A third of UK school staff report ‘physical underdevelopment' in poor students

A third of school staff have seen 'physical underdevelopment' in students due to poverty, with schools in England stretching their budgets to buy basic household items such as cookers, bedding and clothes for pupils whose families are struggling.
A survey of more than 14,000 school staff, published at the National Education Union's annual conference in Harrogate, found that this rose to more than half of those teachers working in deprived areas, with warnings that things 'can only get worse' after recent benefit cuts.
Teachers attending the conference said the malign impact of poverty went beyond malnutrition, with families needing help to navigate the benefits system and lacking necessities such as beds or tables.
Chris Dutton, the deputy headteacher of a secondary school in the south-west of England and chair of the NEU's national leadership council, said state schools 'up and down the country' were providing vital support for families who had nowhere else to turn.
'School budgets are being spent on things that you wouldn't necessarily associate with school budgets, providing basic equipment for families, providing things like cookers and microwaves,' Dutton said.
'Some schools are having to make those difficult decisions and decide what's right to do. And actually, it shouldn't be coming out of school budgets – but we shouldn't be having children living in these circumstances.'
Michael Allen, a primary school teacher in Wiltshire, said schools were having to provide clothes for children joining reception classes who were unable or too anxious to use toilets by themselves, as well as trying to support their families, putting additional strains on teachers.
Allen said: 'We know some children are cold when they come to school. We know that we can give out some payments for heating. But we have to plan that ahead, so it's more worries for teachers and school leaders when we want to be focusing on teaching and inspiring pupils.
'We are really sometimes mired in things that we feel that maybe others should have picked up before they get to school.'
Kari Anson, the head of a special needs school in Birmingham, said poor living conditions and cuts to disability benefits created greater difficulties for the families of children with special educational needs (Sen).
'There are some children with additional needs, complex medical needs, who because of poverty are living in housing conditions that are absolutely awful. We're talking mould on the walls, and that impacts those children who are asthmatic, prone to chest infections. This is putting those children in hospital, which means they're then not attending school,' Anson said.
She added: 'I'm really scared about the potential welfare cuts to Pip [personal independence payments] … that will affect a huge amount of young people within the Sen sector. So that really worries me, because it means that things potentially can only get worse.'
The latest government data, published last month for 2023-24, showed that the number of children in poverty had risen to 4.5 million, and accounted for 31% of all children in the UK.
Daniel Kebede, the NEU's general secretary, said successive governments had expected schools to 'plug the gaps' being left in the lives of children.
'A government calling for 'high and rising standards' [in schools] cannot at the same time stand idly by in the face of high and rising rates of child poverty,' Kebede said.
A Department for Education spokesperson said: 'No child should be living in poverty, which is why we have already taken wide-ranging action to break the unfair link between background and opportunity, led by our cross-government child poverty taskforce.
'We have also tripled investment in breakfast clubs to over £30m – with delivery of free meals and childcare to begin in up to 750 schools from this month – and increased pupil premium to over £3bn to provide additional support for those children that need it most.'

