Minister Ramokgopa unveils R509 million budget to enhance government accountability

Minister Maropene Ramokgopa has announced a R509 million budget for the Department of Planning, Monitoring and Evaluation (DPME) in a move aimed at bolstering government accountability and fostering economic growth, as she presented the budget to Parliament in Cape Town.
Supported by Deputy Minister Seiso Mohai, Minister Ramokgopa outlined the Department's strengthened focus on implementing the National Development Plan (NDP) Vision 2030 and the recently approved Medium-Term Development Plan (MTDP) 2024–2029.
'Over the past few years, attempts have been made to strengthen the mandate of DPME through the Planning Bill. We are now shifting focus and considering a White Paper process which will enable us to clarify a cohort of questions that have been raised by various stakeholders within and outside of government,' said Minister Ramokgopa.
The MTDP 2024–2029, approved by Cabinet in February 2025, is already being rolled out. Its strategic priorities include driving inclusive economic growth and job creation, reducing poverty and addressing the high cost of living, and building a capable, ethical, and developmental state.
'Successful implementation of the MTDP must be demonstrated through the achievement of its set targets and improved living conditions of citizens. It is not enough to plan, we must see results, and we must be held accountable for those results,' she emphasised.
Minister Ramokgopa stressed the importance of aligning national, provincial, and local planning processes, starting with integration efforts in the Northern Cape.
She highlighted the Department's pivotal role in reforming State-Owned Enterprises (SOEs). The National State Enterprises Bill (B1-2024) proposes a centralised shareholder model to improve governance and performance across SOEs.

A key focus for the DPME going forward is the implementation of a comprehensive Evidence Plan to strengthen research, evaluation, and data systems, supporting evidence-based policymaking.
'Our work must be backed by credible evidence, and that evidence must lead to impact. We are committed to building a state that listens, learns, and delivers measurable change,' said the Minister.
Highlighting the importance of partnerships, Minister Ramokgopa noted recent capacity-building workshops and ongoing engagements with Parliament, oversight institutions, and other stakeholders.
She also underscored South Africa's leadership role as Chair of the G20 Development Working Group, prioritising financing for development, advancing social protection, and promoting global public goods.
Looking ahead, Minister Ramokgopa acknowledged the approaching end of the current NDP and confirmed that the National Planning Commission (NPC) has begun work on a new long-term plan for the country. This process will include inclusive National Dialogues to shape South Africa's future vision.
The Minister concluded her address by inviting Parliament to endorse the Budget Vote and expressed gratitude to the Portfolio Committee, Deputy Minister Seiso Mohai, Director-General Dr. Robert Nkuna, and DPME staff.
The DPME reaffirmed its commitment to improving government performance and accountability.
'It is not enough to plan, we must see results, and we must be held accountable for those results,' Minister Ramokgopa reiterated.

If you are in South Africa illegally, self-deport now, warns Home Affairs

Picture: Home Affairs/X Home Affairs Minister Leon Schreiber has warned those in South Africa without proper documentation to self-deport before his department reaches them. On Friday, Schreiber led Operation New Broom to conduct its first immigration enforcement raids in Nelson Mandela Bay. The operation led to the arrest for deportation of 95 illegal immigrants. Numerous operations have already been conducted in Cape Town and Pretoria. ALSO READ: Tip-off leads police to at least 90 illegal foreigners in abandoned Houghton property The latest operation took place in the Gqeberha Central Business District, where, according to Schreiber, a dilapidated warehouse was found to be housing numerous illegal foreigners. A Chinese-owned business was also found to be in contravention of a range of immigration laws. The Department will be in court today to confirm the deportation orders. 'Operation New Broom demonstrates our commitment to work in a focused manner to restore the rule of law. 'Our message to people who are in our country illegally is clear: voluntarily self-deport now, before Home Affairs deports you and bans you from entering South Africa altogether,' warned the home affairs minister. Gauteng operation On Monday, 7 July, Deputy Home Affairs Minister Njabulo Nzuza led Operation New Broom in Roodepoort in Gauteng. The operation followed a tip-off from a community member. It would have been difficult for anyone to suspect that unlawful activities were taking place here because the managers and workers live and sleep in the factory,' said Nzuza. 'We want to send a strong message to all who are illegally residing and working in the country that we are coming for them. We found 21 illegal foreign nationals from Malawi, China and Zimbabwe. One Malawian had a visitor's visa but was found working in contravention of the conditions of his visa. All the arrested people are being processed for deportation.' Home Affairs' Operation New Broom Home Affairs launched Operation New Broom in May, as part of the department's drive to intensify enforcement operations in urban hotspots. The operation seeks to arrest, convict and deport illegal immigrants occupying public spaces. ALSO READ: Home Affairs committee raises alarm over border authority underfunding The first operation took place in District 6 in Cape Town, where 25 suspects were arrested while occupying land meant for restitution to the victims of forced removals. The operation utilises biometric technology to verify the immigration status of suspects, thereby eliminating the risk of fraudulent documents and strengthening legal cases. 'The benefits of our commitment to digital transformation are being felt across all areas of Home Affairs' mandate, including through the strides made by the Border Management Authority at the borders and by Home Affairs inland,' said the minister. 'As with everything else we do, Operation New Broom is guided by our commitment to the rule of law. It is this commitment that both motivates us to do more to combat illegality, and to uphold due process and legal compliance in the process.' Displaced KZN flood victims to start moving into the newly purchased building from December
JOHANNESBURG - Displaced flood victims in KwaZulu-Natal (KZN) are expected to start moving into the newly purchased Montclair Lodge in eThekwini by the end of the year. On Sunday, KZN Human Settlements MEC Siboniso Duma announced that the provincial government had purchased the lodge from Transnet for R33 million. He shared that the acquisition would drastically reduce the cost of emergency accommodation. More than 4,000 people have been displaced in the province due to flooding since 2022. Department spokesperson, Ndabezinhle Sibiya, said that refurbishment assessments would begin before the end of July. He added that the move was part of broader efforts to prepare for future weather-related disasters. "The building has been transferred to the department. This building will be used to accommodate victims of floods, and we are preparing for the summer season." Sibiya also confirmed that permanent housing was being developed on land made available by amakhosi.
