
Malakoff unit inks agreement with govt for 34-year waste-to-energy facility in Melaka
The partnership is for the design, construction, financing, operation, maintenance and closure of a waste-to-energy (WTE) facility at Sungai Udang, Melaka.
Malakoff said in a statement today that the WTE facility will process up to 1,056 tonnes of municipal solid waste per day and generate approximately 22 megawatts of gross renewable energy under a power purchase agreement to be signed with Tenaga Nasional Bhd.
"The concession period granted to undertake the project shall be for a period of 34 years from the effective date," said the energy and environmental solutions company.
Malakoff added that, subject to the fulfilment of the conditions precedent, the project is expected to commence in the second quarter of 2026.

Waste repurposing plan sparks mixed reactions
PETALING JAYA: Optimising agricultural waste to promote a circular economy and expanding waste-to-energy (WTE) plants to reduce dependence on landfills under the 13th Malaysia Plan (13MP) have drawn varied responses from environmental groups and experts. Centre to Combat Corruption and Cronyism event and projects officer Wong Si Peng stressed the importance of viewing waste as a resource for a circular economy. She said ensuring proper separation of waste was crucial for sound recovery paths and clean renewable energy. She believes Malaysia should explore anaerobic digesters for WTE purposes as food waste constitutes 44% of the country's municipal solid waste. 'If all the food and organic waste are separated, they can be converted into green energy using the anaerobic digester technology before being sent to biogas facilities.' However, Greenpeace Malaysia Climate and Energy Campaigner Hamizah Shamsudeen views WTE as a short-term solution. 'Malaysia needs holistic methods to combat waste management issues. We must reuse and repurpose, such as agricultural waste.' She added that WTE is not a significant solution for achieving net-zero emissions by 2050, citing concerns about carbon emissions throughout its lifecycle, high operating costs, energy consumption and safety issues. Meanwhile, environment and waste management specialist Dr Theng Lee Chong said the government needs to be more transparent with the cost of this paradigm shift from landfills to WTE in the coming years. 'How will the financial model work and who is going to bear the costs?' he asked. Theng said the selection of a good WTE system is crucial, as it is expensive, especially when it becomes a private initiative. Universiti Malaya Institute of Advance Studies Honorary Professor Dr Sumiani Yusoff welcomed the idea of reducing landfill dependency, acknowledging Malaysia's abundant biomass for energy conversion. She emphasised the need for proper planning, implementation and meticulous management of these facilities. 'We need the waste to be properly segregated. We have talent here but we need to provide adequate training to those who will be managing these waste-to-energy facilities.' During the tabling of the 13MP in Parliament, Prime Minister Datuk Seri Anwar Ibrahim said the use of agricultural waste will be optimised in driving the circular economy and generating new, sustainable added value.

State leaders laud 13MP as catalyst for inclusive, high impact development
KUALA LUMPUR: The 13th Malaysia Plan (13MP) tabled by Prime Minister Datuk Seri Anwar Ibrahim in the Dewan Rakyat yesterday is expected to redesign the nation's economic and development landscape towards a more inclusive, sustainable and responsible future. In SELANGOR, Menteri Besar Datuk Seri Amirudin Shari welcomed 13MP as a comprehensive plan that complemented existing state initiatives as well as uplifted communities. He said a key highlight was the development of Carey Port in Kuala Langat, expressing the state's readiness to cooperate with the federal government to expedite the project, which was set to alleviate congestion at Port Klang. Amirudin also praised the plan to add 300 Demand-Responsive Transit (DRT) vans, 1,200 buses, and 217 train sets to improve public transport access, especially for those in the Klang Valley. Featured Videos He also lauded the recognition of waste-to-energy (WTE) technology and the government's pledge to create 1.2 million new jobs in manufacturing and the digital economy, which would benefit graduates in the state. 13MP charts Malaysia's course in AI, clean energy: YTL among key beneficiaries
KUALA LUMPUR: The 13th Malaysia Plan (13MP) lays the foundation for Malaysia's transformation into a high-tech, inclusive, and sustainable economy, with artificial intelligence (AI) and waste-to-energy (WTE) technologies emerging as key enablers of the nation's digital and green ambitions. As Malaysia positions itself to lead the digital economy in Southeast Asia, 13MP places strong focus on building strategic digital infrastructure, developing data-driven capabilities, and nurturing a robust AI ecosystem. Prime Minister Datuk Seri Anwar Ibrahim said when tabling the 13MP in the Dewan Rakyat today that the advent of generative AI offers Malaysia a unique opportunity to leap forward in innovation and economic growth. The government is charting a clear course to harness the full potential of AI through the implementation of the National Artificial Intelligence Action Plan 2030, which outlines plans to develop local AI talent, drive AI-focused research, development, and commercialisation, and enhance digital infrastructure to attract global and domestic investments, particularly in the data centre sector. "This effort is crucial to strengthen the nation's economic competitiveness while developing a more sustainable and high-impact industry in line with the aspiration of becoming an AI-driven nation," Anwar said. To support this vision, the government aims to achieve, by 2030, 98 per cent 5G network coverage, 5,000 digital entrepreneurs nationwide, and 95 per cent of government services to be fully digitised. In parallel, the 13MP also advances Malaysia's green growth agenda through a stronger push for WTE adoption. These facilities, developed in collaboration with the private sector, aim to reduce landfill dependency while generating clean, renewable energy. The WTE programme is part of a broader clean energy strategy that includes floating solar-hybrid hydro systems, green hydrogen hubs, carbon capture, utilisation and storage, and the National Energy Transition Facility Fund to finance sustainable energy initiatives. Industry sources say the dual focus on AI and WTE under the 13MP underscores Malaysia's strong commitment to building a digitally driven, low-carbon economy. "These initiatives represent a strategic policy shift that positions Malaysia for sustained growth, innovation, and global competitiveness in a world increasingly shaped by technology and climate action," they told Business Times. According to one source, companies poised to benefit from the AI and digital infrastructure push include Telekom Malaysia Bhd, YTL Power International Bhd, G3 Global Bhd, and TIME dotCom Bhd, owing to their involvement in cloud services, data centres, AI solutions, and high-speed connectivity. On the green energy front, WTE beneficiaries are expected to include YTL, Yinson Holdings Bhd, Malakoff Corporation Bhd, and Samaiden Group Bhd, given their active roles in power generation, renewable energy, and sustainable infrastructure.