The mother admits in her TikTok video this week she "absolutely hates" going to the park with her boys - her "idea of hell" - as the two youngsters want to be in different parts of the park at the same time. As she talks to camera, she tells how her youngest is on a slide and the other son is kicking a ball in the football courts and she finds it difficult to monitor both kids. ‌ At least one has SEN - currently a topical issue as the government is making reforms to the system in place to support families, changes critics believe will have detrimental impact on children. ‌ Sighing and seemingly trying to fight back the tears in the footage, the woman - who uses the TikTok name CharH - asks other parents: "Please tell us I'm not the only parent who feels like that?... Please tell me I'm not alone and that I'm just being a bad mam, or being selfish because surely other people have got to relate? Surely there are other parents out there that literally, when they hear the word 'park', they think it is just boring, f***ing boring?" And empathetic TikTok users rallied to the mum's defence, posting comments with their own experiences at juggling young SEN children or just having to visited some "sh***y" parks too. ‌ One TikTok user said: "THISSSSS. My dad's called asking to meet at the park with my son tomorrow, immediate tantrum bc I hate it." Another shared: "Feel you, this is me daily." A further TikTok user said: "My kid's 11 I don't have to take her anymore…thank f**k." In the post which CharH hashtags with #relatablecontent, she details how her partner works away from home, seemingly in or near Tyne and Wear, and it leaves her with all the childcare, and household duties for most of the week. She lists the jobs she must do at home once they finish at the park, including cooking her and the boys dinner. The footage, which has had dozens of likes since it was uploaded on Thursday, shows Char H address the camera in the playground, understood to be near her home. The mum, who tell her followers she doesn't drive, says: "Please tell me I ain't the only parent who absolutely hates going to parks and really really hates it, can't be arsed one bit? I absolutely loves her kids to death, I love spending time with them but when you're a mam to two SEN children and you're looking after them by yourself all week because your partner works away, you're literally having to do everything around the house, everything for yourself, everything for the kids, the last thing I can be arsed with is coming to sh***y little parks where there's literally two swings, a slide and a little see-saw." Char H, who also says she had to change her three-year-old son's nappy during the trip to the park, continues: "That is my idea of hell because one of them is in the park as we speak, climbing up the slide and the eldest is kicking a football in the football courts, you can't get them to play in one area at the same time. One wants to be in the park, one wants to be in the football courts and I'm trying to split myself between two and it's my idea of hell." In previous TikTok posts, the mum has expressed frustration of a lack of support for parents with children with SEN. Special educational needs and disabilities can affect a child or young person's ability to learn. They can affect their; behaviour or ability to socialise, for example they struggle to make friends. They can also affect their reading and writing if, for example, they have dyslexia.

Leanne told BBC Radio Ulster's Nolan Show the school is in Downpatrick, which is more than 20 miles away from their west Belfast home."The EA said the principal said there may be a space and the EA are going to offer a full-time teacher and classroom assistant for Brody," she said."I'm going to look at the school. I've never heard of the school before and it's quite a bit away from where I live."Last month the chief executive of the EA said a shortfall of SEN places for September constituted a a letter to principals, seen by the BBC, Mr Pengelly said he estimated 164 children will not have a place in school in EA told the programme that about 50 children were still affected. 'School is the only thing he has' Leanne says Brody was diagnosed with severe learning difficulties and autism at the age of said his condition meant he was "socially excluded from everything" and school was the "only thing he has".He was a pupil at Parkview Special school for 12 years. But relations broke down after his mum said he was placed on reduced days last year."In September, Brody hit out at staff. I'm not condoning what happened. It's a very hard job and a vocation but other children in the class have all done similar things," said added: "He was on two days a week one week and a three day week the next." 'Change is crucial to him' Leanne says the change in Brody's routine led to a big change in his behaviour."He injured himself so badly we had to call the paramedics."Me and my other son had to lock ourselves in a room because he was attacking us. He doesn't mean it. He's the most loveable child."She added: "His wee mind is tormented. I need to keep Brody safe."In a statement, Parkview Special School described Brody as "cherished member of our school community for over 12 years".It added: "We have worked diligently with his family, EA, Health and Social Care Trust's Intensive Support Service, Educational Psychology and social services throughout this time to continue to find the best solutions to properly support Brody, whilst also assuring the safety of pupils and staff."Every available resource has been utilised in an effort to appropriately meet Brody's needs, including working with external agencies to produce positive behaviour plans, sensory diets and curriculum and the introduction of weekly EA- funded therapeutic support."The safety and wellbeing of our pupils and our staff is our highest priority and this has been central to all decision making throughout this process." Leanne said another special school, Camphill School, Glencraig, was identified which could have met Brody's needs but he missed out on a place."I went to look at the school, which was brilliant," she said."I put it down as first choice. Two other children were in for it and he missed out on a place. "He still thinks he's going to Glencraig. I don't know how to break it to him because of the aggression."Leanne says she's worried Brody's behaviour will continue to deteriorate and called on the Education Authority to provide more assurances about the school place in Downpatrick.A spokesperson for the EA said: "Specialist placements are tailored to appropriately meet the individual needs of each child. We know that a child's needs can evolve and develop, which in some cases may result in a placement becoming unsuitable and unsustainable."We understand that this can be a distressing time for families, and we remain committed to working with parents, schools and partner agencies to identify an alternative, appropriate provision that will best meet the needs of the child.

