Manitoba's police watchdog is investigating after Winnipeg police say a man handcuffed by officers for his own safety fell down stairs in a St. Boniface apartment block Thursday and was hospitalized in critical condition.
Officers were called to an apartment on the 200 block of Bertrand Street, between Taché Avenue and Enfield Crescent, just before 7:30 p.m. Thursday with a report a suicidal man in his 60s was armed with an edged weapon, according to a news release from the Winnipeg Police Service.
The man spoke to officers through the door but refused to come out, threatening to take his own life, police said.
Winnipeg police crisis negotiation and tactical support teams — as well as mental health clinicians from the city's alternative response to citizens in crisis, or ARCC, team — were called to the apartment after police deemed the incident an armed and barricaded situation.
The man came out of the suite after about two hours of communicating with police. He was handcuffed for his own safety, but broke free from officers and fell down a staircase as he was being led down, according to police.
He was seriously injured in the fall and taken by ambulance to hospital, where he remained in critical condition as of early Friday afternoon, police said in their news release.
The Independent Investigation Unit of Manitoba, the province's police watchdog agency, has been notified about the injury and has taken over the investigation into the incident, the news release said.

Costa Rica officials have released new details about the death of actor Malcolm-Jamal Warner on Sunday, July 20. According to Us Weekly, the actor was not the only victim who first responders tended to at the scene. A spokesperson for the Red Cross told the publication that emergency personnel attended to two adult male patients. A 35-year-old man who hasn't been identified was transported in critical condition to the local clinic while CPR was performed on Warner. The spokesperson confirmed that both Warner and the second individual were "involved in the same incident." TMZ broke the news that the actor died of asphyxia after he was caught by a high current in the ocean while vacationing with his family in Costa Rica. He was 54 years old. Warner drowned near Cocles, a beach in Limon, Costa Rica, Costa Rican National Police confirmed to ABC News. Costa Rica's Judicial Investigation Department also shared with Us Weekly that the events occurred between 2:00 p.m. and 2:30 p.m. in the Playa Grande de Cocles area of Puerto Viejo de Limón. According to Costa Rica's Judicial Investigation Department, a preliminary investigation concluded that the victim "appeared to have entered the sea and was apparently swept away by a current." After Warner was rescued by bystanders and taken to shore, he received treatment from the Costa Rican Red Cross before being declared dead at the the tragic event, Roger Sanz, the President of the Chamber of Tourism and Commerce of the Southern Caribbean, released a statement, "Despite the rescue efforts made by Caribbean Guard volunteers at Playa Grande, the actor — who was vacationing in the area with his family — tragically lost his life. We want to make it clear that we are organized, that most of us do inform our clients and visitors. But like in every part of the world, accidents can happen — and this time, it happened to us." Warner was best known for his role as Theodore "Theo" Huxtable in The Cosby Show, for which he received an Emmy nomination for Outstanding Supporting Actor in a Comedy Series. Warner's other acting credits include Malcolm & Eddie, Suits, American Crime Story, The Resident and more. In 2015, Warner won a Grammy for Best Traditional R&B Performance for Jesus Children and was nominated for Best Spoken Word Poetry Album for Hiding In Plain View in 2022. Vancouver police say they are investigating the murder of a 15-year-old boy who died after being stabbed Saturday night near the Vancouver Law Courts at Smithe and Hornby streets. "Vancouver police investigators have been working non-stop to secure evidence, identify witnesses, and find the person, or people, responsible for this murder," said Sgt. Steve Addison in a statement. Police said the victim, a Surrey resident, was stabbed sometime before 11:40 p.m. PT. A passerby called 911. Officers located the boy, who was treated by other first responders, on Hornby Street. The victim died in hospital early Sunday morning, said police. No arrests have been made, and police are asking anyone with information or dashcam footage from the area at the time to come forward. Police are not releasing the name of the victim at this time. Addison told reporters in a news conference on Monday that police may eventually choose to release surveillance footage of the area as they continue their investigation. He did not say if a suspect had been identified in the stabbing and urged anyone driving in the area between 11:25 p.m. and 11:40 p.m. to send dashcam video to told reporters Vancouver's downtown core was particularly busy on Saturday night, given the Celebration of Light fireworks event that had just wrapped up in the West End. "Lots of vehicle traffic in that block, it's downtown Vancouver, lots of cars driving around," he said. "And there may be people with dashcam video, who were passing through the area at the time, who perhaps unknowingly captured something that might be of use to our investigators." Addison said he wasn't aware of whether the victim had attended the Celebration of Light event, and there was an altercation prior to the stabbing. While the stabbing was not related to the Celebration of Light, he said that police would be changing their security plans for the next leg of the event on Wednesday after a few fights were reported as crowds were leaving on Saturday. Vancouver city staff are recommending council ban the sale of gun-shaped lighters in the city. On Wednesday, council will vote on the proposal from the city's chief licence inspector after the matter was raised in a motion from councillor Mike Klassen. A ban would come with a $1,000 fine for non compliance. Staff are also asking that a letter be sent to the provincial government calling for legislative amendments to make the ban provincewide. 'Staff recommend amending the licence bylaw to prohibit the retail sale of gun-shaped lighters as a measure to increase public safety and limit an increase in the number of devices in circulation,' the report to council states. 'Staff propose an amendment to the Ticket Offences bylaw to make the sale of GSLs a ticketable offence with a fine of $1,000. Staff also propose that the mayor, on behalf of council, write a letter to the provincial government requesting legislative amendments to prohibit the sale, distribution, and possession of GSLs in British Columbia, as well as consider legislative changes to empower law enforcement to seize these devices proactively and prevent their continued proliferation in communities across the province.' A gun-shaped lighter is defined as a hand-held device that produces a flame, resembles a firearm, and includes an igniter or trigger, barrel and stock. This includes torch style lighters that look like a firearm due to the shape of the barrel and/or handle. There were 162 police calls about the lighters last year, more than half of which were classified as 'priority weapons calls' — meaning they led to a response involving several officers armed with Tasers, less-lethal beanbag shotguns and Arwen riot guns.
