police officers said UP Anti-Terrorism Squad (ATS) had many clues about the hawala network of Chhangur Baba gang, their suspected bank transactions and foreign funding. The UP ATS is understood to have handed over all documents to the ED, which has decided to raid the locations. ADG Law & Order Amitabh Yash has said, "Interrogation of Chhangur Baba and his main aide Neetu alias Nasreen has revealed that gang members opened more than 40 bank accounts in their names and different institutions, of which transactions of about Rs 100 crore were carried out". On July 5, Chhangur Baba was arrested from Lucknow along with Neetu alias Nasreen. It is being reported that the gang formed a secret team of 1,500 people in five states. Their targets were women under 30 years of age. They also used codewords for conversion. According to the ATS, there has been a transaction of about Rs 100 crore from Chhangur Baba's bank account. Out of this, Rs 14 crore have come from foreign funding. The book 'Shizar-e-Taiyaba' has also been found from Chhangur, which helped the gang to network and convert Hindu girls. UNI MBD AAB PRS

Noose Tightens Around Changur Baba As ED Carries Out Searches In Mumbai, UP's Balrampur

The locations are connected to Shehzad Sheikh, a member of Changur Baba's illegal religious conversion nexus, who sold a piece of land to the latter Days after registering a case against Changur Baba, alias Jamaluddin, the Enforcement Directorate (ED) carried out simultaneous raids across 14 locations connected to him—two in India's financial capital Mumbai at Mahim and Bandra and 12 in Uttar Pradesh's Balrampur. The locations are connected to Shehzad Sheikh, a member of Changur Baba's illegal religious conversion nexus. ED sources told CNN-News18 that Sheikh sold a piece of land to Changur Baba and received Rs 2 crore for it. The agency suspects that these funds are proceeds of crime and is hence questioning Sheikh at his Bandra residence. Apart from this, the agency also found five foreign accounts linked to Changur Baba in the UAE. The identification of the bank accounts is being seen as a milestone in ED's quest to identify the money trail. The investigation carried out by UP ATS has revealed that Changur had at least 40 local bank accounts through which at least a hundred crore was moved around. According to sources, the money was transferred into these accounts from the Middle East as well as through the Hawala route. During interrogation with the UP Police, Changur Baba has accepted that he was involved in religious conversion and claims to have recruited at least 3,000 people spread across 578 districts of the country to identify and convert global targets. The ED is now trying to figure out how many times and how much money was actually transferred through these foreign bank accounts till date. WHO IS CHANGUR BABA? A small-time seller of gemstones and rings, Changur's fortunes changed around 2020 when he styled himself as a 'pir' and spiritual guide with a sudden rise in wealth and status. After gaining people's trust, he made them believe that he has miraculous healing power. Convinced by his 'miracles', his 'followers' were slowly brainwashed and forced to convert to Islam. UP ATS had also revealed that Changur, the kingpin of the racket, targeted women from non-Muslim communities and even maintained a 'rate list" for their conversions. A report in Aaj Tak quoted sources in ATS as saying that Changur had plans to build a 'Dawa Kendra' on the India-Nepal border and funding for the venture had started coming in from abroad. view comments Disclaimer: Comments reflect users' views, not News18's.
