Oklahoma food banks impacted by federal budget cuts to food assistance programs

OKLAHOMA CITY (KFOR) — Food banks across the state are feeling the impact of federal budget cuts to food assistance programs.
'Literally, we've seen less food,' said Stacy Dykstra, the CEO of the Regional Food Bank of Oklahoma. 'So, it's really unsettling… When we lose these resources, it directly impacts people facing hunger in our state.'

The U.S. Agriculture Department slashed two federal programs that spent over $1 billion annually to help schools and food banks buy food from local farms and ranches.
'They're [food banks are] taking some of the hit now, but it's going to be over time that it builds, because they already have higher demand than they've ever had,' said Chris Bernard, the CEO of Hunger Free Oklahoma.
In a statement to KFOR earlier this month, the USDA said:
'USDA can confirm it has provided notice to States, Territories and Tribes that the FY 2025 funding previously announced for the pandemic-era Local Food for Schools and Child Care Cooperative Agreement (LFSCC) and pandemic-era Local Food Purchase Assistance Cooperative Agreement program (LFPA25) is no longer available and those agreements will be terminated following 60-day notification. These programs, created under the former Administration via Executive authority, no longer effectuate the goals of the agency. LFPA and LFPA Plus agreements that were in place prior to LFPA 25, which still have substantial financial resources remaining, will continue to be in effect for the remainder of the period of performance. AMS will resume processing claims for payment for LFPA and LFPA Plus for activities accruing prior to and after January 20, 2025.'

'What that's going to do is make them [food banks] have to scramble to try and raise more money,' said Bernard. 'But honestly, there's only so much money you can raise as a charity, and so you're not going to be able to fully fill that gap.'

The cuts come as Oklahoma is ranked the 6th hungriest state in the nation. More than 15 percent of households across the state are considered food insecure.
'We've got to support our most vulnerable Oklahomans, who are, you know, falling on hard times and need a little support now and then,' said Dykstra.
Bernard said while the loss of the programs is 'significant,' it's 'not world ending.' However, he is worried more federal programs could eventually be cut as well, leading to a bigger issue.
'It will be a pain point, but something that you can try and kind of figure out how to address over time,' said Bernard. 'The problem is, it's not in a vacuum, and there are lots of other things happening that are putting more pressures on households and reducing the amount of resources going to folks in need. And that's where you're going to see the system start to crumble.'

The wheat complex is mixed to mostly lower on Monday's midday. CBT futures are mixed within a penny of unchanged so far. Kansas City HRW contracts are fractionally in the red so far on Monday. MPLS spring wheat is down fractionally to 2 cents at midday. This morning's Export Inspections report showed a total of 599,595 (22.03 mbu) of wheat shipped in the week of 7/31. That is more than double the previous week and 27.18% above the same week in 2024. The Philippines was the top destination of 118,438 MT, with 85,951 MT headed to Nigeria, and 78,224 MT on its way to Mexico. Marketing year shipments are now at 3.911 MMT (143.7 mbu), which is 8.75% above the same period last year. The quarterly Flour Milling report from USDA showed April – June wheat ground for flour totaling 222.94 mbu of wheat. That was 3.7 mbu below the previous quarter and 3 mbu shy of the same quarter last year. Commitment of Traders data indicated a total of 13,283 contracts added to the spec fund net short position in CBT wheat as of Tuesday, taking it to 65,324 contracts net short by Tuesday. In KC wheat, they added another 3,321 contracts to their net short of 47,280 contracts on July 29. Soybeans Popping Higher on Monday's Midday

Soybeans are showing some early week strength, with futures are up 5 to 8 cents. There were another 5 deliveries issued for August soybeans overnight. The cmdtyView national average Cash Bean price was up 5 3/4 cents at $9.37 ½. Soymeal futures are showing gains of $2.40 to $3.70/ton. Soy Oil futures are mixed, with futures down 13 to 30 points higher. Another 492 contracts were issued for August meal, with 218 issued for August beans, all by CHS. USDA tallied soybean export shipments at 612,539 MT (22.51 mbu) during the week ending on July 31, the highest since April. That was up 43.2% from last week, 67% above the same week last year and a 6-year high for that week. Of that total, 119,658 MT was headed to Germany, with 113,808 MT on its way to Egypt and 92,208 MT to Mexico. Marketing year exports have totaled 47.83 MMT (1.758 bbu), which is 10.9% above the same period last year. The large managed money speculators in soybean futures and options added another 25,445 contracts back on to their net short as of July 29, taking their net position to 36,311 contracts by Tuesday. USDA's Fats & Oils report showed 197.1 mbu of soybeans crushed during June, above trade estimates and a record for the month. That was also 7.44% above last year but down 3.22% below May. Soybean oil stocks for the end of the month totaled 1.894 billion lbs, which was slightly higher than in May but still down 10.85% from last year. StoneX projects the 2025/26 Brazilian soybean crop at 178.2 MMT, which is 5.6% higher vs. last year, mainly on increased acreage. Lean hog futures are trading with Monday gains of 65 cents to $1. USDA's national base hog price was not reported on Monday morning due to light volume. The CME Lean Hog Index was down 11 cents at $110.21 on July 31. Commitment of Traders data indicated a total of 2,821 contracts trimmed from the managed money net long as of July 29.
