Bihar: Polling officials involve in Electoral Rolls Revision campaign to receive Rs 6,000 as honorarium

The ongoing Special Intensive Revision (SIR) campaign of the electoral rolls in Bihar is progressing rapidly and recognizing the efforts of the Polling station officials , the Chief Electoral Officer (CEO) of Bihar has announced a special incentive of Rs 6,000 for each.This additional honorarium is aimed at acknowledging their hard work and commitment during the intensive revision process."The Rs 6,000 incentive has been approved as a mark of appreciation for the tireless service of polling staff during this crucial campaign," said a statement issued by the CEO's office.Apart from this, SIR in Bihar is underway in full swing with the Booth Level Officers (BLOs), BLO Supervisors, all the election officials, BLAs appointed by the political parties and the volunteers working tirelessly at the grassroots level to ensure that no eligible elector is left out, according to a press release by the Election Commission of India 's (ECI).As per the release, as of July 5 at 6.00 PM, 1,04,16 545 Enumeration Forms, i.e. 13.19 per cent of the total of 7,89,69,844 (nearly 7.90 crore) electors in Bihar who are enrolled as of June 24, 2025, have been received.The percentage of forms distributed has also increased to 93.57 per cent, with 7,38,89,333 forms already distributed. 77,895 BLOs are going house-to-house to help the electors fill out their Enumeration Forms and collect them.In a large number of cases, the BLOs are taking live pictures of the electors and uploading them, saving the electors the trouble of getting their pictures taken. The partially filled forms are also available for download on the ECI portal (https://voters.eci.gov.in) as well as on the ECINET App, and the filled forms can be uploaded by the elector themselves on the ECINET App.Additionally, 20,603 BLOs are being appointed for the smooth and timely completion of the process. Nearly 4 lakh volunteers, including government officials, NCC cadets, NSS members, etc., are also working in the field to facilitate the elderly, PwDs, sick and vulnerable populations in the SIR process.Besides, 239 EROs, 963 AEROs, 38 DEOs and the CEO of the state are at the ground level to facilitate the electors to submit their forms. 1,54,977 Booth Level Agents (BLAs) appointed by various political parties are also providing active support in the SIR process, as per the release.

The recorded expenditure -- Rs 1,06,984 -- has raised widespread suspicion. Nipaniya School's records were no less startling: Rs 2,31,685 was shown as approved for the work of 275 labourers and 150 masons, who allegedly undertook tasks involving just twenty litres of paint, installation of ten windows, and four doors. Reacting firmly to the disclosures, the Education Minister ordered the Secretary of the School Education Department and the Commissioner of Public Instruction to carry out a prompt and impartial inquiry. He reiterated the government's zero-tolerance stance on corruption and irregularities within public institutions, emphasising that no leniency would be shown to those found guilty. The revelations have triggered public dissatisfaction and cast a shadow on the credibility of fund utilisation in rural education infrastructure. Many have voiced concerns over how such inflated expenditures went unnoticed, calling for stronger accountability mechanisms and audit practices within local education departments. The controversy arrives at a time when the Madhya Pradesh government is actively promoting transparency and investment across multiple sectors. Congress accuses ECI of conspiring with BJP in Bihar; Poll body denies
The Congress on Sunday accused the Election Commission of India (ECI) of conspiring with the Bharatiya Janata Party (BJP) to disenfranchise voters in Bihar while criticising the Special Intensive Revision of Electoral Rolls (SIR) being carried out in the poll-bound state. The SIR in Bihar is being carried out ahead of the state elections, slated for October-November, 2025. According to ECI, all individuals whose names weren't included in the 2003 electoral rolls need to prove that they are actual citizens of India, by submitting any one out of 11 documents, such as a birth certificate or ID card issued by the government. ECI says this revision is necessary due to rapid urbanisation and migration in Bihar, non-reported deaths, and concerns about illegal foreign immigrants. The list of documents asked for has been criticised on the basis that it doesn't include commonly available documents such as Aadhaar card or a voter card, although ECI has clarified that the list is supposed to be 'indicative, not exhaustive.' Taking to X, Kharge said that public opposition has forced ECI and the BJP to backtrack. Referring to an ad posted by ECI, which asked voters to fill out the necessary form and submit to their Booth Level Officer (BLO) even if they didn't have the required supporting documents, he said – 'This is part of the BJP's tactic to mislead and confuse the public… Bihar is the birthplace of democracy. The people of Bihar will surely respond to this BJP attack on democracy and the Constitution in the upcoming elections.' ECI has denied the claims that there have been any modifications to the procedure of the SIR. 'SIR is being conducted as per instructions dated 24.06.2025 only as there is no change in the instructions', it said. The poll body also warned the public about 'incorrect and misleading statements' being made by unnamed persons to confuse people.

Rajnath Singh to kick off discussions on defence financial architecture tomorrow
Policy dialogue, strategic review, and institutional innovation are expected to dominate discussions at the Controllers' Conference 2025 of the Defence Accounts Department (DAD) that will be inaugurated by Defence Minister Rajnath Singh on Monday, an official said. The conference, to be held here from July 7 to 9, aims to bring together top leadership from the DAD, civil services, academia, think tanks, and stakeholders across the defence and finance sectors. 'It serves as a vital platform for evaluating challenges, initiating reform, and advancing the role of financial governance in defence preparedness,' said the Defence Ministry in a statement on Sunday. Rajnath Singh will inaugurate the conference in the presence of top military and civilian leadership, including Chief of Defence Staff General Anil Chauhan, the three service chiefs and Defence Secretary Rajesh Kumar Singh. Financial Adviser, Defence Services, S.G. Dastidar, and Controller General of Defence Accounts, Mayank Sharma, will also join the conference that promises to serve as a platform for shaping the future of India's defence financial architecture, the statement said. The theme of this year's conference, 'Transforming Financial Advice, Payment, Audit and Accounting through Defence Finance and Economics,' reflects a paradigm shift within the department, repositioning the DAD from a finance and accounts body to a future-ready institution focused on defence finance and economics, it said. This transformation, guided by the strategic vision articulated by the Defence Minister on October 1, 2024, is internally driven, inclusive, and aligned with emerging national security imperatives. The transition is anchored in the DAD's new Mission Statement and Motto 'Alert, Agile, Adaptive' which will be formally released during the event, said the statement. The conference will feature eight high-level business sessions (Manan Satras), covering areas such as budget and accounts reform, internal audit restructuring, collaborative research, pricing innovation, and capacity building. These sessions will explore the evolving role of Integrated Financial Advisors in balancing fiscal prudence with strategic support for a competitive and self-reliant defence industry. Managing a defence budget of Rs 26.8 lakh crore, including Rs 1.7 lakh crore dedicated to pensions, the DAD plays a pivotal role in payroll, pension disbursement, audit, procurement pricing, and strategic financial advice, said the statement.
