Compensation for rain-hit traders urged

The Governor Sindh Kamran Khan Tessori has assured the rain hit traders and citizens of Hyderabad that the government will try to compensate their losses. Tessori, who visited several localities of Hyderabad on Saturday before addressing a press conference at a hotel, proposed that both the federal and provincial governments should reimburse the affected people of Hyderabad. "One thing is certain the traders and even the ordinary citizens have suffered financial losses," the Governor emphasised. He further asserted that compensation has become indispensable so that the affected traders, especially those who have suffered serious losses may resume their trade. He observed that the two ways of compensation include one by the provincial government and the other by the centre. Governor Tessori said a federal committee comprising MNAs and a provincial committee comprising MPAs should be constituted to assess the losses and decide the amount of compensation. According to him, the tax waivers by the two governments can also be made a means to reimburse the losses. He advised the rain-hit people to submit details of their losses to the federal government through their elected Members of the National Assembly (MNAs). The Gvernor assured that he will make every effort to secure the federal tax waivers. He said an Additional Secretary will be appointed to facilitate coordination between the traders' community and the federal government to address the civic issues. The governor apprised that the centre had announced a Rs10 billion development package for Hyderabad, adding that half of that allocation has already been disbursed. Tessori announced the establishment of an information technology institute in Hyderabad which he expected will benefit over 50,000 students. He told that governor house funded IT courses will also commence within the next two months in Hyderabad.

Google granted tax exemption

Sources said tax authorities assured the company that 'Google is not the target of the Digital Presence Proceeds Tax Act' and that the legislation is designed to address only those with significant digital presence but no physical or registered presence in Pakistan. photo: REUTERS Listen to article Pakistan has assured US-based Google that it will be exempt from the newly imposed 5% digital tax, and parts of the company's income will be taxed at even two-thirds reduced rates, further reducing the country's earnings from foreign firms operating locally. The clarification, given by the Federal Board of Revenue (FBR) to the tech giant, has raised questions about the effectiveness of the new tax law, indicating that the government may have not fully considered the implications before enacting the Digital Presence Proceeds Act 2025 last month. The government enacted the Digital Presence Proceeds Act in June to enhance tax collection from offshore companies with significant digital presence that were not paying taxes on their earnings. Sources said tax authorities assured the company that "Google is not the target of the Digital Presence Proceeds Tax Act" and that the legislation is designed to address only those with significant digital presence but no physical or registered presence in Pakistan. This assurance was sent electronically to Kyle Gardner, Google's representative for government affairs in South Asia. Google has a significant business presence in Pakistan and provides services for online advertising, search engines, cloud computing, communication, and entertainment. It is also the single largest contributor of digital service tax payments. In contrast, firms like Meta, Amazon, Microsoft, and Netflix contribute little to the over Rs1 billion in total income tax collected from tech giants, according to FBR officials. The tax authorities assured Google that since it has a branch office in Pakistan, it will not be liable to pay the 5% tax on its income due to its legal status as "a tax resident under relevant tax laws of Pakistan." FBR spokesman Dr Najeeb Memon was not available for comments. The new law states that it will not apply to any payment for digitally ordered goods where such payment is effectively connected with a branch office of the foreign vendor in Pakistan, and the goods are supplied from within Pakistan. It also excludes digitally delivered services received in Pakistan and rendered through a branch office of the foreign vendor. "Since you are operating through a registered branch, your operations fall squarely within this exemption. Similarly, the digital services tax provisions of the income tax law do not apply to tax residents of Pakistan," stated the FBR communication with Google. The enactment of the Digital Presence Proceeds Act had created ripples in Pakistan, particularly among YouTube users. Before the new budget, Google was paying 10% income tax under Section 152 of the Income Tax Ordinance, which the government increased to 15%. However, surprisingly, the government has also shown a path for Google to pay only 5% income tax instead of 15%. Authorities further stated that even if any of Google's operations are conducted from outside Pakistan, the applicable rate under the Digital Services Tax and the Digital Presence Proceeds Act has been reduced to 5% instead of the 15% rate the company had perceived. According to the FBR, if a person is subject to the Digital Presence Proceeds Tax, then tax under Section 152 of the Income Tax Ordinance shall not be deducted on the same transaction. "This safeguards Google against any double taxation. In fact, Google's applicable tax rate has now been reduced from 10% to 5%, given that the Digital Proceeds Act imposes a 5% rate compared to the 15% withholding tax rate under the Income Tax Ordinance," the government assured Google. Going a step further, the government has offered Google full income tax exemption if it shifts its local branch office to a Special Technology Zone (STZ). Under Clause 123EA of the Second Schedule of the Income Tax Ordinance, 2001, profits and gains derived by zone enterprises under the STZ Authority Act are fully exempt from income tax until 2035. The law was intended to tax digitally delivered services provided over the internet or electronic networks, where delivery is automated with minimal or no human involvement. These include services such as music, audio and video streaming, cloud computing, software, telemedicine, e-learning, online banking, architecture, research, consultancy, and digital accounting services.