Fury as schools gives parents just four days notice of strike by 'selfish' London teachers in maternity pay row

Schools in London have caused outrage after they gave just four days notice before teachers went on strike. Hundreds of teachers across eight school in the Charter Schools, a group of nine south London academies, will take part in industrial action alongside the National Education Union on Friday. But the schools only informed parents of this on Monday and have hit out at staff and the union with some branding the move 'selfish' over the decision which will affect more than 4,500 pupils aged from four to 18. Teachers have also said they will strike on July 15, 16 and 17 and the action has lead one school to cancel sports day and an end-of-term field trip to an art gallery. Staff at the academies are striking over a pay dispute, with the NEU demanding an increase in maternity pay wroth up to £5,000 per teacher. Chris McGovern, the chairman of the Campaign for Real Education (CRE), told The Telegraph: 'This action is damaging, selfish and grossly unfair on pupils. Teachers who strike have lost their moral compass.' The industrial action forced The Charter School in East Dulwich to cancel its enrichment activities for the end of the year and the headteacher apologised to pupils. In a letter seen by The Telegraph, headteacher Alison Harbottle, said the strikes were 'deeply regrettable', adding: 'I am extremely sorry for the disruption caused to your child's education.' Despite discussions between the NEU and the Charter Schools Educational Trust which resulted in three out of four of the demands being met, the union decided to go ahead with the end-of-term strikes. The NEU had raised four concerns with the school group including the academy recognising union membership to which they agreed, improving workload and well being and separating pay rises from performance so that everyone, unless on an individual management plan, receives a pay increase. However the union and the Trust were unable to reach an agreement over maternity pay. The Charter Schools Educational Trust told the NEU it could not afford to increase maternity pay from 32 per cent to 58 per cent. The difference in pay has resulted in the Trust being accused of operating a 'two-tier maternity policy', but the schools said it could not afford to pay as much as £4,863 extra for their highest-paid teachers. Charter Schools currently pays its highest-paid subject teachers, who earn £50,288 a year, £23,023 in maternity pay - which is already 32 per cent higher than the minimum rate set out in a national NEU agreement known as the Burgundy Book. Two schools already pay the 58 per cent rate, an agreement made when they were still maintained under Lambeth local authority and before they joined the Trust. Daniel Kebede, General Secretary of the National Education Union, said: 'We entered into negotiations in good faith but have been faced with complete intransigence from the Trust on the issue of a two-tier maternity policy. 'Our members have made it clear that they do not think it fair that some staff receive thousands more maternity pay than their colleagues, despite sharing the same employer. We at least expected the Trust to make some sort of offer for our members to consider - but so far they have not offered a single penny more. 'Over the past year, the Trust has spent tens of thousands of pounds on external consultants, marketing and branding, a growing central team and substantial pay rises for its leaders, all while claiming it cannot afford an improved maternity offer for those who work in our schools. Our members expect and deserve better.' A spokesman for the Charter Schools said: 'As a practical resolution could not be reached, we are saddened that the NEU are proceeding with strike action. While we value the contribution of our staff hugely, we are one of only a few academy Trusts who already pay our staff more than the national agreement for maternity pay – by over 30 per cent. 'However, when trying to protect jobs because of the pressure of falling rolls and increased costs, we simply don't have the wriggle room to nearly double that commitment. What we hope we have shown, however, is that we are listening and we have always sought to engage and try and find a resolution where one has been possible.'
