West Bengal conducts first-ever booth level officers' training amid speculations of special intensive revision

Kolkata: For the first time, Booth Level Officers' (BLO) training is being conducted across five divisions in West Bengal by West Bengal-Chief Electoral Office (WB-CEO), from July 24-28, raising murmurs about Special Intensive Revision (SIR) in Bengal, after Bihar.
'The BLO training from July 24th to 28th covering five divisions, Malda, Purba Bardhaman, Kolkata, West Midnapore and Jalpaiguri, is taking place for the first time,' WB-CEO Manoj Agarwal told ET.

'The whole state will be covered through this training. BLO training is happening for the first time,' Agarwal said.
" ECI's India International Institute of Democracy & Election Management (IIIDEM) has decided to conduct training and from every Constituency- three BLOs have gone to Delhi and did such training. The ECI has given instruction for BLO training,' sources informed. In four phases, around 250 BLOs have already been trained in Delhi.
The BLO training in Bengal has started from July 24 in Malda division and will continue till July 28. In Purba Bardhaman (July 25), Kolkata (July 26), West Midnapore(July 27) and Jalpaiguri (July 20) divisions, people in the know told ET. The BLO training for Kolkata will be held tomorrow. Seven BLOs from each Constituency will participate in the training and altogether 2500 BLOs will be covered through this training programme.
There are many first timers who will be participating in the training.
Asked if SIR will be conducted in Bengal, he said, 'When ECI decides and notifies, then only SIR will be conducted.'
Meanwhile, a special awareness campaign was organized at LightHouse for the Blind, a West Bengal government sponsored school, for Persons with Disabilities (PwDs), as part of the
Systematic Voters' Education
and Electoral Participation (SVEEP) program, under the jurisdiction of the Rashbehari Assembly Constituency on Tuesday.
The program was conducted by the Office of the Electoral Registration Officer, 160-Rashbehari, under the guidance of the District Election Officer-Kolkata South. The event witnessed participation from visually impaired students of various age groups, including a significant number of youth aged 17+ and 18+, many of whom attended a voter awareness program for the first time.

New Delhi: In a key step ahead of the 2025 Bihar Assembly elections, the Chief Election Commissioner of India, Gyanesh Kumar, announced that the draft electoral rolls for all 243 constituencies will be published on Friday, August 1, 2025. The rolls will be available online on the official website and shared in both digital and physical formats with recognised political parties across Bihar's 38 districts. Citizens and political parties can file claims or objections, including adding missing eligible voters, removing ineligible names, or correcting entries, from August 1 to September 1 through the 243 Electoral Registration Officers (EROs) and District Election Officers (DEOs). Gyanesh Kumar said, "As per Para 7(4) of SIR orders (Page 3), the draft electoral rolls of Bihar are being published tomorrow, ie, Friday, the 1 Aug 2025. Physical as well as digital copies will also be given to all recognised political parties in Bihar in all 38 Districts by all the 38 District Election Officers (DEOs) of Bihar. The Chief Electoral Officer (CEO) of Bihar and 243 Electoral Registration Officers (EROs) will also be inviting any elector of that Assembly Constituency or any Recognised Political party in Bihar to come forward and give claims and objections from 1 Aug to 1 Sep 2025 for adding names of any missing eligible elector, removing names of any ineligible elector or correction of any entry in the draft electoral rolls." The SIR process is being conducted in three distinct phases, as outlined by the Election Commission. The first phase involved counting from June 24 to July 25, 2025. Following this, the draft voter list will be published on August 1. During the second phase, from August 1 to September 1, voters and political parties can submit claims or objections to correct any errors in the draft list. In the third phase, lasting until September 25, all Electoral Registration Officers (EROs) will review and resolve these claims and objections. The primary goals of the SIR process include ensuring full participation from voters and political parties, guaranteeing that no eligible voter in Bihar is left off the list, including temporary migrants, urban residents, and young voters, and maintaining continuous communication with voters and political parties. The process also involves the active participation of election staff and volunteers, addressing issues raised during the counting phase, and eliminating errors in the draft voter list during the claim period. However, opposition parties have raised concerns about the SIR process. They argue that due to insufficient documentation requirements, many eligible voters could be disenfranchised. They also allege that the ruling BJP-JDU alliance might influence local election officers to their advantage. This issue has sparked daily debates and protests in both houses of Parliament during the monsoon session.

A day ahead of the publication of draft electoral rolls in Bihar following the Special Intensive Revision (SIR) exercise, Chief Election Commissioner (CEC) Gyanesh Kumar assured voters in the State that all electors and political parties would be invited to give claims and objections from August 1 to September 1. 'The draft electoral rolls of Bihar are being published on Friday, August 1, at the CEC said in a message to voters. 'Physical as well as digital copies will also be given to all recognised political parties in Bihar in all 38 Districts by all the 38 District Election Officers (DEOs) of Bihar.' The Chief Electoral Officer (CEO) of Bihar and 243 Electoral Registration Officers (EROs) will also be inviting electors or any recognised political parties in Bihar to come forward and give claims and objections from August 1 to September 1 for adding and removing names and correction of entries in the draft electoral rolls, the CEC added. The final electoral roll after the SIR exercise, which began on June 24, would be published on September 30. Of the 7.89 crore electors as on June 24, 2025, over 7.24 crore electors had submitted enumeration forms, indicating overwhelming participation, the poll body said in a statement. This, in effect, means that the names of 65 lakh voters would not make it to the August 1 draft roll. The EC said the reasons for names not being found in the rolls include death, permanent relocation and being enrolled at multiple places. The poll body said young electors, who have attained 18 years of age on July 1, 2025, or would be attaining 18 years on or before October 1, 2025, are being encouraged to file their application in Form 6, along with the prescribed Declaration Form. The commission said it would conduct special campaigns across Bihar from August 1 to September 1 to enrol such young electors, so that all eligible electors can be enrolled, and no one is left out. The SIR order on June 24 had said that the exercise would be carried out across the country beginning with Bihar. The contentious exercise has also been challenged in the Supreme Court. Opposition parties have branded it as National Register of Citizens (NRC) 'through backdoor'.
