HC prods govt to nix FYJC quotas in minority colleges
"It can be a bona fide mistake. Issue a corrigendum. If not, we are here," said Justices Makarand Karnik & Nitin Borkar, while hearing two petitions challenging the clause. The institutions learnt about it only after their seat matrices were put up on the admission portal. The colleges argued that social quotas do not apply to minority institutions in terms of Article 15 (5) of the Constitution.
As govt pleader Neha Bhide said the GR was meant to bring uniformity in FYJC admissions, Justice Karnik questioned: "Why do you bring in minority institutions?" The judges said a similar GR was withdrawn in 2019.
Bhide said the "clause can be removed". The judges asked her to take instructions and inform them Thursday. "Every time you do not need orders from us. You can do it yourself," said Justice Karnik.
Govt pleader Neha Bhide informed Bombay high court on Wednesday that withdrawing the May 6 government resolution (GR) on FYJC admissions was not possible, but "clause 11 can be removed". Clause 11 of the GR mentions that social and parallel reservations will apply to vacancies after filling minority seats in minority institutions.
To this, Justice Makarand Karnik said: "Solve the problem." And Bhide replied: "I will come with a solution.

Justices Karnik and Nitin Borkar asked Bhide to di-scuss with the state advocate general and senior officials.
The judges were hearing two petitions challenging the contentious clause. The first petition was filed by Solapur's Shri APD Jain Pathashala, a trust that runs Walchand College of Arts and Science and Hirachand Nemchand College of Commerce.
The second was a joint petition by south Mumbai colleges, including St Xavier's, KC, HR, Jai Hind and Maharashtra College, along with the Maharashtra Association of Minority Educational Institutions.
On being informed by advocate S C Naidu, for the Solapur colleges, that finalisation of merit list is scheduled for Wednesday, the judges on Tuesday had directed that it will be subject to the outcome of the petitions.
Senior advocate Milind Sathe, for the Mumbai colleges, argued that social reservations do not apply to minority institutions.
About the GR, Bhide said: "For the first time, FYJC admissions are taken up online for the entire state."
The petitioners said their right under Article 30 to establish and administer educational institutions has been reiterated in SC and HC judgments "which have held that minority educational institutions are not subject to any social reservations".

10 judicial officers appointed as Additional Judges of Punjab and Haryana High Court
In a major boost to the judicial strength of the Punjab and Haryana High Court, the Central government Thursday appointed 10 judicial officers as Additional Judges of the court. The appointments were made by the President of India under Article 224 of the Constitution, following consultation with the Chief Justice of India. The newly appointed Additional Judges are: Virinder Aggarwal, Mandeep Pannu, Amarinder Singh Grewal, Parmod Goyal, Rupinderjit Chahal, Shalini Singh Nagpal, Subhash Mehla, Surya Partap Singh, Aradhna Sawhney, and Yashvir Singh Rathor. The appointments were announced by Union Law Minister Arjun Ram Meghwal, who shared the list on social media. Under Article 224, Additional Judges are appointed for a term of two years to help manage rising caseloads and vacancies. Based on performance and requirement, they are made permanent judges later.

Madiga organisations protest against Karnataka's Congress govt over reservation
Bengaluru: The district units of the Madiga organisations staged a protest against the Congress-led government in Karnataka on Friday at the Freedom Park, demanding immediate implementation of internal reservation. The organisations held protests in front of the offices of all Deputy Commissioners across the state. Speaking on the occasion, former Union Minister and senior BJP leader, A. Narayanaswamy, declared that the Madiga community will no longer wait or bow to false promises. "We will not wait until the next election," he asserted. Narayanaswamy further warned that if the Congress-led government in Karnataka fails to implement internal reservation immediately, Madigas would launch a strong disobedience movement against the government. He stated that protests are being held today (Friday) across all districts of the state, cutting across party lines. 'This is not a BJP-led movement,' he clarified. He questioned whether the Karnataka government values its chair more than the people's issues. 'Is development more important for the government, or is it just holding onto power?' he asked. 'Justice has not been served to the Madigas. Our patience has run out. We can't wait any longer. If we take to the streets, we know how to send you home,' Narayanaswamy warned. He also criticised the Chief Secretary for not holding a meeting when requested to discuss the injustices faced by Madigas since 1976. 'A reservation should not be given based only on population. The injustice faced by our community for over 40 years must be considered. If a higher reservation is not given based on decades of oppression, the Madiga community will be forced to launch an intense agitation,' he warned. He demanded that all past dues be cleared. 'If old promises are not fulfilled, we will organise an intense struggle,' he stated. Narayanswamy noted that protests are being held today in front of the Deputy Commissioners' offices in 26 districts, calling it a reflection of the awakening of the Madiga community. 'We want to remind many MLAs in this state that it would have been impossible for them to win without the Madiga vote,' he said. He criticised elected representatives who had won with Madiga votes but have now fallen silent. 'You don't speak for the Madigas, yet you have the audacity to come and ask for our votes?' he questioned. 'Is there any law in this country that says Madigas should not get reservations?' he asked. 'During Zilla Panchayat and other local body elections, they keep saying 'tomorrow, tomorrow' when it comes to reservation. You had the power to suspend the Constitution and declare an Emergency to retain your position as Prime Minister. But for the Dalit Madigas of this state and country, injustice has continued even after Independence. Many Madiga students are unable to pursue MBBS due to a lack of money. Do you even understand all this?' he questioned the Congress party. Narayanswamy questioned Chief Minister Siddaramaiah's commitment to socialism. 'The CM claims to be a socialist who delivers justice to all. Then what is he the champion of?' he asked. He declared that this is not just a disobedience movement — it will become a movement to unseat the government. He thanked everyone who participated in the protest.
