Maertens wins thrilling world 400m men's freestyle gold
Maertens, who broke the world record earlier this year, came home in 3min 42.35sec after a fierce battle with Short, the 2023 world champion.
South Korea's Kim Woo-min, the reigning world champion, was third in 3:42.60.
Maertens was the favourite for the title after breaking the world record in Stockholm in April, a mark that had stood since 2009.
But Short fought him every stroke of the way, losing out after an incredible tussle to the finish.
The result gave Maertens his first world title after claiming Olympic gold in Paris last year.
He followed that up by setting a new world record of 3:39.96, shaving 0.11sec off the mark achieved by fellow German Paul Biedermann at the world championships in Rome in July 2009.
Biedermann's mark of 3:40.07 was achieved wearing a polyurethane swimsuit that has since been banned in competition.
Short missed out on an Olympic medal in the event in Paris, finishing fourth.
Australia's Elijah Winnington, the Paris Olympics silver medallist, surprisingly failed to qualify for the final.

Bayern had an initial offer of £59 million rejected by the Premier League champions last week, but their improved bid looks set to bring the Colombia international to the Allianz Arena. Tour de France organisers decided to 'neutralise' the race on its final stage on Sunday because of fears riders would be at risk on the rain-slicked cobbles of Montmartre. The decision to freeze the times with about 50 kilometres left to go takes away the competitive element of the final stage. The route takes in three circuits around the Sacre Coeur basilica for the first time this year after organisers introduced the change following the success of the road races at last year's Paris Olympics, which were attended by huge crowds. But as tens of thousands of people gathered at the tourist hotspot this year to watch the stage, light rain began to fall around 90 minutes before the riders were due to arrive and organisers decided to 'neutralise' the times. Organisers hoped to introduce an element of risk by including the three circuits around the tight bends and cobbled streets of Montmartre. "Due to slippery roads on shady spots in Montmartre, it has been decided, in accordance with the commissaires of the UCI and representatives of teams and riders, to stop the time at the 4th passage on the finish line - i.e. before the three laps featuring the Cote de la Butte Montmartre," organisers said. As a result, the overall standings will remain unchanged, meaning Tadej Pogacar remains in the lead.
