Saudi non-oil job growth at second fastest rate in 10 years: February PMI

Dubai: Saudi business optimism continues to ride high, at levels last seen in late 2023 as robust consumer demand led companies to raise capacity and prepare for growth opportunities. This has also led them to take in more employees, helping them to better handle higher output needs, according to the latest monthly PMI data from Riyad Bank.
Cost of doing business was also running higher, but were compensated by higher asking prices.
'Saudi Arabia's non-oil economy remains on a solid growth path, with ongoing expansion in employment, efficient supply chains, and strong domestic and export demand pointing to sustained economic momentum,' Naif Al-Ghaith, Chief Economist at Riyad Bank.
'The underlying indicators suggest that the private sector remains well-positioned for continued expansion, supported by a positive outlook for business activity and market conditions.' How did Saudi businesses fare on jobs?
There was a 'particularly strong rise' in employment across February. Survey data show the rate of job creation to be the 'second-highest in over a decade, outpaced only by October 2023'.
'Jobs growth was strongest in manufacturing and services, sectors which also observed the highest levels of confidence,' according to the Riyad Bank report.

The Purchasing Managers Index for February came up with a score of 58.4, down slightly from the 60.5 a month earlier. (This was also the highest PMI tally for Saudi Arabia in a decade. A reading over 50 indicates the private sector in expansion mode, based on factors such as spending, production output, employee intake, etc.)
'Export demand continued to rise driven by strong demand from international markets, competitive pricing, and high product quality,' said Al-Ghaith.
'Although export growth softened slightly from recent months, it remained above average, reinforcing the strength of the non-oil sector. Saudi non-oil businesses 'continued to fill up warehouses, albeit with rates of purchasing growth and stock accumulation tempering since the start of the year', according to the PMI report.
'Whilst robust staffing levels, efficient supply chains and healthy stockpiles enabled many firms to lower backlogs, this was often countered by demand pressures and administrative delays. Subsequently, the overall level of incomplete business fell only fractionally.'

The Gulf region commissioned its lowest number of construction contracts in more than three years according to data analysed by a regional asset manager, with Saudi Arabia falling the most as it curbs spending on megaprojects. The Gulf region awarded $28.4bn in contracts in the second quarter of 2025, according to a July brief by KAMCO Investment, a Kuwait-based asset manager. The overall value of all construction contracts awarded nosedived 58 percent compared to the same quarter last year. Saudi Arabia led the plunge with contract awards falling 72.5 percent, and the UAE followed at 47 percent. The UAE overtook Saudi Arabia as the most active country in the Gulf region sealing new construction contracts. "This downturn was primarily driven by a sharp contraction in project awards in Saudi Arabia, accompanied by a similarly weak performance in the UAE, which experienced a significant y-o-y [year-over-year] decline in contract awards during the period," the report said. Instead of 1.5 million people living in the city by 2030, Saudi officials now anticipate fewer than 300,000 residents. Meanwhile, only 2.4km of the city will be completed by 2030. The Line is one part of Saudi Arabia's broader Neom project situated on its northwestern Red Sea coast that includes Red Sea resorts, industrial parks and a ski resort. Last week, Semafor reported Neom is considering laying off up to 1,000 employees - an estimated 20 percent of its full-time staff. The website reported that Neom was weighing the layoffs as part of a broader overhaul that could also see more than 1,000 employees leave Neom's construction site on the kingdom's northwestern Red Sea coast, and relocate to Riyadh. The wider Gulf region has been hit by falling oil prices. Brent, the international benchmark, was trading down about one percent on Tuesday at $68.53 per barrel. Ajman Bank reports Dh266 million in H1 2025 profit before tax

Ajman Bank on Tuesday announced a profit before tax of Dh266 million for the first half of 2025, a 14 per cent increase compared to the same period in 2024, driven by sustained focus on core business performance, increased financing activity, and improved operational efficiency. Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman and Chairman of the Board of Ajman Bank, chaired the Bank's Board of Directors meeting on Tuesday to review key financial and administrative matters, and issue resolutions on commercial activities. Ajman Bank delivered a total operating income of Dh751 million, while net operating income reached Dh399 million. The bank's total assets increased by 17 per cent compared to year-end 2024 to Dh26.6 billion, supported by a 16 per cent growth in the financing portfolio to Dh17.8 billion. Customer deposits reached Dh20 billion, up 11 per cent year-to-date, reflecting continued growth across consumer and wholesale business segments. The bank's total shareholders' equity rose to Dh3.2 billion, up 4 per cent year-to-date. Sheikh Ammar said: 'Ajman Bank continues to deliver consistent results, underpinned by a resilient business model and a focused growth strategy. Our performance in the first half of 2025 reflects disciplined execution and the Bank's growing role in supporting economic development and financial sector sustainability in the UAE'. Ajman Bank's capital and liquidity metrics remained strong, with a capital adequacy ratio (CAR) of 17.3 per cent and a Tier 1 capital ratio held firm at 16.1 per cent, notwithstanding 17 per cent growth in total financing portfolio. Return on equity (ROE) improved to 15.6 per cent (up by 29 bps), while return on assets (ROA) increased to 1.9 per cent (up by 9 bps). Ajman Bank's further strengthened strong liquidity position achieved an improved eligible liquid assets ratio (ELAR) at 18 per cent and loans-to-stable resources ratio (LSRR) at 74 per cent. Mustafa Al Khalfawi, chief executive officer of Ajman Bank, said: 'Our first-half results demonstrate the strength of Ajman Bank's funding base, balance sheet, and operational model. We are focused on scaling platform productivity, improving cost-to-income performance, and diversifying access to capital. The successful launch of our co-branded POS solution, real-time settlement platform, and global sukuk issuance all reflect growing confidence in our trajectory.' On the back of proactive credit portfolio management, asset quality continued to improve with the non-performing loans (NPL) ratio at 8.6 per cent (down by 126 bps), 15 per cent reduction in the aggregate of gross stage 2 & 3 exposure during H1 2025 and greater diversification achieved with the real estate ratio reduced to 32.9 per cent (down by 705 bps). The Bank continued to advance its digital infrastructure with targeted investment in SME onboarding platforms, merchant POS enablement, and real-time processing capabilities. These improvements are enhancing productivity, accelerating digital origination, and supporting end-to-end service automation across core segments. In May 2025, Ajman Bank successfully issued its debut $500 million 5-year sukuk. The five-year issuance, listed on Nasdaq Dubai, achieved a 5.4X oversubscription, which also evidences the great trust of 100+ regional and international investors with participation of 65 per cent and 35 per cent allocation respectively. The sukuk marks a strategic milestone in the bank's funding diversification and access to international capital markets. Ajman Bank said it remains committed to its Dh4 billion 'Sustainable Finance' pledge by 2030 and 'Net Zero Emission' by 2050, aligning its long-term strategy with Ajman Vision 2030 and the UAE's broader sustainable growth framework.