Target to achieve $60bn in exports over next 5 years: Ahsan

ISLAMAABD: Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal said the government's target is to achieve $60 billion in exports over the next five years. While addressing a meeting of National Assembly Standing Committee on Planning, the minister said, 'If we work with dedication, the dream of a $3 trillion economy by 2047 can become a reality.' The committee met with Syed Abdul Qadir Gillani in the chair in the auditorium of the Ministry of Planning, Development and Special Initiatives, Islamabad on Friday. He said that for the first time in the country's history, Rs1 trillion have been spent on PSDP (Public Sector Development Programme) projects. He said that a clear roadmap for 'Uraan Pakistan' (Pakistan's Ascent) to tackle the challenges the country faces. He said that political stability and continuity of policies are essential for the completion of development projects. He said that a long-term integrated policy and a conducive environment are fundamental requirements for development. The minister said that 'everyone must work for the country's economic growth, rising above political affiliations.' He said the Ministry of Planning has identified five solid pillars for sustainable economic growth. The minister gave the committee an overview of Uraan Pakistan — the National Transformation Plan 2025–2030. He noted that earlier national five-year plans succeeded due to political continuity, unlike the present scenario, where frequent democratic disruptions have hindered progress. He emphasised that even the best ideas require a stable and enabling environment to flourish. The minister highlighted Pakistan's economic turnaround since 2022, stating that inflation had been brought down from double to single digits. He elaborated on the government's strategic focus on the 'Five Es': Exports, E-Commerce, Energy, Environment, and Ethics — underlining them as critical pillars of the transformation agenda. He said that under the second pillar of the 'Five Es,' projects involving modern technology are being pursued. He said that under the 'Five Es,' the completion of water projects, in light of climate challenges, is a government priority. He said that the completion of the Diamer-Bhasha Dam is among the government's top priorities. He said that the government's aim is to ensure the supply of affordable and reliable energy. Under the fifth pillar of the 'Five Es,' the government is focusing particularly on human resource development, said the federal minister. 'After the 18th Constitutional Amendment, most departments have been devolved to the provinces, but centralisation of powers within the provinces has undermined its spirit. There should be a national dialogue on empowering local governments or creating new provinces to make Pakistan's administrative structure more effective,' said the federal minister. He said that controlling population growth is a national emergency and for this purpose, a National Task Force is being established. He said that just as we defeated India in 'Operation Bunyanum Marsoos,' we will achieve supremacy in the economic field with the same determination. The minister said that the government has achieved significant success in controlling inflation. He said that climate change has created new challenges for the national economy. The committee commenced with a follow-up discussion on the tragic Multan LPG tanker blast of January 2025. The committee raised serious concerns over the inquiry process and the distribution of compensation packages, particularly questioning why the elected member of the National Assembly was not consulted throughout the process. The committee recommended a reinvestigation into the incident. Chairperson Syed Abdul Qadir Gillani expressed his resolve to pursue the matter across all relevant forums, vowing to ensure accountability and prevent future tragedies. The committee called for a comprehensive briefing on the case. The meeting was attended by Committee Members Naz Baloch, Muhammad Moazzam Ali Khan, Farhan Chishti, Akhtar Bibi, Dawar Khan Kundi, and Yousaf Khan. Senior officials from the Ministry of Planning, Finance Division, OGRA, and other relevant departments were also present. Copyright Business Recorder, 2025
